HomeMy WebLinkAbout5/5/2004 - STAFF REPORTS (9) DATE: May 5, 2004 TO: City Council FROM: Convention Center Project Administrator SUPPLEMENTAL REPORT - ITEMS 6 & 7 - CONVENTION CENTER RECOMMENDATION: It is recommended that City Council select either Stone or Synthetic Stone for Trade No. 9, award Trade Contracts 9 & 12 for the Convention Center Project to the lowest responsive bidders, and approve a deductive Change order for Trade 12. SUMMARY: These actions will complete the awards of the major Trade Contracts for the Convention Center Expansion Project. BUDGET UPDATE: At the last reporting to City Council the project construction cost was estimated to be $32.28M plus a $3.584M contingency (11.1% contingency). Now with all the major Trade bids complete the construction cost is$33.09M,which assumes the use of actual stone, and the contingency has been reduced to$2.745M (8.3% contingency). A project of this size an complexity will utilize every dollar of a 10% contingency. Staff is already working on further value engineering to try and save dollars, however, previous efforts have really cut the project to the bare minimums. Other alternatives to raise the contingency up to at least the 10% level include adjusting the bond issuance size at the last possible minute to maximize the dollar production based on actual interest rates without increasing the annual debt service or agree to take on some additional debt to raise the necessary funds. BACKGROUND: The Convention Center Expansion project is being developed via a Construction Management form of contracting and individual Trade bids have been sought on 36 separate trades. The last two major Trade bids ,Trade No. 9 Stone/ Masonry and Trade No. 12 Drywall/Stucco/Steel Studs, were received on May 4, 2004. Trade No. 9 was bid with three alternatives: Ashler Stone or Slate Stone or Synthetic Stone. The bids received were as follows: (Please note that the type of product selected will result in a different low contractor.) No. 1 $2,093,436 $1,863,306 $2,004,310 No .2 $2,209,900 $2,297,800 $1,530,980 So as to protect the City from any possible question of bias based on who the bidders were (note all were pre-qualified as firms),the City Council is requested to select a stone type first by Minute Order and then staff will provide the appropriate Resolution for contract award. Staff recommends utilizing the Slate Stone as the appropriate material as it is the lowest priced real stone alternative. The stone will be in high traffic areas and Synthetic stone can be damaged easily, thus making its life cycle cost higher than real stone. PWs l �ken 6 � is Trade No. 12 Drywall/Stucco/Steel Studs (3:30 pm bid) (Budget$5,420,000) Bidders Bid Martin Corp. $6,875,000 Standard $6,163,000 Berger Bros $6,557,000 John Jory $6,338,000 The low bidderwas Standard Drywall, Inc. At$6,163,000 which is$743,000 overthe budget. During this rebidding process the project was substantially changed to try and achieve budget. The low bid last time was a million dollars higher than this latest result. Even with the major design changes in the project the cost escalation of steel studs consumed some of the expected savings during the rebid process. The closely grouped bid results supports the fact that we have a good low bid and staff recommends City Council proceed with an award of contract to Standard Drywall. Staff has negotiated with Standard Drywall to reduce the overall cost and has achieved a deductive Change Order in the amount of($192,260) . The reductions are primarily change in paymentterms, such as pay within ten days results in a$123,000 deduct, and some minor material changes. SUMMARY: This action will complete the contract awards of the major Trades for the Convention Center Project BACKGROUND: Two of the major Trades original bids were rejected by City Council and a rebid was authorized. The rebid will take place on May 4, 2004 and a complete update will be brought to City Council on May 5, 2004 for award of contract. A summary of the trades are as follows: Trade # Trade Name Allowance 9 Stone $1,600,000 12 Drywall/Stucco/Steel Studs $5,420,000 Resolutions will be provided at the meeting for City Council consideration.
