ADDITIONS AND AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE
RECOMMENDATION:
That the City Council consider amending the Comprehensive Fee Schedule,
Resolution No.20362 as amended,to approve and establish a yearly membership
fee and a daily admission fee for use of the Palm Springs Skate Park.
SUMMARY:
The City has a Comprehensive Fee Schedule, regulating what fees are charged
for various City services. From time to time, these fees are modified when new
services are offered or when rates require adjustment to become more
competitive. The attached Resolution establishes fees for admission to the City's
new skate park under a similar format used for other programs in the Department
of Parks and Recreation. Participants will be required to provide emergency
information and sign a Waiver and Release Form prior to purchasing their annual
membership cards. Annual memberships will provide for free daily admission to
the park. Nonmembers will be required to sign the Waiver and Release Form and
pay a daily admission fee prior to entering the park.
If City Council desires to allow admittance to Palm Springs residents at no charge,
staff recommends that the Resolution be amended to reflect this decision.
Residency in Palm Springs will be established by the participant's address
indicated on the Waiver and Release Form.
BACKGROUND:
The City of Palm Springs is nearing completion of the new Palm Springs Skate
Park. This new facility is being added to the list of amenities offered to the public
through the City's Department of Parks and Recreation. Early in the design and
development stages of this project, the City determined that the skate park will
need to be monitored during normal operating hours for improved public safety
and enforcement of the adopted rules of conduct by patrons. The Palm Springs
Skate Park will be open daily from 6:00 a.m. to 10:00 p.m. and lighted for night-
time use. These operating hours will require staff to be present for supervision of
the facility.
The proposed membership card will cost individual youths (under age 13) $10 per
year, individual adults (age 13 and over) $20 per year, and families $30 per year,
with no limit on the number of cards per household. Replacement cards will cost
$10 each for those that are lost or stolen. For nonmembers, out-of-town guests,
and members who forget their cards, the daily admission fee will be $3. All
memberships will be for a calendar year only and expire on December 31. For the
first year of operation, all cards issued in 2003 will expire on December 31, 2004.

Staff has no way of knowing exactly how many memberships will be sold each
year due to an unknown demand for them at the present time. Total revenue
expected at the present time is as follows:
Youth memberships 500 x $10 $ 5,000
Adult memberships 1,200 x $20 24,000
Family memberships 150 x $30 4,500
Nonmembers (35/week) 35 x 52 weeks x $3 5,460
TOTAL ANNUAL REVENUE 38 960
At its meeting on September 10, the Parks and Recreation Commission voted
unanimously(6/0)to recommend that City Council amend the Comprehensive Fee
Schedule to establish this yearly membership fee and this daily admission fee to
the Palm Springs Skate Park.

WHEREAS on June 5, 2002, the City Council adopted resolution 20362; and
WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule to
establish a yearly membership fee and a daily admission fee for use of the Palm Springs
Skate Park.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, that Resolution 20362, establishing the Comprehensive Fee Schedule, is
hereby amended, by the following:

Skate Park Fees
Youth Memberships (under age 13) $10.00 per year
Adult Memberships (age 13 and over) $20.00 per year
Family Memberships $30.00 per year
Nonmembers $ 3.00 per day
