HomeMy WebLinkAbout5/5/2004 - STAFF REPORTS (7) DATE: May 5, 2004 TO: City Council FROM: Director of Public Works/City Engineer DESERT WATER AGENCY COSTS, MESQUITE AVENUE IMPROVEMENT PROJECT, CITY PROJECT#94-17 RECOMMENDATION: It is recommended that City Council approve an expenditure, not to exceed $275,000, for work by the Desert Water Agency (DWA) in relocating two pipelines for the Mesquite Avenue Improvement Project, City Project#94-17. SUMMARY: This authorization will enable DWA to complete the relocation of a 36-inch secondary effluent pipeline, and a 24-inch recycled water distribution pipeline for the construction of the 72-inch master plan storm drain associated with the Mesquite Avenue Improvement Project adjacent to DeMuth Park. BACKGROUND: On June 18, 2003, City Council approved an agreement with DMC Design Group, Incorporated for civil engineering and landscape architecture services for the Mesquite Avenue Improvement Project adjacent to DeMuth Park. The design is to consist of a raised landscaped median, traffic circulation adjustments, traffic calming, and storm drain improvements, between Vella Road and Desert Way. The design,which is approximately 65% complete, includes constructing portions of Palm Springs Master Storm Drain Plan Line 22. This line will pick up storm water runoff from Mesquite Avenue and outlet into Tahquitz Creek by means of a 72-inch storm drain through the Wastewater Treatment Plant (WWTP) on the alignment of the extension of Vella Road. In orderto accomplish this, two DWA pipelines will require relocation, a 36-inch secondary effluent pipeline and a 24-inch recycled water distribution pipeline. Also, a City-owned 48-inch gravity pipeline, which distributes secondary effluent to the percolation ponds, must be modified to temporarily carry effluent to the DWA recycling plant. Discussions between WWTP staff, DWA staff and City staff concluded that it would be prudent for these facilities to be relocated well in advance of the storm drain and street construction, in order to avoid delays to the City's contractor. DWA has provided an estimated cost for relocating all three pipelines of $275,000. They have indicated a 10- week delivery time for the materials. Staff recommends the Council authorize DWA to start the process for relocation of these pipelines, so that the work is done prior to the street and storm drain construction work, currently scheduled to begin this fall. lc;�?ft Mesquite Avenue DWA Costs May 5, 2004 Page 2 Sufficient funding is available in WWTP Account Number 420-6800-50000 (Unscheduled Capital Projects).
