HomeMy WebLinkAbout2/18/2004 - STAFF REPORTS (5) DATE: February 18, 2004 TO: City Council FROM: Director of Public Works/City Engineer SB 1346 RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM RECOMMENDATION: It is recommended that the City Council authorize the Director of Public Works/City Engineer to apply to the California Integrated Waste Management Board for funds available through the Senate Bill 1346 Rubberized Asphalt Concrete Grant Program, Fiscal Year 2003/2004 and 2004/2005. SUMMARY: Every year, the Public Works and Engineering Department strives to program an Asphalt Rubberized Hot Mix (ARHM) Overlay project for selected City streets that require additional maintenance improvements that a typical slurry seal will not adequately address. The State, through the SB 1346 Program, offers funding assistance to cities that schedule ARHM overlay projects that utilize rubberized asphalt concrete. BACKGROUND: The California Integrated Waste Management Board (CIWMB) receives an annual appropriation from the California Tire Recycling Management Fund (Tire Fund) to administer the Tire Recycling Act (Act) and related legislation. As part of the Act, the CIWMB is offering the Senate Bill (SB) 1346 Rubberized Asphalt Concrete Grant Program to encourage the reduction of landfill disposal and stockpiling of California waste tires. The CIWMB has proposed funding allocations of $1,100,000 for fiscal year 2003/2004 and $1,200,000 for fiscal year 2004/2005. These funds are available on a competitive basis to all cities, counties, special districts, and other local government agencies that fund public works projects using rubberized asphalt concrete. The Program reimburses applicants at rate of $2.50 per ton of rubberized asphalt concrete used in their project. This year, the Public Works and Engineering Department has proposed funding for a two-phase fiscal year 2003/2004 and 2004/2005 ARHM overlay project. Phase 1 is proposed to include an ARHM overlay of Barona Road (East Palm Canyon Drive to its south end), as well as the first "phase' of the "Movie Colony", consisting of the following streets: Granvia Valmonte (Indian Canyon Drive to Via Miraleste), Via Chica (Via Colusa to Via Alta Mira), Valmonte Norte (Via Chica to Via Corta), Valmonte Sur (Via Chica to Via Corta), and Via Colusa (Via Chica to Via Miraleste). Phase 2 is proposed to include an ARHM overlay of Tachevah Drive (Sunrise Way to Avenida Caballeros), as well as the second "phase' of the "Movie Colony", consisting of the following streets: Via Altamira (Indian Canyon Drive to Via Miraleste), Avenida Palo Verde (Tamarisk Road to Via Altamira), Granvia Valmonte (Via Miraleste to Avenida Caballeros), and Camino Real (Alejo Road to its north end). SB 1346 Rubberized Asphalt Concrete Grant Program February 18,2004 Page 2 The first phase, fiscal year 2003/2004 ARHM overlay project will cover approximately 130,000 square feet of paving using approximately 1200 tons of rubberized asphalt concrete. The second phase, fiscal year 2004/2005 ARHM overlay project will cover approximately 150,000 square feet of paving using approximately 1400 tons of rubberized asphalt concrete. Therefore, in total we propose to fund nearly 2,600 tons of rubberized asphalt concrete paving over the next two fiscal years, which may use a minimum of 130 pounds of crumb rubber made from California waste tires recycled and saved from being wasted in California landfills. Although the SB 1346 Program is highly competitive, we are hopeful that our application will be received and approved. If funded, our the total two phase ARHM overlay project will be eligible for reimbursement of up to $6,500 from the CIWMB. Applying for this grant will require the City to commit to funding the second phase of the ARHM overlay project. The first phase of the proposed ARHM overlay project is expected to cost $250,000 and the second phase is expected to cost $300,000 for a total project cost of $550,000. Although the total reimbursement available to the City only represents 1.2% of the total cost, it is an opportunity to participate in the SB 1346 Program and continue our City-wide recycling efforts. The SB 1346 Program requires that agencies applying for grant funds submit an authorizing resolution by the agency's legislative body. The proposed resolution will allow staff to submit the required application for SB 1346 funding for the City's proposed ARHM overlay projects. SUBMITTED: 4011� DAVID J. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE DIRECTOR OF PUBLIC WORKS/CITY ENGINEER TO APPLY TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD FOR FUNDS AVAILABLE THROUGH THE SENATE BILL 1346 RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM, FISCAL YEAR 2003/2004 AND 2004/2005 WHEREAS, Public Resources Code (PRC) Section 42872 authorizes the California Integrated Waste Management Board (CIWMB) to establish a grant program to provide opportunities to divert waste tires from landfill disposal, prevent illegal tire dumping, and to promote markets for recycled-content waste tire products; and WHEREAS, the CIWMB has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by individuals, businesses, and research institutions underthe program; and WHEREAS, said procedures established by the CIWMB require the applicant to certify, by resolution, approval of the application before submission of said application to the State; and WHEREAS, if awarded a grant, the applicant will enter into an agreement with the State of California for development of the project; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: 1. That submittal of an application to the CIWMB for an SB 1346 Rubberized Asphalt Concrete Grant is hereby authorized; and 2. That the Director of Public Works/City Engineer of the City of Palm Springs is hereby authorized and empowered to execute in the name of the City of Palm Springs all necessary applications, contracts, agreements, amendments, and payment requests hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
