HomeMy WebLinkAbout5/19/2004 - STAFF REPORTS (2) 1 DATE: M 2004 TO: City Council FROM: Police Chief SUBJECT: Amend the 2002-2003 Local Law Enforcement Block Grant (LLEBG) RECOMMENDATION: Amend the 2002-2003 LLEBG by making the following modifications: delete the Portable Live Scan Fingerprint System and the Vehicle Mounted Video Cameras, and substitute range ammunition, taser less-lethal weapons, gas masks, pepper spray, digital Cameras, badges, leg restraints and crime analysis research. BACKGROUND: On October 2, 2002, the City Council accepted $117,125 from The Federal Bureau of Justice Assistance (BJA) in the form of the 2002-2003 LLEBG. These funds were earmarked for the purchase of a Portable Live Scan Fingerprint System, to lease Mobile Data Computers, and to purchase Vehicle Mounted Video Cameras. The grant required local matching funds of $13,014, for a total award of$130,139. Since that time, the Police Department arranged to have a Portable Live Scan Fingerprint System assigned to the Parks and Recreation Department from the Riverside County Sheriff's Department at no cost. In addition, a separate grant from the State Office of Traffic Safety funded the Vehicle Mounted Video Cameras. To date, $26,619 of the LLEBG grant funds have been expended or encumbered for the Mobile Data Computers, and for maintenance and modifications to that system. A balance of $103,520 remains in the grant. By agreement, these funds must be expended or encumbered by October 30, 2004. Police Department equipment and services needs have changed since the 2002-2003 LLEBG application was submitted. The Department is requesting Council approval to amend the expenditures by deleting the Portable Live Scan Fingerprint System and the Vehicle Mounted Video Cameras, and by substituting Range ammunition, taser less-lethal weapons, gas masks, pepper spray, digital Cameras, badges, leg restraints and crime analysis research. FISCAL IMPACT: None. No additional budget appropriation is necessary. Gary J .n .n, Chief of Police Approved: ' • David Ready, City Man'ger Attachment: 1. Minute Order MINUTE ORDER NO.
