CONTRACT AMENDMENT- CITYWIDE HISTORIC RESOURCES SURVEY
RECOMMENDATION
That the City Council approve Amendment No. 1 to Contract Services Agreement #A4732 with
Architectural Resources Group, Inc, for professional historic survey services in order to extend
the contract by an additional 4 months and to allocate additional funds in the amount of $7,040
for a second reconnaissance survey for the Citywide Historic Resources Survey.
SUMMARY
City Council approved the contract for $50,000 on July 16, 2003 for the survey of 200 historic
resources. This contract amendment will provide for the survey of an additional 29 properties
that were either obscured, unable to be accessed, or were not known during the first
reconnaissance survey that took place in August 2003. It will contribute to the report
preparation services for the Citywide Historic Resources Survey, which consists of a survey of
200 historic properties in the City of Palm Springs. The survey will be the first formal survey of
historic resources in the City.
BACKGROUND
The funding for the Citywide Historic Resources Survey was a condition of approval for an
application by Lundin Development Company for a commercial development at the northwest
corner of Ramon Road and Sunrise Way (Case 5.0827). In order to satisfy the condition, Lundin
Development Company deposited $50,000, at the time of building permit issuance, for the
purposes of preparing the survey. The scope of work was developed by staff with input from the
Palm Springs Modern Committee and the Historic Site Preservation Board (HSPB) with
subsequent approval by City Council. City Council approved the Request For Proposals (RFP)
on November 6, 2002 and awarded the contract to Architectural Resources Group on July 16,
2003.
The survey will serve as a long range planning tool in terms of identifying historic resources for
potential listing on local, State, and National Registers and the possible establishment of historic
districts, if warranted. The RFP called for proposals from architectural historians who meet or
exceed the Secretary of the Interior's Standards minimum qualifications with all work to conform
with the Secretary of the Interior's Standards for Preservation Planning, Identification,
Evaluation, and Registration. The survey will be conducted using California Department of
Parks and Recreation (DPR) Form 523A (Primary Record) and 523B (Building, Structure,
Object Record).
The Primary Record allows the consultant to collect basic information about a historic property
including a description of the resource and its major elements including design, materials,
condition, and alterations. The Building, Structure, and Object (BSO) Record is more detailed
and includes items such as other related features, a construction history, and a statement of
significance to analyze the integrity of the resource. A survey of 200 historic resources will be
performed using the Primary Record with 50 properties surveyed in greater detail using the BSO
Record. The properties surveyed will not include those sites already locally designated as
Class 1 or Class 2 Historic Sites. Properties surveyed using the BSO Record could potentially
be available for listing on the California or National Register.
To date, the consultants have completed the reconnaissance survey and 150 Primary Record
forms. The original reconnaissance survey included 258 resources. Of those 258 resources,
164 resources were deemed to have retained enough integrity to be documented, 60 were
obscured, and 44 did not retain any of their historic character and therefore, were not
documented. In subsequent public meetings, 40 resources were brought to the attention of the
consultants after the original reconnaissance work was already completed.
The 29 resources that the consultants will survey and complete Primary Records for as part of
this contract amendment are chosen from the original list of 60 properties that were obscured
and the 40 properties that were submitted through the public consultation process. The 29
resources were chosen based on the historic integrity of the resource and the ability to access
the property (i.e. staff or the consultant have property owner contact information). The survey of
these 29 resources will augment the information already collected from the first reconnaissance
survey.
The contract amendment to extend the length of the contract by 4 months is intended to allow
additional time for the second reconnaissance survey to be completed and the preparation of
Primary Records for 29 properties. The allocation of an additional $7,040 to the project will
come from the HSPB's fund typically used to cover the cost of plaques for historic sites. There
are sufficient funds available in this account to cover this contract amendment and cover
anticipated historic plaques. The HSPB recommended approval of the additional funds for the
survey at their regular meeting on January 13, 2004.

THIS FIRST AMENDMENT TO THE AGREEMENT FOR CONTRACT SERVICES No. A4732
("First Amendment"), is made and entered into this day of 2004, by
and between the City of Palm Springs ("City"), a municipal corporation, and Architectural
Resources Group, Inc. ("Contractor"), and amends that certain Agreement for contract services
dated July 16, 2003, between the same parties, as follows:
1. Section 2.1 Contract Sum - The existing Section 2.1 is hereby amended to add $7,040 to
the contract not to exceed amount as follows:
"Section 2.0 Compensation:
2.1 Contract Sum: This contract sum shall be increased to a not to exceed contract amount
of$57,040.00 Dollars ("Contract Sum")."
2. Exhibit A "Scope of Services" - The first sentence of the third paragraph shall be amended
to extend the time required to complete all tasks by 4 months as follows:
"All tasks shall be completed within 10 months of contract authorization."
3. Exhibit A "Scope of Services" - The section under the heading "Scope of Work" is hereby
amended for extensions of time for Tasks 4 through 9 as follows:
"Task 4: Complete 100 DPR Primary Records Completed by: March 8, 2004
Task 5: Complete 50 DPR BSO Records Completed by: March 31, 2004
Task 6: Submit Draft Survey Report Completed by: April 19, 2004
Task 7: Attend Meeting Two Completed by: April 19, 2004
Task 8: Submit Final Draft Survey Report Completed by: May 3, 2004
Task 9: Submit Final Survey Report Completed by: May 17, 2004"
4. Exhibit A "Scope of Services" - The section under the heading "Budget" is hereby amended
to increase the not to exceed contract amount to $57,040.
5. Exhibit D "Schedule of Performance" - The schedule is hereby amended to extend the task
completion dates to conform with corresponding dates in Exhibit A.
