SUBJECT: APPROVE PURCHASE OF 14 NEW FORD CROWN VICTORIA POLICE
INTERCEPTORS AS PART OF THE CITY'S ANNUAL VEHICLE
REPLACEMENT PROGRAM

Annually, the City's fleet is reviewed and staff prepares a list of vehicles that are eligible
to be replaced due to their age, mileage and other factors. This action would award the
purchase of fourteen (14) new Crown Victoria 2008 Police Interceptors for use by the
Police Department. These vehicles are replacements for existing units.
RECOMMENDATION:
Approve the purchase of fourteen (14) new Ford Crown Victoria 2008 Police
Interceptors for use by the Police Department in the amount of $340,599.26 from
Wondries Ford of Alhambra, California.
STAFF ANALYSIS:
The City inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacement. City vehicles and equipment are
replaced based on a number of factors, including vehicle mileage, age; maintenance
costs, operating costs, and the resale value of the vehicle and/or equipment to be
replaced.
In accordance with City policy, the units that are being recommended have been
reviewed by the City's Fleet Review Committee (FRC) and meet the established criteria
for replacement.

Section 7.09.010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
The County of Los Angeles recently awarded a purchase contract to Wondries Ford to
acquire 50 Crown Victoria Police Interceptors. Pursuant to the requirements of Section
7.09.010, the Procurement Manager has determined that utilization of Los Angeles
County's purchase contract (Bid #229152) is acceptable and will adequately protect the
public interest in that the total cost of the equipment will likely be less than could be
obtained through an independent City competitive process.
FISCAL. IMPACT:
This is a budgeted expense. Funds are available in the Motor Vehicle Replacement
Fund (Account 510-5475-50020).
