SALE OF TWO (2) SURPLUS OSHKOSH T-1500 ARFF FIRE APPARATUS TO CRASH
FIRE RESCUE EQUIPMENT SERVICE, INC.
RECOMMENDATION:
It is recommended that the City Council approve the sale of two(2)surplus Oshkosh®
T-1500 Aircraft Rescue Fire Fighting (ARFF)apparatus to Crash Rescue Equipment
Service, Inc, in "as is, where is condition" for the amount of$61,000 per vehicle for
a grand total of$122,000, plus applicable State of California sales/use tax.
SUMMARY:
This action would approve the sale of two (2) surplus ARFF apparatus to Crash Fire
Rescue Equipment Service, Inc.
BACKGROUND:
As a result of the recent acquisition of the new ARFF apparatus for the Airport, the
old ARFF apparatus are no longer required. As a cooperative effort between the
Department of Aviation, the Fire Department and the Department of Procurement &
Contracting, Invitation For Bid (IFB) 04-04 was issued on December 22, 2003 to sell
three (3) surplus Aircraft Rescue fire engines through a competitive bid process.
At it's meeting of January 7, 2004, the City Council approved the sale of one of the
three units, the P-19, to the United States Army Central Command Kuwait.
On February 13, 2004, bids were received from the following:

After reviewing all of the bids, the most responsive, responsible bidder is Crash
Rescue Equipment Service, Inc for a total bid price of$122,000, plus applicable State
of California sales/use tax.
Crash Rescue Equipment Service, Inc., began in 1967 as a service company to
maintain Aircraft Rescue and Fire Fighting (ARFF)equipment. They now maintain all
brands of airport ARFF equipment, including Oshkosh,Walter, and Emergency-One.
In 1978, Crash Rescue Equipment Service, Inc., began re-manufacturing all sizes of
ARFF vehicles for airport and government agencies throughout the United States,as
well as the international marketplace. VM

The ARFF units were originally purchased with 90% matching grant funds from the
Federal Aviation Administration (FAA), which would normally mandate that these
funds be applied toward the purchase of replacement units. However,the Department
of Aviation has received authorization from the FAA to utilize the revenue from the
sale of all units for the Airport's portion of acquiring a shared City mobile command
post. The revenue from the sale of the two (2)T-1500's and one (1) P-19 apparatus
will be combined with a gift from the Agua Caliente Band of Cahuilla Indians and
Homeland Security Grants allocations for the City and County to acquire a mobile
command post.
This item will be on the Airport Commission agenda for it's regularly scheduled
meeting of March 3, 2004.

OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, APPROVING THE SALE OF TWO (2) OSHKOSH@ T-
1500 AIRCRAFT RESCUE FIRE FIGHTING (ARFF) APPARATUS TO
CRASH RESCUE EQUIPMENT SERVICE, INC, IN "AS IS, WHERE IS
CONDITION" FOR THE AMOUNT OF $61,000 PER VEHICLE FOR A
GRANTTOTALOF $122,000AND DEDICATING THE FUNDS
TO THE CITY'S SHARED MOBILE COMMAND POST AND/OR
EMERGENCY PREPAREDNESS NEEDS FOR THE PALM SPRINGS
INTERNATIONAL AIRPORT.
WHEREAS, the events of September 11`h have placed extraordinary requirements on the
City of Palm Springs and the Palm Springs International Airport; and,
WHEREAS, the City having recently replaced the three (3) ARFF apparatus assigned to
the Palm Springs International Airport,through an Airport Improvement Program(AIP)grant
from the Federal Aviation Administration (FAA); and,
WHEREAS, under normal circumstances, the FAA would require that funds from surplus
apparatus purchased via AIP funds must go toward the replacement of new apparatus,the
FAA has agreed that funds from the surplus sale can go toward the Department of Aviation
share of a City shared Mobile Command Post and/or emergency preparedness needs for
the Palm Springs International Airport.
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as
follows:
1. The events of September 111h have placed extraordinary demands on the City of
Palm Springs and the Palm Springs International Airport.
2. That the sale of two(2)surplus Oshkosh®T-1500 Aircraft Rescue and Fire Fighting
(ARFF) apparatus is awarded to Crash Fire Rescue Equipment Service, Inc in "as
is, where is condition"for the amount of$61,000 per vehicle for a total of$122,000,
plus applicable State of California sales/use tax.
3. The Department of Aviation has received authorization from the Federal Aviation
Administration (FAA) to utilize the revenue from the sale of this ARFF apparatus
towards the Airport's portion of acquiring a shared City mobile command post
and/or emergency preparedness needs for the Palm Springs International Airport.

4. The funds from the sale of these two (2) apparatus are hereby dedicated to the
Department of Aviation's portion of the pending City mobile command post and/or
emergency preparedness needs of the Palm Springs International Airport.
