SUBJECT: APPROVE PURCHASE OF THREE (3) 2008 FORD ESCAPE HYBRID
VEHICLES

SUMMARY
Annually, the City's fleet is reviewed and staff prepares a list of vehicles that are eligible
to be replaced due to their age, mileage and other factors. This action would award the
purchase of three (3) new Ford Escape Hybrid vehicles. Two of the units are
replacements for existing gasoline powered vehicles, one vehicle currently assigned to
the Public Works Department and one to the Planning Department. The third unit is an
addition to the fleet for use by the Parks and Recreation Department to implement the
new Park Ranger Program approved in this year's budget.
RECOMMENDATION:
Approve the purchase of three (3) new 2008 Ford Escape Hybrid vehicles in the amount
of$76,882.17 from Redlands Ford of Redlands, California.
STAFF ANALYSIS:
The City's inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacement. City vehicles and equipment are
replaced based on a number of factors including vehicle mileage, age; maintenance
costs, operating costs, and the resale value of the vehicle and/or equipment to be
replaced. New vehicles can be added to the fleet based on an evaluation of the
operational needs of the requesting department.
Two of the three units recommended replace existing vehicles in the fleet. The third
vehicle is a new purchase for the Parks and Recreation Department. The Fleet Review
Committee (FRC) has reviewed the vehicles to be replaced and is in agreement that
these vehicles meet established criteria for replacement. The new vehicle for the Parks
and Recreation Department has been evaluated by the FRC and was included in the
current fiscal year budget as part of a new Park Ranger Program.

Ford Escape Hybrids
The Procurement and Contracting Division conducted a Request for Quotation (RFQ
2008-07), soliciting fifteen (15) dealerships. Nine (9) dealerships responded to our
RFQ. The results of the RFQ are tabulated below:

Redlands Ford, located in Redlands, California, was the lowest, responsive, responsible
bidder. Staff is recommending that the City Council approve the purchase of these
vehicles from Redlands Ford in the amount of$76,882.17.
All existing assets being replaced will be sold at public auction and funds realized from
the sale will be returned to the Motor Vehicle Replacement Fund to supplement future
vehicle acquisitions.
FISCAL IMPACT:
This is a budgeted expense. Funds are available in Account # 510-5475-50020 (Motor
Vehicles) and Account 001-2510-50020 (Recreation).
