PURCHASE OF EMERGENCY MEDICAL SUPPLIES FOR DISASTER CACHES AND MULTI-
CASUALTY TRAILERS
RECOMMENDATION:
It is recommended that the City Council approve the purchase of emergency medical supplies from
Property Guard, Inc.to upgrade and standardize the inventory of six disaster caches and two multi-
casualty trailers in an amount not to exceed $47,000.
SUMMARY:
The Agua Caliente Band of Cahuilla Indians donated $60,000 last spring to the Fire Department
to be used for: 1) the purchase of a used box-truck for the storage and deployment of rescue
equipment and supplies , 2) upgrade and standardize the emergency medical supplies inventory
for six (6) disaster caches, and 3) upgrade and standardize the emergency medical supplies
inventory for two (2) multi-casualty trailers. The truck was purchased for approximately$13,000,
leaving the $47,000 balance of the donated funds to complete the remaining two tasks.
BACKGROUND:
The Disaster Medical Assistance Corporation (DMAC) and the City partnered to promote the
establishment of containerized disaster caches containing medical supplies throughout the City.
The partnership started on December 18, 1996 (Agreement #3757), but DMAC became
unresponsive to the requests by Fire Department staff to provide routine maintenance as outlined
in the agreement. After numerous attempts to obtain a response from DMAC, the City terminated
the agreement on January 16, 2002.
The Fire Department began working with the Agua Caliente Band of Cahuilla Indians to facilitate
the overall maintenance of the disaster caches provided by DMAC. The Agua Caliente Band of
Cahuilla Indians identified Property Guard, Inc. as a service provider and entered into a contract
services agreement with them to maintain and service each container. Undertheir agreement with
the Tribe, Property Guard, Inc. is paid by the Tribe to perform bi-annual inspections, service, and
maintenance of the six caches, and to identify any inventory needs. Property Guard, Inc. has
identified inventory irregularities and the need for upgrades in the medical supplies in each of the
six caches.
Fire Department staff met with representatives of Property Guard, Inc. to review their findings and
identify how the cache inventories needed to be reestablished and modified. Staff recommends
that City Council approve the remaining $47,000 in donated funds from the Tribe for this purpose
to purchase the necessary medical supplies for each cache and multi-casualty trailer to upgrade
and standardize the inventory per the recommendation of Property Guard, Inc.

available in Capital Improvement Account 261-3600-53005, Fire Apparatus.

I HEREBY CERTIFY that this Minute Order, approving the purchase of
emergency medical supplies from Property Guard, Inc. to upgrade and
standardize the inventory of six (6) disaster caches and two (2) multi-casualty
trailers, for an amount not to exceed $47,000, was adopted by the City Council of
the City of Palm Springs, California, in a meeting thereof held on the 1g1h day of
November, 2003.
