SUBJECT: AMENDMENT NO. 2 TO THE ALLOCATED POSITIONS AND
COMPENSATION PLAN FOR FISCAL YEAR 2007-08 -
ADMINISTRATION

SUMMARY
The proposed action will amend the City's Allocated Positions and Compensation Plan
to create the position of Director of Neighborhoods and Community Relations - funded
from a combination of General and Community Redevelopment Agency (CRA) Funds.
Additionally, a title change is proposed for the current PIO/Neighborhood position to
Communications Director.

STAFF ANALYSIS:
At the time City Council created the Office of Neighborhood Involvement (ON[) by
Ordinance in 2005; administrative support for the new program was provided by the
Public Information Officer (PIO) which, at that time, combined the tasks of both
positions. Although structured as a cost savings measure, the dual role of the PIO's
position was a prudent allocation of personnel until we had an opportunity to assess the
long term staff requirements of the program.
Over the past two years of experience with ONI implementation, the program has more
fully developed, as envisioned, and in accordance with the ordinance provisions from
eight to thirteen neighborhood organizations. Also, the ON] Steering Committee and
various sub -committees meet regularly to discuss city service delivery issues. These
interactions with City Hall have manifested in a wide range of areas from requests for
information on development projects to cooperative efforts with crime watch programs.

Moreover, various staff members meet with the Steering Committee each month to
address specific service related issues. The neighborhood groups have also been
active in providing input to staff and Council with regard to new policy initiatives and
neighborhood programs.
As the ONI process continues to mature, I recommend that a bifurcation of the duties
and responsibilities of the PIO and ONI positions is in the City's best interest at this
time. As each function is important to the City's overall governmental responsibility,
particularly with the tremendous amount of activity and growth occurring, the job
requirements for both positions have grown beyond the capacity of one person.
Moreover, with the burgeoning internal and external communications that confront us —
from the proliferation of the internet and web -pages to enhancing our TV programming -
a dedicated individual to handle these growing communication opportunities will impact
how Palm Springs is viewed locally, regionally and nationwide.
Also, the rationale for creating the position of Director of Neighborhood and Community
Relations, with a CRA component, is advantageous for several reasons. First, a key
tenet of Community Redevelopment is the City's interaction with neighborhoods on the
impacts of redevelopment areas. As many of our neighborhoods are in proximity to
and/or impacted by the Agency's programs, communication between the ONI groups
and the Director will become increasingly important. Also, Community Redevelopment
is a component of the development services process and this new arrangement
provides a closer link between the Neighborhoods Director and the Directors of
Planning, Engineering and Building/Code Enforcement.
A final caveat is that partial funding for the new position will remain in the General Fund.
This funding arrangement allows for the range of other city services to remain within the
scope of the new Director's efforts to effectively implement the provisions of the ONI
Ordinance.
FISCAL IMPACT:
The cost of this position will be allocated 50% to the General Fund and the CRA. The
salary level will remain at the incumbent's current range of EX2-60, which, including
salary and benefits is approximately $62,650.00 per each fund.
There are sufficient funds for this position in the current budget appropriation; however,
a budget adjustment may be required at years end depending upon the level of salary
savings from other positions.

WHEREAS, an Allocated Positions and Compensation Plan was adopted June 6,
2007 for the 2007-08 fiscal year by Resolution No. 21907; and
WHEREAS, the City Council desires to amend said Allocated Positions and
Compensation Plan.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the Allocated Positions and Compensation Plan for positions
in the City Service for fiscal year 2007-08 is hereby amended effective
September 30, 2007, as follows:
