HomeMy WebLinkAbout11/19/2003 - STAFF REPORTS (21) DATE: November 19, 2003 TO: City Council FROM: Convention Center Project Administrator SUPPLEMENTAL REPORT - ITEM # 19 CONVENTION CENTER EXPANSION In July 2003 the City received the Design Development level cost estimate for the Convention Center Expansion project (see below). The estimate was some $6.6 million over available funds and there was no guarantee that the proposed TOT increase would be passed by the voters. The decision was made to Value Engineer (VE) the project with several reductions including the placement of the SE Registration/outside meeting area into a bid alternate and the team was given a construction budget of $25.527 million. The hope was that the TOT tax increase would pass and generate some $9 million additional funds for the project and the alternates could be accepted at bid time. The TOT passed overwhelming, however due to upward movement in interest rates and a drop off of the projected TOT collections by some $300,000 the estimated projections of additional dollars for the project is at $6 million. Coupled with this reduction in dollars for the project, the Construction Documents phase cost estimate is in (see below) and the project is estimated at $28.9 million, well in excess of the designated budget of$25.6 million. Even though major areas were reduced the higher costs relates primarily to the steel for the project, and not attaining all the previous VE targets. The cost of steel has increased$1.9 million due to the extremely complicated steel design to accomplish the undulating roof line and due to an untimely steel price increase. Approximately $1 million in previous VE targets were not met in the drawings the estimator utilized. It should be noted that work was still proceeding and every effort is being made to include all of the VE targets. Also, in reaching the current project cost of $46 million the soft costs have been increased to reflect a two (2) month increase in the construction period which occurred when the SE Registration area was redesigned as an alternate. The contingency has been increased to 13% to compensate for the increased project risk created by asking the City Council to begin construction before having the full cost of the project. � 9�f Supplemental Report - Item #19 November 19, 2003 Page 2 At this point there is more than 73% of the project yet to go to bid. The design team has again gone through a VE exercise to find some $2.5 million reduction in this project . These cuts could include: 1. Achieve $1 million VE not met from first list ($1,000,000) 2. West side stone pavers to colored concrete ( 306,000) 3. Delete west side water feature ( 125,000) 4. Delete air walls in ballroom ( 322,000) 5. Delete gype bd ceiling coffers in Exhibit Hall ( 300,000) Sub Total ($2,053,000) Markup @ 7.9% ( 162,187) Grand Total Reduction ($2,215,187) As an alternate, the North Parking Lot could be cut instead of items 4 and 5 above. These proposed changes will get the estimate within 1% of the budget. That 1% can be covered within the 2.5% buyout contingency that is being carried in the project. The project team would endeavor to develop a landscaped lawn area for outside events on the SE parking area and carry it out as a change order within the current contingency. It is recommended that City Council reject all bids received on November 18, 2003, a Resolution accomplishing such is attached. It is further recommended that the City Council direct the architect to redesign the project to meet the latest established budget of$25.6 million (not including the north parking lot). A Resolution ordering the redesign is attached for City Council consideration. In addition the resolution instructs staff to cease all other bidding activity until a complete set of redesigned documents are prepared, except for the north parking lot which should be rebid as a public works project. a W� — ALLEN F. SUMMARY: This proposed action would result in the award of the first four (4) trade contracts for the Convention Center Expansion. Actual bids will be received shortly before the City Council meeting and will be presented along with the total project cost estimate at the council meeting. BACKGROUND: The Convention Center Expansion Project, City Project No. 02-27 includes the addition of approximately 117,000 square feet of building as well as parking and landscaping improvements. This project is being developed through a Construction Management approach and the City will hold between fifty (50) and sixty (60)trade contracts to complete the work. The first four (4) trades are: Trade Bid # Trade Al Demolition/Utility safing/Minor Reconstruction A2 Dry Utilities A3 Wet Utilities A4 Grading Each of the above trades were required to pre-qualify and attend a mandatory pre- bid job walk held on October 30, 2003. Funding for this work will come from the sale of bonds expected to occur in February or March of 2004.
