ADDITIONS AND AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE
RECOMMENDATION:
That the City Council consider amending the Comprehensive Fee Schedule,
Resolution No. 20362 as amended, to approve and establish a yearly membership
fee and a daily admission fee for use of the Palm Springs Skate Park.
SUMMARY:
At the November 5 City Council meeting, staff was directed to again bring this
matter before the Parks and Recreation Commission for its recommendation
regarding resident, non-resident and daily fees for use of the skate park and a
scholarship program for those youth who are unable to pay the recommended
fees.
The City has a Comprehensive Fee Schedule, regulating what fees are charged
for various City services. From time to time, these fees are modified when new
services are offered or when rates require adjustment to become more
competitive. The attached Resolution establishes fees for admission to the'City's
new skate park under a similar format used for other programs in the Department
of Parks and Recreation. Participants will be required to provide emergency
information and sign a Waiver and Release Form prior to purchasing their annual
membership cards. Annual memberships will provide for free daily admission to
the park. Nonmembers will be required to sign the Waiver and Release Form and
pay a daily admission fee prior to entering the park.
BACKGROUND:
At its November 14 meeting, the Parks and Recreation Commission unanimously
voted (5/0) to recommend the following skate park admission fees:
Resident Membership Fee $10 per year (no daily fee)
Nonresident Membership Fee $20 per year (no daily fee)
Nonmember Daily Fee $5
Residency in Palm Springs will be established by the participant's address
indicated on the Waiver and Release Form.

Also, at the November 14 meeting, the Parks and Recreation Commission

scholarship program criteria (see attached) be used to establish skate park
scholarships for Palm Springs residents only.

Awarding of a scholarship will be determined by the family's monthly income amount. Both parents/guardians must be
included when applicable.(Please include child support or any other supplemental income.)Proof of reduced or free lunches
from your child's school district must be presented along with this application. An adult household member must sign the
application.
If your total household income is the same or less than the amounts on the income scale below,your child may receive a
partial scholarship. Household means a group of related,or non-related, individuals who are living as one economic unit and
sharing living expenses. Living expenses include rent, clothes, food, doctor bills, and utility bills.

CURRENT INCOME: The amount of income each household member received last month before taxes or anything else is
taken out,and where it came from,such as earnings,welfare,pensions,and other income.If any amount last month was more
or less than usual,write the usual monthly income or project the annual income.To figure monthly income: Weekly x 4.33;
every two weeks x 2.15; twice a month x 2.

EARNINGS FROM WORK: Wages/salaries/tips, strike benefits, Unemployment Compensation, Workers'
Compensation, net income from self-owned business or farm.
WELFARE,CHILD SUPPORT,ALIMONY: Public assistance payments,welfare payments,alimony/child support
payments.
PENSIONS,RETIREMENT,SOCIAL SECURITY: Pension, Supplemental Security Income,retirement payments,
Social Security.
OTHER INCOME: Disability benefits, cash withdrawn form savings, interest and dividends, income from
estates/trusts/investments,regular contributions Form persons not living in the household,net royalties/annuities,net
rental income, and any other income.
SOCIAL SECURITY NUMBER: The application must have the social security number of the adult who signs. If the adult
does not have a social security number,write"NONE"or something else to show that the adult does not have a social security
number.If a food stamp,AFDC,or FDPIR case number forthe child is listed,or if the application is for a foster child,a social
security number is not needed.
REPORTING CHANGES: If your child is approved for a scholarship, you must tell the Recreation Division when your
household income increases by more than$50 per month($600 per year)or when your household size becomes smaller.Also,
if you list a food stamp, AFDC, or FDPIR case number, you must tell the Recreation Division when you no longer receive
food stamp, AFDC, or FDPIR benefits.
VERIFICATION:The information on the application may be checked by the City of Palm Springs at any time during the year.
You may be asked to send information to prove your income,or current eligibility for food stamps,AFDC,or FDPIR. Refer
to the application for more detailed explanation.
NON-DISCRIMINATION:Children who receive scholarships must be treated in the same manner as those children who pay
full price.No child will be discriminated against because of race, sex, color, national origin, age or disability.
CONFIDENTIALITY: The information you give to the City of Palm Springs will not be given to anyone who is not a part
of the City's programs. The information will be used only to decide if your children receive scholarships and to verify
eligibility.

20362, CITY'S COMPREHENSIVE FEE SCHEDULE,
TO ESTABLISH A YEARLY MEMBERSHIP FEE AND
A DAILY ADMISSION FEE FOR USE OF THE PALM
SPRINGS SKATE PARK.

WHEREAS on June 5, 2002, the City Council adopted resolution 20362; and
WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and
WHEREAS the City Council desires to amend the Comprehensive Fee Schedule to
establish a yearly membership fee and a daily admission fee for use of the Palm Springs
Skate Park.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs,
California, that Resolution 20362, establishing the Comprehensive Fee Schedule, is
hereby amended, by the following:

Skate Park Fees
Resident Membership Fee $10.00 per year (no daily fee)
Nonresident Membership Fee $20.00 per year (no daily fee)
Nonmember Daily Fee $ 5.00
