THE CITY COUNCIL APPROVE AN AGREEMENT WITH THE RIVERSIDE COUNTY'S
DEPARTMENT OF TECHNOLOGY TO UPGRADE AN EXISTING COMPUTER
TRANSMISSION CONNECTION LINE FOR THE POLICE DEPARTMENT'S "LIVE
SCAN" FINGERPRINT COMPUTER SYSTEM.
RECOMMENDATION
It is recommended that the City Council approve an agreement with the Riverside
County's Department of Technology to upgrade an existing computer connection
line for the police department's "live scan" fingerprint computer system.
SUMMARY
Riverside County's Department of Information Technology and Sheriff's
Department are the designated regional coordinators for the statewide Cal ID
fingerprint computer system. The Sheriff's Department and State of California
Department of Justice Cal ID program provide the "Live Scan" fingerprint
computer instrument that is located in the "booking area" of the city jail. These
agencies also provide and maintain the computer connections between the Palm
Springs jail and Riverside office of Cal ID where the "live scan" fingerprint
information is transmitted. The fingerprint information is then transmitted from
Riverside to the Department of Justice computers in Sacramento. Cal ID is
upgrading the current "live scan" fingerprint system so that a suspect's palm
prints can be recorded. Due to an increased amount of data that is required to be
transmitted by the new computer fingerprint/palm print equipment, an upgraded
transmission line is required.
BACKGROUND
When a suspect is arrested and transported to the city jail they are "booked". A
part of the "booking" process is obtaining the suspect's fingerprints. The State of
California Department of Justice provides a digital fingerprinting computer system
called Cal ID. The City of Palm Springs is in the San Bernardino and Riverside
County region for Cal ID. The Riverside County Sheriff's Department administers
the Cal ID program for this region. The Riverside County Department of
Information Technology provides technical support for the maintenance of the
fingerprint computer system.
The State of California Cal ID provides a digital computer fingerprint instrument
for the Palm Springs jail. The current fingerprint instruments can only record the
suspect's ten fingerprints. Cal ID is in the process of installing new computer
instruments in jails that will also allow the recording of the entire palm of the

suspect's hands. These hand palm prints can later be used to identify suspects
and solve crimes.
Police officers, as part of their investigation examine crime scenes for
fingerprints. There are times when a suspect will leave a partial or entire print of
their palm but no fingerprints. By collecting palm prints from arrested prisoners
this provides an additional source of identification for suspects in crimes.
The current computer connection between the jail and the Riverside office of Cal
ID can transmit only a limited amount of data. Upon approval of this agreement
the Riverside County Department of Information Technology will install a new
transmission line. This upgraded line will allow transmission of additional data,
necessary for the new digital palm print system.
This agreement has been reviewed and approved by James Smith of the city's
Information Technology Department.
FISCAL IMPACT
The estimated cost of the installation of this new connection line is between
$1,303.49 (best case estimate) and $2,000.00 (worst case estimate). There will
be an increase of $440.00 per month for the use and maintenance of this
connection line. These costs will come from the current police department
budget.
