OCTOBER 3, 2007 CONSENT CALENDAR
Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID THE SWIM CENTER POOL REPAIRS,
CITY PROJECT NO. 06-19

The Parks and Recreation Department budgeted funds for the complete retiling and
replastering of the swim center. The construction documents (Plans, Specifications and
Estimate) have been completed by the Engineering Department and, in accordance with
7.03.040 of the Procurement and Contracting Code the Council is required to approve
and adopt plans, specifications and working details, and authorize the bid request for all
public projects in excess of $100,000. Approval of this project will allow staff to proceed
with this public project, with an estimated cost of approximately $180,000.
RECOMMENDATION:
Approve the plans, specifications and working details for the Swim Center Pool Repairs,
City Project 06-19, and authorize staff to advertise and solicit bids.
STAFF ANALYSIS:
The Parks and Recreation Department has budgeted funds for the repair of the swim
center. It has been many years since the swimming pool was replastered, and all of the
lane line tiles and water line tiles require replacement.
The Engineering Department, in coordination with the Parks and Recreation
Department, has prepared plans and specifications for the proposed improvements.
The work is limited to occur during the winter, from no sooner than November 26, 2007,
and must be completed prior to January 31, 2008. A maximum of 40 working days is
allowed for completion of the project within this time frame.

Section 7.03.040 of the Procurement and Contracting Code requires that for public
projects in excess of $100,000 Council approve and adopt the plans, specifications and
working details, and authorize staff to advertise for construction bids. The budget for
this project is $180,000. Approval of the recommended action will allow staff to proceed
with bidding of this project, with a tentative bid opening date of October 30, 2007, and
an award date of November 7. 2007.
FISCAL IMPACT.
Funding for this project is available through Park and Recreation capital improvement
funds in account 261-2493-51552.
