RE: Increase in Smoke Detector Inspection Fee
RECOMMENDATION:
It is recommended that the City Council amend the Comprehensive Fee Schedule to increase the
Smoke Detector Inspection Fee from $30 to $44 per inspection, effective January 1, 2004.
SUMMARY:
Smoke detector inspections are performed by Fire Department Safety personnel in residential real
estate prior to the close of escrow. The fee was last increased in August, 2001.
BACKGROUND:
The Fire Department has been inspecting smoke detectors/alarms since 1987. The manning
requirements of the Department dictate that the inspections are performed by a Fire Engineer on an
overtime basis.
The fee is periodically reviewed by the Fire Chief and Director of Finance to ensure that the cost of
the inspection is fully recovered.
Significant increases in pension costs, health, workers comp and liability insurance, and other costs
necessitate an increase in the inspection fee.
The revenue from the inspection fee is deposited into the General Fund to offset the Fire
Department's expenses in providing the service. The total revenue from the fee varies considerably
from year to year depending on the number of real estate transactions. For Fiscal year 2002-03, the
revenue was $80,409.
If approved, the effective date of the new fee would be January 1, 2004. This will allow sufficient
time to inform real estate brokers, agents and escrow companies of the increased fee

OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA, AMENDING RESOLUTION
20362, CITY'S COMPREHENSIVE FEE SCHEDULE, TO
INCREASE THE SMOKE DETECTOR INSPECTION FEE.

WHEREAS on June 5, 2002, the City Council adopted resolution 20362; and
WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in
order to increase the smoke detector inspection fee, effective January 1, 2004.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, that Resolution 20362, establishing the Comprehensive Fee Schedule, is
hereby amended, by the following:
FIRE DEPARTMENT
Smoke Detector Inspection Fee $44.00 per inspection
