APPROVE PURCHASE OF BULLETPROOF VESTS FOR POLICE DEPARTMENT
RECOMMENDATION:
It is recommended that the City Council approve the grant and gift-funded purchase of
bulletproof vests from Galls, Inc. in the amount of$53,903.39.
SUMMARY:
This action would provide replacement bulletproof vests for all police and reserve officers.
The purchase is funded in part by a Department of Justice Bulletproof Vest Partnership
Grant and in part from gifts received from the Palm Springs Police Officer's Association
(PSPOA) and the 100 Club for this purpose.
BACKGROUND:
The officers and Reserves of the Palm Springs Police Department utilize bulletproof vests
for personal protection while on duty. In 1998, the 100 Club purchased new vests
manufactured by the American Body Armor Company for each police officer from Gall's
Inc (doing business as Inland Uniform). Those vests now need to be replaced. The
industry standard for the safe use of bulletproof vests is 5 years, as vest materials
deteriorate over time.
Police Department staff identified and applied for a federal grant program that provides
funding for purchases of bulletproof vests. On March 3, 2004 City Council, via Minute
Order 7449, approved acceptance of the U.S. Department of Justice, Bureau of Justice
Assistance, Bulletproof Vest Partnership Grant in the amount of$26,907.50. The grant is
to be utilized to pay for no more than 50% of the cost of new vests, which must meet the
National Institute of Justice's Ballistic and Stab Standards.
The Bulletproof Vest Partnership Grant may only be utilized to purchase vests meeting the
National Institute of Justice's Ballistic and Stab standards. The American Body Armor
Company manufactures vests meeting these standards and their body armor products
have been used successfully by the Palm Springs Police Department since 1998. Palm
Springs officers and reserves are familiar with the features, fit characteristics and function
of these products, which is critical to achieving the intended safety benefits.
The City's portion of the vest expense ($26, 995.59) was donated by the PSPOA and 100
Club specifically for the purchase of American Body Armor Company products.

Staff recommends approval of the purchase of bulletproof vests from Gall's Inc., the local
distributor of American Body Armor Company products, in the amount of$53, 903.39.
