SUBJECT: WEEKLY REPORT
1. Facilities: See attached status report.
2. Street Maintenance: Crew doing concrete maintenance in Section 13 (Baristo/ElCielo, FarrelYralnquitz) and
asphalt maintenance citywide. Sign crew completed work on sign order for Visitor's Center. Crew posting"no
parking"on Arenas and Encilia for White Party and El Segundo north and south of Arenas for fireworks.
3. Private Development: -Creative Communities- Contractor completed on-site street work. Contractor installed
interlocking pavers on-site in lieu of asphalt. Staff received Planning Dept approval. Araby street work
completed. Contractor working on punch list. -Four Seasons Tract on North Sunrise- Contractor completed
curb and median on Sunrise. Contractor continuing work on sewer and storm drain on site. Traffic signal began
March 29. Contractor is proceeding on utility undergrounding of overhead power lines along east side of Sunrise
Way. Work about 90%complete. Developer proceeding with on-site curb work. Preconstruction meeting for
landscaped median scheduled this week.
4. Traffic Calming: Please see attached report.
5. Lighted Crosswalk: Lights are in and turn on held April 1. Functional testing on-going.
6. Tennis Club Area Lighting: Staff investigated Tennis Club lighting system. System is 35 years old and failing.
Neighborhood meeting held Feb 6, 2003. Post card survey sent on Feb 28, 2003 to entire district asking for
opinions on options. Responses received from only 33% of property owners. Majority of responses received
favored retaining lights. Follow-up neighborhood meeting held April 24. Correspondence received from resident
asking item to be delayed until Fall. Council granted extension May 21,2003 until Fall. Resident has resumed
working with neighborhood. Proposals expected in Dec from neighborhood on light specifics,but not received.
Staff contacted neighborhood rep since annual report due dates are coming up. Neighborhood rep submitted
letter on behalf of property owner saying they don't want the City to do anything. Staff proceeding with District
reports. Staff requested City Attorney to provide election process. Response due March 25 but not received yet.
7. Caballeros/RacouetClub Traffic Signal: WorkbeganMarch10. Contractor poured bases and installed conduit.
Poles erected. SCE work ordered,meter installed April 2. Signal turn on scheduled April 13,then will flash for
2 days and will be activated on April 15.

8. Heritage District/Uptown Decorative Lighting: Service pedestals installed. Power is available for 3 of 4. Staff
working with SCE on the 4th one. SCE needs to obtain an easement to provide power for the 4th pedestal on
Alameda east of Palm Canyon. Bollards have been installed. Staff contacted SCE March 2, SCE to provide
information to City Staff to assist SCE in obtaining required easement for SCE. Property owner declined to give
easement per Jerry Ogburn. Staff requested by letter to SCE to find an alternative method for providing power.
Response expected last week, but not received. Staff pressing SCE for new design.
9. Desert Fashion Plaza Street Improvements: This project is complete except for paver sealing. Staff met Feb
13 with Jerry Ogbum regarding additional landscaping. J. Wessman provided plan requesting pavers,
landscaping and wall in area in front of Hyatt. Staff contacted Contractor to get sod, irrigation, and railing in
per plans. Direction given to Contractor to complete landscaping in this area,but Contractor is delaying. Letter
sent under City Manger's signature. Staff pressing Geroge Marantz for date he will complete the work. In the
meantime, staff is reviewing Wessman's plan and getting confirmation of price from G&M.
10. Ruth Hardy Park Tennis Courts Resurfacing: Low bidder is Taylor Tennis Courts. Contract Agreement
executed. Staff arranging pre-construction meeting April 14.
11. Aleio/Indian: Staff has ordered the traffic signal heads to have a south bound protected/permissive left turn
signal for Indian Canyon Drive. Signal heads have been received. Installation scheduled week of April 5.

Install new ADA front door at City Hall DOOR INSTALLATION COMPLETED.

field. This is till further notice from the Parks Dept.
Build 2 new wood grain Formica lamp tables Ordered Formica,building tables.
for mayor's office. TO BE COMPLETED BY THE END OF THIS WEEK.
Fire Station#2 non-slip flooring. Flooring to be installed in four areas for test,the week of the 29 h by WIT
Flooring. RESCHEDULED FOR THE WEEK OF April 5`h. WORK TO

Installation of Security Cameras at City Yard. Installation started on camera to view south entrance gate and trash area.

Result of Calming: neighborhood and the Huddle Springs project.A NWG meeting is planned for Nov 10th.Staff met with Riverside
the NWG and the architect for Huddle Springs,James Cioffi,stated that his client was willing to work with
PENDING the neighborhood regarding the construction of an entrance to the Deepwell neighborhood.The NWG
agreed to pursue traffic calming on San Lorenzo and South Riverside Drive.They requested that we
survey all of the streets that run between Mesquite and E.Palm Canyon for speed.Staff agrees with the
NWG recommendations and requests and will be following up this week. New survey ordered for;
Sagebrush,Calle Marcus,Calle De Maria,Calle De Marcia,Calle Rolph, Driftwood And Manzanita.
Speed cushions are being ordered.
A copy of the design was sent to the block captain with a copy of the mailing list.The block captain was
asked to get as many neighbors to concur with the design as possible.To date there has been no
response. Due to a change in policy on polling neighborhoods, staff is designing a survey instrument to
be sent to this neighborhood.

scheduling installation for the week of Oct.20th The city's sign shop cannot make the traffic calming
signs and there is not enough thermoplastic in stock for the striping.The requisition was sent to
procurement on 22 October. Bids are expected by 29 October at which time the order will be placed with
the successful vendor.The signs and striping was awarded to Zumar.Construction is scheduled for
November 24-26.Speed cushion installation is completed.The comments coming in are mostly positive.
An after survey will be conducted after the first of the year to determine if they have been effective.The
after surveys were ordered on 30 January.

has started installing speed cushions. Due to design modification in another neighborhood,more
cushions are needed to complete this neighborhood.Staff will be compiling an order for the additional
cushions.The final set of speed cushions,signs and striping were ordered on January 14th.The after
surveys were ordered on 30 January.This neighborhood is requesting a painted median island on
Baristo from the west end to Cahuilla. Due to a change in policy on polling neighborhoods,staff is
designing a survey instrument to be sent to this neighborhood.

Result of Calming: end of August.A letter was sent on 8/26 informing the block captain that their neighborhood is being
removed from the program as of 9113 due to a lack of action on the NW G's part.As of 3 Sept.there is no
PENDING response.Staff received the car form on 5 Sept. Neighborhood wide meeting scheduled for 7 October.
The print shop is printing the post cards. Postcards were mailed on 24 Sept.The neighborhood wide
meeting was held at 3:00 pm on October 7th.There were three people in attendance.Since the block
captain was in attendance,the neighborhood workgroup was formed and the survey results were
covered.Staff concurred that there is a speeding problem.The workgroup asked for speed cushions to
be used.Staff informed the workgroup that a concept plan would be drafted and staff would schedule a
review meeting and notify the block captain.Staff also informed the NWG that a priontization system is in
effect and the neighborhood would be prioritized and then placed in rank with other active
neighborhoods.Staff is working on plans for traffic calming based on the NWG meeting.Staff will be
meeting with the NMG on 13 Nov to review the design.The NWG met as planned and approved the
design.The design will be forwarded to the city engineer for final approval and preparations for
purchasing the speed cushion,signs and striping material.

due to a lack of action on the NWG's part.As of 3 Sept.there is no response.Staff received their CAR (760)864-3238
Result of Calming: from on 10 Sept.2003.Neighborhood block captain scheduled a meeting for 30 Sept.At 3:00 pm.The
meeting was canceled due to staff illness. It will be rescheduled once staff can contact the block captain.
PENDING The block captain was given three dates to choose from but has not responded yet.A workgroup
meeting was held on 29 October.The neighborhood reviewed the options and requested that Livermore
be closed at Airlane Road.Staff will be drafting a plan for the Director of Public Works to review.A NWG
meeting was held to review various plans.Carl Thibeault was present.Carl said he could approve the
neighborhood's choice for re-routing traffic.Staff will sketch out the plan to be taken back to the
neighborhood for their comments.After discussing the plan with some of the neighborhoods,the
workgroup asked for an alternate plan.The 2nd plan will be designed.Due to a change in policy on
polling neighborhoods,staff is designing a survey instrument to be sent to this neighborhood.Once
completed both plans will be sent to the neighborhood.The design survey will be mailed on Friday April
2nd to the neighborhood.

discovered that staff had the wrong section of Francis Drive surveyed.After discussing the case with the
block captain,he has decided to resubmit his action request form requesting the traffic calming issues
are addressed rather than crime issues.The survey will be re-ordered 9 January.The neighborhood was
renamed from tract 2411-Racquet Club Road Estates to Sunrise Norte to correspond with the actual
location of the neighborhood.The neighborhood meeting has been scheduled for April 8,2004 5:30 pm
in the large conference room.

Staff received a phone call from the block captain.It was explained that the city could not move forward
PENDING without neighborhood direction.The block captain explained that people were still out of town for the
summer but that he'd call back with a date.Staff called the block captain on 17 Sept.There is still no
date chosen for the meeting.Staff will leave this neighborhood in the program until mid-October so that
residents can come back into town for the season.The block captain called and wanted to proceed
without the rest of the committee.Staff told him that the program was driven by the neighborhood's
desire as a group and that one person could not decide for everyone. Staff conducted a turn count study
at Baristo road and Compadre during the peak hour.The survey results show that traffic gaps are ample
and that the properties that front on Baristo have on site circular or hammer head driveways.The all way
stop does not meet either state or federal warrants.Staff is drafting a survey card to go to the
neighborhood to reveal the facts and ask for the neighborhoods input.A survey was sent to the property
owners on Baristo,Compadre and via vaquero.The survey explained the facts and asked if they wanted
an all way stop at the intersection of Baristo and Compadre.Survey cards are beginning to be returned.
Staff will wait three weeks before adding up the results.
It appears staff has received all of the post cards we will get.Results will be tallied and reviewed by staff
next week.6 cards were returned.Two cards were in favor of placing the stop sign,four against.There is
little interest in installing the stop signs. It does not appear that the neighborhood wants to move forward.
Staff sent a letter to the block captain requesting a date be chosen to meet and discuss the project.This
neighborhood was be placed on inactive status due to a lack of response to correspondence.

and asked for an extension to Monday 15 Sept.. It was granted with the understanding that no more time
would be permitted.The car form was received on 15 Sept.A work group meeting will be scheduled.
Waiting for the block captain to pick a meeting date.The block captain called on September 7th and
asked to postpone any meeting plans until November due to family problems.Staff told her that we could
wait until November but we needed to begin to move forward with the program then.The block Capt.has
elected to wait until February to start.This neighborhood was be placed on inactive status due to a lack
of response to correspondence.
