HomeMy WebLinkAbout11/19/2003 - STAFF REPORTS (23) DATE: November 19, 2003 TO: City Council FROM: Assistant Director of Airports via Executive Director-Airports PALM SPRINGS INTERNATIONAL AIRPORT PUBLIC PARKING RATE ADJUSTMENT RECOMMENDATION: It is recommended that the City Council approve a parking rate adjustment for the public parking facilities at the Palm Springs International Airport which would change the daily maximum rate from $7.00 per day to $8.00 per day. BACKGROUND: As part of the Standard Parking agreement for overall airport parking management responsibilities,they are required to periodically prepare and submit to the City reports concerning the performance of the parking services. Airport staff requested Standard Parking provide an analysis of the current parking rate structure at Palm Springs International Airport(PSP) and met to discuss the proposed rate adjustments. Previously, Airport staff and the Airport Commission had recognized the need to review fee schedules at the airport on a periodic basis (every 2 years). The following recommendations for parking fee adjustments were presented to the Airport Commission on November 5, 2003: PALM SPRINGS INTERNATIONAL AIRPORT Current Recommendation First '/z hour $ 1.00 $ 1.00 (stays the same) Each addnl. hour $ 1.00 $ 2.00 (increased $1.00) Daily Rate $ 7.00 $ 8.00 (increased $1.00) Standard Parking looked at other airports in the regions and found the proposed rates at PSP to be competitive. For comparison purposes Ontario International Airport's parking rates are as follows: ONTARIO INTERNATIONAL AIRPORT Short Term Each ''/z hour $1.00 Daily Maximum $28.00 Long Term (no hourly rates) Terminal Lot $12.00 per day Remote Lot $9.00 per day After much discussion regarding the need to increase revenues in order to maintain a high level of service, the Airport Commission was in favor of the daily rate increase from $7.00 to $8.00, but did not approve the recommendation to increase each additional hour of parking from$1.00 to$2.00. The Commission directed staff to do additional research regarding the hourly rate adjustment and to look at other possible alternatives and bring that information back to the Commission at a later date. Palm Springs International Airport Public Parking Rate Adjustment Page -2- The public parking lot is one the primary sources of non-airline revenue received at the airport bringing in approximately$1.1 million dollars annually. The proposed increase in the maximum daily rate is anticipated to bring in an additional amount in excess of$100,000 annually. With the growth of the Palm Springs International Airport, additional revenue is needed to further enhance services and pay for Maintenance & Operations cost. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING RESOLUTION 20362, TO AMEND PALM SPRINGS INTERNATIONAL AIRPORT PUBLIC PARKING DAILY RATE. WHEREAS on June 5, 2002, the City Council adopted Resolution 20362; and WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to, amend Palm Springs International Airport Public Parking Daily Rate. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs, that Resolution 20362, as amended, establishing the Comprehensive Fee Schedule, is hereby further amended, by the following: EXISTING PROPOSED PUBLIC PARKING RATE Daily Rate (Effective 12/01/2003) $7.00 $8.00 ADOPTED this day of , 2003.
