APPROVE THE PURCHASE OF A CRACK-SEALING MACHINE FOR USE BY AIRPORT
MAINTENANCE PERSONNEL.
RECOMMENDATION:
That the City Council approve the purchase of one (1) Crack-Sealing machine
from Bear Cat Manufacturing Inc., for $31,754.68.
SUMMARY:
The Fleet Operations Division maintains and repairs the Airport crack sealing
machine. This equipment melts rubber blocks and heats the material to high
temperatures. The super-heated material is then pumped to application wands
handled directly by maintenance staff. All of the components including tanks,
pumps, hoses, and fittings suffer fatigue during use over time. The health and
safety of equipment operators is dependent upon the stability and reliability of all
component parts. The current machine is 14 years old and has reached the end
of its service life. New equipment is needed in order to continue Airport crack
sealing operations.
BACKGROUND:
A critical aspect of maintaining Airport runways and taxiways is regular asphalt
pavement crack sealing. Crack sealing is necessary in order to mitigate the
effects of pavement aging, protect against weathering, and provide continued
safety and serviceability.
Funds for replacement of this equipment have been collected from the user
department over the life of the equipment through the Motor Vehicle Replacement
Fund as part of the annual budget process.
The Director of Procurement and Contracting, in accordance with Municipal Code
Section 7,09.010, has researched the comparative costs, values and feasability
of using our own competitive process versus the cooperative utilization of the bid
process and award conducted by the City of Bakersfield, CA and found it
adequate to protect the public interest and that the total cost of the equipment is
likely to be less than could be obtained through an independent City process.
Funds were appropriated for this transaction in the 2003/04 budget and are
available in Account No. 510-5475-50015, Specialized Equipment.
