Dr. David Bearman is one of the most knowledgeable medical doctors in southern
California on medicinal marijuana. He has spent over 30 years working in substance and
drug abuse treatment programs. He received his B.S. in Psychology from the University
of Wisconsin in 1963 and his M.D. in 1967 from the University of Washington. From
1968-79 he served as a Medical Officer with the United States Public Health Service.
From 1975-82 he was Director of Health Services for San Diego State University. In
1982-83 he was the Medical Officer and Director of the Sutter County Health
Department. From 1983 until 2000, he was the Medical Director/Director for the Health
Services Department of the Santa Barbara Regional Health Authority. Dr. Bearman is
currently in private practice in Santa Barbara where he has evaluated hundreds of patients
to determine if they meet Prop. 215 criteria for the use of medicinal marijuana. He has
given over 60 talks to professional audiences and over 350 to lay audiences.
Dr. Robert Sterner is physician in private practice in El Cajon, California, just north of
San Diego. He received a Bachelor of Arts Cum Laude in Geologic Sciences from
Harvard in 1978 and received his Doctor of Medicine from the University of California at
Los Angeles in 1982. He performed his Internship in General Surgery at the University of

Ana Boyce is a retired registered nurse who worked in the field for over 40 years. For
eight years she was a member of the California Senior Citizen Legislature. She is
involved in many programs providing services to Senior Citizens from working as a
nurse providing flu shots to delivering food to homebound patients and families. She
became involved with medicinal marijuana after her husband was stricken with cancer.
Finding it to be the most effective means of relieving the nausea and pain he was
suffering, she obtained the medicine for her husband which she says was responsible for
helping him lead a fairly normal life until his death in 1995. As co-author of Proposition
215, Mrs. Boyce became one of the most prominent spokespersons for the campaign,
appearing in many of the TV commercials urging voters to vote Yes on 215. She has
served as the California State Director of the American Medical Marijuana Association
and currently serves on its Board of Directors.
Judge James Gray serves as a Judge of the Superior Court of the State of California in
Orange County. Judge Gray was appointed to the Santa Ana Municipal Court in 1983 by
Governor George Deukmejian, and in 1989, Governor Deukmejian elevated Gray to his
post with the Superior Court. Judge Gray received his undergraduate degree from UCLA
in 1966 and a Juris Doctor from USC in 1971. He has worked as a federal prosecutor for
the U.S. Attorney's office in Los Angeles and in private practice in civil litigation in
Newport Beach for five years. Judge Gray has won a host of awards over the years,
including "Judge of the Year" in 1992 from the Business Litigation Section of the Orange
County Bar Association, and in 1995, was given that same honor by the Orange County
Constitutional Rights Foundation. Additionally, Judge Gray has been a member of the
California Judicial Council, the Advisory Board of the California Department of Alcohol
and Drug Programs, the Republican Finance Committee of Orange County, a member of

in conjunction with USC Law School, which was founded to increase ethics, education,
and professionalism for judges and lawyers. His educational work includes working with
the College of Trial Advocacy for new Orange County attorneys and the Continuing
Legal Education of the Bar as well as serving as an adjunct professor at Chapman
University.
