HomeMy WebLinkAbout4/21/2004 - STAFF REPORTS (23) DATE: April 21, 2004 TO: City Council FROM: Director of Public Works/City Engineer PALM SPRINGS CONVENTION CENTER EXPANSION PARKING LOT & STREET IMPROVEMENTS RECOMMENDATION: It is recommended that the City Council approve a budget amendment transferring drainage fund balance reserves into a capital project account to fund construction of a new catch basin, storm drain connector to the existing Tachevah Outlet Drain and related improvements associated with the Palm Springs Convention Center Expansion Parking Lot & Street Improvements, City Project 02-27. SUMMARY: Approval of this budget amendment will allow funding of the construction of drainage improvements related to the Palm Springs Convention Center Expansion Parking Lot & Street Improvements, City Project 02-27,from drainage fund reserves that are not allocated or budgeted for this specific capital project in the Fiscal Year 2003/2004 budget. BACKGROUND: On March 31, 2004, the City Council awarded a contract to Contreras Construction Co. for the Palm Springs Convention Center Expansion Parking Lot & Street Improvements, City Project 02-27. This project includes various components of work, including construction of a new parking lot, adjacent street improvements, and a decorative cross-walk and curb-pop outs at Amado Road and Calle Alvarado. Another separate component to the project is the requirement to install storm drain improvements at the northwest corner ofAmado Road and Avenida Caballeros. A standard requirement associated with construction of parking lots is to accommodate the increased storm water runoff resulting from the conversion of vacant land to an impervious paved surface. The increase in runoff is somewhat substantial, and measures are necessary to collect this runoff so that downstream properties are not affected. Most areas of the City do not have storm drain facilities with which to use to direct this increased runoff, however, in this case, the City has a large storm drain facility within Avenida Caballeros maintained by Riverside County Flood Control District into which the increased runoff may be directed. Additive Bid Schedule D that was included in the awarded Bid Documents includes the scope of work to install a catch basin, storm drain lateral and related improvements to facilitate this issue. This scope of work is necessary without regard to what portion of the parking lot is awarded by Council, and was a mitigation measure associated with the approval of the Convention Center project. The low bid for this scope of work included in the City Council's award of contract to Contreras Construction Co. is $28.962.50. �� k Palm Springs Convention Center Street&Parking Lot Improvements April 21, 2004 Page 2 The City has a large unallocated reserve of drainage funds, and staff recommends that the proposed budget amendment of$30,000 from drainage fund reserves be approved to fund this specific improvement related to the Palm Springs Convention Center Expansion Parking Lot & Street Improvements, City Project 02-27. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR THE 2003-04 FISCAL YEAR WHEREAS Resolution 20615 approving the budgetforthe fiscal year 2003-04 was adopted on June 4, 2003; and WHEREAS the City Manager has recommended, and the City Council desires to approve, certain amendments to said budget; NOW THEREFORE BE IT RESOLVED that the Director of Finance is authorized to record inter-fund cash transfers as required in accordance with this Resolution, and that Resolution 20615, adopting the budget for the 2003-04 fiscal year is hereby amended as follows: SECTION 1.
