HomeMy WebLinkAbout2/4/2004 - STAFF REPORTS (4) To: City Council From: Director of Procurement & Contracting Date: Feburary 4, 2004 GENERAL AVIATION PROCESSING FACILITY REMODEL — U.S. CUSTOMS & BORDER PROTECTION AT PALM SPRINGS INTERNATIONAL AIRPORT RECOMMENDATION: That City Council approve and adopt the plans, specifications, and working details, and authorize receiving construction bids for remodel of the General Aviation Processing Facility U.S. Customs and Border Protection at the Palm Springs International Airport - City Project#2004-02 SUMMARY: Section 7.03.040 of the Procurement and Contracting Code requires that the City Council approve and adopt plans, specifications, and working details, and authorize the bid request for all public projects in excess of$100,000. Approvals of this project will allow staff to proceed with this public project, with an Architect's estimate of approximately $200,000. BACKGROUND The purpose of the renovation project is to meet requirements mandated by U.S. Customs. Section 7.03.040 of the newly enacted Procurement and Contracting Code requires that for public projects in excess of$100,000, the City Council approve and adopt the plans, specifications and working details, and authorize staff to advertise for construction bids. The bidding process is scheduled to be complete on February 11, 2004, and will be brought before the City Council for award on February 18th. Funds are available in Account#415 6400 56057. EDS (Explosive Detection Systems). Copies of the plans and specifications are available in the City Clerk's office for review. Harold E. Customs & Border Protection, will be received at the office of Procurement & ontracting at the City of Palm Springs, California, until 4:00 P.M. Wednesday, February 11, x' '004, at which time they will be opened and read aloud. s'!i li r� N'2 DESCRIPTION OF THE WORK. The Work involves the remodeling of approximately f 3,000 s.f, of interior administrative space in the Signature Flight Support Building, at 210 N. El Cielo Road, into a General Aviation Processing Facility for the U. S. Customs & Border 4 "Protection. In general, the Work includes the provision of new metal stud/gypsum walls and +I suspended ceilings forming new rooms and processing space, along with new lighting, power distribution, re-working of the sprinkler systems and the HVAC system, and plumbing construction. N-3 AWARD OF CONTRACT. �3 (a) The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may best serve the interest of the City. (b)As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance. N-4 BID SECURITY. Each bid shall be accompanied by a certified or cashier's check or Bid Bond in the amount of 10 percent (10%) of the total bid price, payable to the City of Palm Springs. N-5 BIDS TO REMAIN OPEN. The Bidder shall guarantee the Total Bid Price for a period of 60 calendar days from the date of bid opening. l N-6 CONTRACTOR'S LICENSE CLASSIFICATION. The Contractor shall possess a valid Class B Contractor's License at the time of submitting bids. N-7 PREVAILING WAGE RATE NOT APPLICABLE. Funding for the Work is with all local funds and, as provided under City Charter, will NOT require compliance with the prevailing wage requirements of the State of California. N-8 RETAINING FROM PAYMENTS. Prospective Bidders are advised to attend a pre-bid walk-through of the work site and existing facilities that will be conducted, at 10:00 A.M., Wednesday, February 4, 2004. Prospective Bidders should meet at the Signature Flight Support Building, 210 N. El Cielo Road, Palm Springs, California. ill N-10 OBTAINING OR INSPECTING CONTRACT DOCUMENTS. (a) Contract Documents may be inspected without charge at the office of the Building Official, 3200 East Tahquitz Canyon Way, Palm Springs, CA 92262. (b) Complete sets of the Contract Documents may be purchased at $50 dollars per set and are obtainable from the office of the Building & Safety Manager, 3200 East Tahqutiz Canyon Way, Palm Springs, CA 92262. No refund will be made of any charges for sets of Contract Documents. (c)An additional fee of$20 dollars will be charged for sets of documents sent by mail. N-11 ADDRESS AND MARKING OF BIDS. The envelope enclosing the Bid shall be sealed 1' and addressed to the City of Palm Springs, and shall be delivered to the Department of Procurement & Contracting at 3200 East Tahqultz Canyon Way, Palm Springs, CA 92262. The envelope shall be plainly marked in the upper left hand corner with the name and address of the h, Bidder and shall bear the words "Bid For. General Aviation Processing Facility Remodel" followed by the date and hour of opening Bids. The certified or cashier's check or Bid Bond shall be enclosed in the same envelope with the Bid. !s.
