Subject: APPROVALOF PLANS, SPECIFICATIONS AND ESTIMATE(PS&E)
AND AUTHORIZATION TO BID THE VILLAGEFEST BOLLARD
INSTALLATION PROJECT PHASE 11, CITY PROJECT NO. 05-25

SUMMARY
The Construction Documents (PS&E) for construction of manually assisted lift
bollards on North Palm Canyon Drive have been completed by the Engineering
Departmentand in compliance with Section 7.03,040 of the Municipal Code,Council
is required to adopt Plans, Specifications and Working Details and authorize the bid
request for all public projects in excess of$100,000. Approval of this item will allow
Staff to proceed with this public project with an estimated cost of$105,000.
RECOMMENDATION:
1) APPROVETHE PLANS,SPECIFICATIONS AND WORKING DETAILS FOR
THE VILLAGEFEST BOLLARD INSTALLATION PROJECT PHASE 2,CITY
PROJECT NO. 05-25 AND AUTHORIZE STAFF TO ADVERTISE AND
SOLICIT BIDS."
STAFF ANALYSIS-
On November 1, 2006 City Council approved a Contract Services Agreement in the
amount of $65,270 with Dateland Construction Company for installation of 109
bollards at 7 locations on Palm Canyon Drive for VillageFest. Subsequent to
awarding of that contract, the City Parks & Recreation Department and Risk
Manager determined that the weight of the bollards was such that would not be
practical for staff to be able to install and remove these each week. Simultaneously,
the Airport expressed a desire to purchase the bollards for installation at the paid
parking lot and at other future locations. Therefore, the Airport purchased the
previously procured bollards and a change order to the Dateland Construction
contract was executed providing for the installation of 13 of the bollards at the
Airport parking lot. This change order was a decrease of$57,245.

Further staff investigation revealed bollards similar in nature, that stayed in the
ground and provided assisted lift by means of a pressurized air piston. It was further
agreed that many of the intersecting street locations could be protected by use of
vehicles,therefore the manually assisted bollards would only be needed at the north
end of VillageFest on North Palm Canyon Drive.
Section 7.03.040 of the Municipal Code requires that for public projects in excess
of $100,000 Council approve and adopt the Plans, Specifications and Working
Details and authorize Staff to advertise for construction bids. Approval of the
recommended action will allow Staff to proceed with bidding of this project with
tentative bid opening date of December 11, 2007 and award date of December 19,
2007.
FISCAL IMPACT:
Funding for this project is available in Account Number 261-1395-54050 (City
Facilities Improvements, Bollards).
