THE DESIGNATION OF THE SHIP OF THE DESERT SINGLE-FAMILY RESIDENCE LOCATED
AT 1995 CAMINO MONTE AS A CLASS 1 HISTORIC SITE.
RECOMMENDATION
That the City Council approve the designation of the Ship of the Desert, a single-family residence
located at 1995 Camino Monte as a Class 1 Historic Site. The applicants are Trina Turk and
Jonathon Skow, owners.
SUMMARY
The Historic Site Preservation Board at its February 10, 2004, meeting voted to recommend
approval to the City Council of Case No. HSPB #47 by a 7-0-0 vote.
If approved by the City Council, the Ship of the Desert, a single-family residence located at 1995
Camino Monte would be designated as a City of Palm Springs Class 1 Historic Site.
During the public hearing the applicant spoke on behalf of the project stating that re-construction
of the project that occurred after a fire in 1998 included research of other properties in Southern
California that represented the Streamline Modern architectural style and the consultation of the
city's Historic Site Preservation Board at that time. No other public testimony nor communication
from adjacent property owners within the 300 foot notification boundary was received by planning
staff.
RULES AND REGULATIONS FOR A CLASS 1 HISTORIC SITE
A Class 1 Historic Site is a structure or site that is unique or significant because of its location,
design, setting, materials, workmanship or aesthetic effect. A Class 1 Historic Site is a city historic
designation issued in accordance with Section 8.05.125 of the Palm Springs Municipal Code.
Issuance of the Class 1 designation will insure the maintenance of an archival file by the City and
protection of the site by limitations to the usage that may be imposed by the City Council if it is
determined that the integrity of the site was being impaired. The Class 1 Historic Site may also
qualify for historic designation at the federal, state and/or county level.
The Historic Site Preservation Board is charged with conducting studies and investigation of sites
proposed for designation and making a recommendation to the City Council regarding the
proposed designation. The City Council is authorized to designate Historic Sites. Upon Class 1
Historic Site designation the site will be placqued.
In accordance with Section 8.05.180 of the Palm Springs Municipal Code, no person may
undertake any of the following within or upon a Class1 Historic Site without a Certificate of Approval
from the HSPB:

1. Construction of a new structure;
2. The moving, demolition, or alteration of an existing structure in any manner which affects
the exterior appearance of the structure;
3. A change in land use which affects the exterior appearance of a structure or the interior
arrangement of the public buildings;
4. The erection, remodeling or replacing of a sign which affects the exterior appearance of a
structure;
Additionally, in accordance with Section 8.05.170 of the Municipal Code, at any time after the
initiation of proceedings for designation of an historic site, the HSPB may, upon its own motion or
upon the application of any interested person, issue an order staying any proposed or threatened
demolition or alteration of the exterior of any structure within or upon such proposed site. Such
stay order shall be effective for no longer than 120 days and is intended to afford time for
necessary studies, hearings, and determination whether such site should be designated as a
historic site. Such stay order may be extended once for a period not to exceed sixty days.
Decisions of the HSPB may be appealed to City Council.
SHIP OF THE DESERT BACKGROUND
The 3,607.5 square foot, single-family residence was designed by Los Angeles architects Erle
Webster and Adrian Wilson and constructed in 1936. It is located in the center of an irregular
25,110 square foot lot.The house sits on a ridge overlooking Palm Springs in the southwest sector
of the city commonly referred to as the "Mesa District". This single-family residence became
commonly known as"The Ship of the Desert"shortly after its construction in the 1930's due to the
nautical interpretation of it's Streamline Moderne architectural style and its formidable ridge
location.
The house is significant for its unique architectural Streamline Moderne design and its unique
incorporation of site/landscape, exterior and interior design considerations to form an integrated
whole. Streamline Moderne design represents Moderne architectural style components with the
incorporation of a sense of speed, aerodynamics and smooth transitions. Trains, ships, airplanes
and cars of the period also represented various design innovations of"streamlining". The Ship of
the Desert resorted to a nautical representation of the streamline movement. Acute angles were
replaced with curves, pipe deck railings accented the bow of the house as it projected over the
rocky hillside,seven vertical windows curving around the living room mimicked a ship's wheelhouse
with full visibility from within - overlooking the desert "sea", a porthole was used as a kitchen
window, and exterior downcast lighting accented the second story promenade for evening strolls.
The Ship of the Desert was featured on the cover of Sunset magazine, in October of 1937. The
Sunset article pointed out that not only was the house of unique design but the overall
interior/exterior/site design concept was even more profound. The article states:
From the beginning,the architects, Erle Webster and Adrain Wilson of Los Angeles,
and Miss Honor Easton of Los Angeles, the interior decorator, worked together, so
that there was complete harmony between the scheme and color of the interior
decoration and the plan and color of the house...The same kind of careful planning
was also carried on by the architects Katherine Bashford and Fred Barlow, Jr., Los
Angeles landscape architects. To provide full enjoyment of desert air and sunlight,
every room opens directly onto either a terrace or a deck. And all the outdoor areas
have been planned as extensions of the interior living spaces.

With many windows, doors, decks, and levels, the in-door/out-door space relationship is a strong
integral element of the Ship of the Desert. The existing landscaping continues to accent the unique
siting for the residence. The house's architecture is unusual but the siting allows the architecture
to achieve a significance of distinct recognition.
During the process of renovation on November 3, 1998, the Ship of the Desert caught fire. Much
of the interior and the second story roof was destroyed. A full reconstruction of the exterior was
completed to match as closely as possible the original construction. The architectural restoration
specialists Leo Marmol and Ron Radziner, from Los Angeles, were retained for the reconstruction
process. The City's Historic Site Preservation Board was consulted at the time of reconstruction
and kept appraised of the reconstruction's progress.
Window and door fenestration is consistent with the original design. Hardware and structural
materials were researched, replaced or restored. Staff recommends that all existing reconstruction
be considered acceptable. All work has and will be done in compliance with the Building Code.
In addition, because the property is located on a hillside, any changes to the exterior of the property
are subject to architectural approval. The subject property is zoned R-1-B and is located on a slope
of greater than 10%. All exterior improvements are subject to Architectural Approval per Section
94.04.00 of the Palm Springs Zoning Ordinance.
ENVIRONMENTAL ASSESSMENT AND NOTIFICATION
In accordance with Section 15331 (Historical Resources Restoration/Rehabilitation) of the
California Environmental Quality Act (CEQA), the proposed designation is categorically exempt
from environmental review as the proposed designation meets the conditions outlined for
preservation of a historic resource.
All property owners within three hundred (300) feet of the subject site have been notified. As of
the writing-of this report.

NOTICE IS HEREBY GIVEN that the City Council of the City of Palm Springs, California, will
hold a public hearing at its meeting of March 17, 2004. The City Council public hearing meeting
begins at 7:00 p.m. in the City Council chamber at City Hall, 3200- E. Tahquitz Canyon Way,
Palm Springs, California.
The purpose of the hearing is to consider designation of the Ship of the Desert, a single-family
residence, located at 1995 Camino Monte Drive as a Class One Historic Site.
This request is categorically exempt from review pursuant to Section 15331 (Historical
Resource Restoration/Rehabilitation) of the California Environmental Quality Act (CEQA),
whereas the proposed designation meets the conditions outlined for preservation of a historic
resource. The application is available for public review in the Department of Planning and
Zoning, City Hall, 3200 E. Tahquitz Canyon Way, Palm Springs.
If any individual challenges the action in court, issues raised may be limited to only those issues

NOTICE IS HEREBY GIVEN that the Historic Site Preservation Board of the City of Palm Springs,
California, will hold a public hearing at its meeting of February 10, 2004. The Historic Site
Preservation Board meeting begins at 8:15a.m. in the Large Conference Room ("Studio B")at City
Hall, 3200 E. Tahquitz Canyon Way, Palm Springs.
The purpose of the hearing is to consider designation of the Ship of the Desert, a single-family
residence, located at 1995 Camino Monte Drive as a Class One Historic Site.
This request is categorically exempt from review pursuant to Section 15331 (Historical Resource
Restoration/Rehabilitation) of the California Environmental Quality Act '(CEQA), whereas the
proposed designation meets the conditions outlined for preservation of a historic resource. The
application is available for public review in the Department of Planning and Zoning, City Hall, 3200
E. Tahquitz Canyon Way, Palm Springs.
If any individual challenges the action in court, issues raised may be limited to only those issues
raised may be limited to only those issues raised at the public hearing described in this notice or
in written correspondence at or prior to the Historic Site Preservation Board hearing.
An opportunity will be given at said hearing for all interested person to heard. Questions regarding

RESOLUTION NO.
OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS,
CALIFORNIA, RECOMMENDING APPROVAL OF THE
DESIGNATION OF THE SHIP OF THE DESERT SINGLE-FAMILY
RESIDENCE LOCATED AT 1995 CAMINO MONTE, AS A CLASS
ONE HISTORIC SITE
WHEREAS, the Ship of the Desert was designed by Los Angeles architects Erle Webster and
Adrian Wilson and constructed in 1936; and
WHEREAS, the defining architectural style of the home is Streamline Moderne; and
WHEREAS, the specific incorporation of in-door/out-door space and site relationship was an
integral part of the original design and has continued to be maintained; and
WHEREAS, Chapter 8.05 of the Palm Springs Municipal Code allows for the designation of historic
sites; and
WHEREAS, the current property owners, Jonathon Skow and Trina Turk, filed an application for
Historic Site Designation; and
WHEREAS, notice of a public hearing of the City Council of the City of Palm Springs to consider
designation of the Ship of the Desert, a single-family residence, as a Class 1 Historic Site was
issued in accordance with applicable law; and
WHEREAS, on February 10,2004, a public hearing for Historic Site Preservation Board Case#47,
designation of the Ship of the Desert as a Class 1 Historic Site was approved by the Historic Site
Preservation Board in accordance with applicable law; and
WHEREAS, on March 17, 2004, a public hearing of the City Council of the City of Palm Springs
to consider Historic Site Preservation Board Case #47, the designation of the Ship of the Desert
as a Call 1 Historic Site was approved in accordance with applicable law; and
WHEREAS, the designation of the Ship of the Desert shall further the purpose and intent of
Chapter 8.05; and
WHEREAS, the designation of the Ship of the Desert shall promote the sensitive preservation of
said site; and
WHEREAS, the Historic Site Preservation Board has carefully reviewed and considered all of the
evidence presented in connection with the designation, including but not limited to the staff report,
all written and oral testimony presented.
THE HISTORIC SITE PRESERVATION BOARD HEREBY FINDS AS FOLLOWS:
Section 1: The Ship of the Desert located at 1995 Camino Monte is designated as a Class One
Historic Site pursuant to Chapter 8.05 of the Palm Springs Municipal Code.

Section 2: No permit for the alteration of the windows and doors shall be issued that is
inconsistent with the existing fenestration and materials.
Section 3: No permit for the replacement of exterior detailing materials that are inconsistent
with the originally permitted materials shall be considered.
Section 4: All existing or previously approved reconstructive alterations are considered
acceptable.
Section 5: All future exterior modifications including but not limited to building, site,
landscaping, lighting,walls,and fences shall require Architectural Approval pursuant
to Section 94.04.00 of the Palm Springs Zoning Ordinance and Historic Site
Preservation Board review.
Section 6: To allow for public viewing of the structure, a public view corridor of the structure
from Camino Monte is required.
Section 7: The property owner shall permit the City to demark the Ship of the Desert as an
historic site with a plaque of the City's choosing. The plaque shall be placed in a
location visible from the public right-of-way. Owner shall maintain the plaque in the
location installed and pay for the replacement cost if the plaque is lost, stolen, or
otherwise removed from the property.
Section 8: This resolution, and the historic designation put in place by it, shall not affect title
to the property.
Section 9: The Historic Site Preservation Board hereby recommends that the City Council
direct the City Clerk to submit this resolution to the County recorder for recordation
within 90 days of the effective date of this resolution.
NOW,THEREFORE, BE IT RESOLVED that, based upon the foregoing,the City Council approves
the designation of the Ship of the Desert, located at 1995 Camino Monte, as a Class 1 Historic Site.
