APPROVE CHANGE ORDER FOR DESIGN SERVICES FOR GENERAL AVIATION FACILITY
IMPROVEMENTS
RECOMMENDATION:
It is recommended that City Council approve a change order with John Trueblood in the amount of
$1960.31 for additional services necessary to modify construction documents in order to make the
project eligible for FAA funding, for a total revised contract amount of$26,260.31.
SUMMARY:
In August the City Manager approved a contract in the amount of$24,300 for design services related
to facility improvements for the U.S. Border Protections' General Aviation Processing Facility. On
February 4, City Council approved the plans and specifications for this project, which was initially
anticipated to be funded entirely by the airport. Staff identified an opportunity to make this project
eligible for federal Airport Improvement Plan (AIP) funding. To achieve this eligibility and to make
minor adjustments requested by U.S. Customs, changes were necessary to the plans and
specifications, which would increase the contract amount by $1960.31, and bring the aggregate
contract amount over the $25,000 threshold, to $26,260.31.
It is recommended that City Council approve the change order in order make the minor changes
requested by U.S. Customs and to allow staff to pursue AIP funding for this project.
BACKGROUND:
The work involves the remodeling of approximately 3,000 s.f. of interior administration space in the
Signature Flight Support Building,at 210 N. El Cielo Road, into a General Aviation Processing Facility
for the U.S. Customs & Border Protection. In general, the Work includes the provision of new metal
stud/gypsum walls and suspended ceilings forming new rooms and processing space, along with new
lighting, power distribution, re-working of the sprinkler systems and the HVAC system, and plumbing
construction.
Funds for this purpose are available in account 6400-56057, Explosion Detection System Facility
Expansion account.
