HomeMy WebLinkAbout11/19/2003 - STAFF REPORTS (11) 13 DATE: November 19, 2003 TO: City Council FROM: Police Chief SUBJECT: Supplemental Law Enforcement Services Fund (SLESF) Grant RECOMMENDATION: It is recommended that the City Council approve an expenditure plan for $100,000 from a Supplemental Law Enforcement Services Fund (SLESF) Grant from the State of California. SUMMARY: Each year the Palm Springs Police Department receives funding from the State of California to supplement the Department's budget. No matching funds are required to obtain these funds. The funds will be used to purchase a new air—to-ground radio system for the Palm Springs Police Department Aero Squadron patrol airplane, hazardous material masks for front line law enforcement responders, and to make much needed improvements and expansions in the Property and Evidence areas of the Department. BACKGROUND: The Palm Springs Police Department annually receives funds from the State to supplement the Department's budget. These funds are distributed through the Counties in the State, and this year we have been awarded $100,000. It is proposed that the funds be used for: • A new air-to-ground radio system for the Palm Springs Police Department Aero Squadron patrol airplane. The system currently in use is not designed for air-to-ground applications. • Hazardous material masks for front line law enforcement responders. The gas masks currently in use by the Police Department are older model surplus military masks. In response to the heightened threat of terrorism since September 11, 2001, a Homeland Security grant was used to procure new state-of-art masks for the Fire Department firefighters and most police personnel. Additional masks are needed to ensure that the remainder of our full-time police officers and our front line auxiliary unit members are protected and can serve the community in the course of an actual terrorist or natural hazardous material event. • Much needed improvements and expansions in the Property and Evidence areas of the Department. We have a long term plan to continually improve our Property and Evidence facilities in the interest of reduced City liability and enhanced prosecution of criminal cases. Additional evidence processing equipment, including a Bar Code computer program, evidence lab equipment, increased evidence processing workspace, and secure property lockers are planned. This request is to meet the requirements of SB 823, enacted in April 2002. The bill amended Government Code Sections 30061 and 30063, requiring City Councils to appropriate the funds exclusively for law enforcement. FISCAL IMPACT: None. No matching funds are required to obtain this grant.
