HomeMy WebLinkAbout4/21/2004 - STAFF REPORTS (20) DATE: April21, 2004 TO: City Council FROM: Director, Department of Parks and Recreation ADDITIONS AND AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE RECOMMENDATION: That City Council amend the Comprehensive Fee Schedule to establish a rolling fee for the live-scan fingerprinting device for use by the Parks and Recreation Department. SUMMARY: The City received a live-scan device through a grant from the Remote Access Network Board (RAN Board)to be used by the Parks and Recreation Department. The live-scan will be used to complete background checks on youth organizations' coaches, volunteers, any City employee and the public. A rolling fee of $12 per person is being recommended for City Council approval. BACKGROUND: The City has a Comprehensive Fee Schedule that regulates what fees are charged for various City services. From time to time,these fees are modified when new services are offered or when rates require adjustment to become more competitive. Staff is recommending that City Council adopt a Resolution establishing a rolling fee for fingerprinting. On February 19, 2003, the RAN Board approved the City's request, through the Police Department, for a portable live-scan device to be used primarily for applicant capture at the City's Parks and Recreation Department office. RAN Board approval was conditional upon the following criteria: 1) Device placement will be considered a pilot project for one year, starting at time of placement; 2)The device must be available for use at special events in the desert area (i.e., Date Festival); 3) Qualification of City employees assigned to operate the device must be scrutinized and they are all required to pass a background check;4)A clear verification process to determine applicant identification must be established and adhered to for system integrity. The primary reason these stipulations were established is due to the City's unique request for a live-scan that would be placed in a law-enforcement network for use by civilian City employees. Currently, there are no devices connected to CAL-ID being operated by non-law enforcement personnel - this one will be the first. The live-scan will be used to complete background checks for youth organizations' coaches, volunteers, any City employee and the public, such as taxi cab companies, school district employees, etc. ke ADDITIONS AND AMENDMENTS TO THE COMPREHENSIVE FEE SCHEDULE DATE: April 21, 2004 PAGE: Two Once a week, the device will be taken to the Police Department to download the information for submitting to Sacramento for the background checks. There are additional fees associated with the fingerprinting process, depending on the level of check being requested, but those fees are paid directly to the Department of Justice and/or FBI. At its March 10 meeting, the Parks and Recreation Commission voted 8/0 to recommend that City Council establish a $12-per-person rolling fee for fingerprinting by the Parks and Recreation Department. WHEREAS on June 5, 2002, the City Council adopted Resolution 20362; and WHEREAS Resolution 20362 is the City's Comprehensive Fee Schedule; and WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to, establish a rolling fee for live-scan fingerprinting devices.
