HomeMy WebLinkAbout11/19/2003 - STAFF REPORTS (8) 1�- DATE: November 19, 2003 TO: City Council FROM: Fire Chief and Director of Procurement and Contracting PURCHASE OF UPGRADE AND MODIFICATION TO APPARATUS EXHAUST VENTILATION SYSTEM AT FIRE STATION 442 RECOMMENDATION: It is recommended that the City Council approve the purchase of upgrading and modifying the apparatus exhaust ventilation system at Fire Station 442 from Air Cleaning Systems of Montclair, CA for$29,828.57 SUMMARY: The Fire Department is required by OSHA to install vehicle exhaust ventilation systems to remove contaminates from the fire stations caused by the operation of the diesel engines in the fire apparatus. All five fire stations currently are equipped with exhaust removal systems, however, Fire Station 442 and the new ARFF (Airport Rescue Fire Fighting) apparatus room exhaust systems need to be upgraded and modified to accommodate the new larger ARFF vehicles and the new Mobile Command Vehicle scheduled for delivery next year. BACKGROUND: An RFQ process was conducted in April 2002, three vendors responded and Council awarded the purchase and installation of the Plymovent brand of vehicle exhaust system from Air Cleaning Systems of Montclair, CA on May 15, 2002. With the installation of the equipment, all five fire stations became compliant with OSHA regulations for removing the toxic and hazardous exhaust from the apparatus diesel engines. Since the recent arrival of the new ARFF units the existing Plymovent exhaust removal system needs to be modified to accommodate the largest unit. The system that is currently in place for this truck is to be relocated to provide exhaust ventilation for the fire department Water Tender which does not have an exhaust duct. A new duct system will be installed for the ARFF unit. In addition, during the installation of the system, a new track and larger exhaust fan will be installed in another fire suppression bay so that the station will be ready to accept the City's new Mobile Command Vehicle scheduled for delivery next year. Air Cleaning Systems of Montclair, CA, the original vendor that installed the current system, has evaluated the station and staff has reviewed their proposal to upgrade and modify the existing system to accommodate the new equipment and maintain compliance with OSHA regulations. The Plymovent brand is required to be in all of the City's fire stations so that compatibility exists for all fire apparatus no matter where they are stationed. Staff recommends that Council award the purchase of the upgrade and modification as proposed by Air Cleaning Systems in the amount of$29,828.27 Funds for this purpose are available as follows: $23,465.05 in Account# 261-3600-53004 (Fire Improvements) and $6,363.52 in Account #415-6075-53002 (Airport Rescue-Fire Improvements).
