A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS CALIFORNIA, APPROVING AMENDMENT NO. 4 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2007-08, ADOPTED BY RESOLUTION 21907 WHEREAS, an Allocated Positions and Compensation Plan was adopted June 6, 2007 for the 2007-08 fiscal year by Resolution No. 21907, and WHEREAS, the City Council desires to amend said Allocated Positions and Compensation Plan. Ready, City Manager BY: Thomas Nolan, Airport Executive Director SUMMARY This action requests approval of a reorganization plan by the new Executive Director of the Palm Springs International Airport, and is supported by the City Manager. The proposal consists of a reduction in classification of several positions which reduces the hierarchical structure and places greater responsibilities among several managers at the Deputy Director and Division levels. Additionally, management of airport assets including land management/leases and finance functions has been enhanced. The proposed reorganization is funded through offsets from the reclassification of two senior positions and a reduction of certain contract services. The current authorized staffing count remains unchanged. RECOMMENDATION- I- Adopt Resolution No. , A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS AMENDING THE ALLOCATED POSITIONS AND COMPENSATION PLAN ADOPTED BY RESOLUTION NO. 21907 FOR FISCAL YEAR 2007 08. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The new Airport Executive Director has been on staff since July 31, 2007 and has proposed a reorganization plan to improve the delivery of airport services, promote organizational efficiencies and increase accountability. The currently vacant Director of Aviation and Assistant Aviation Director positions are being eliminated and several positions are being reclassified at the Deputy Director and Division levels. This provides for a less hierarchical organizational structure and promotes broader responsibility among those classifications. Item 5 . 13 . City Council Staff Report November 7, 2007— page 2 Airport Reorganization Also, the Asset Manager position has been upgraded to address greater responsibility of airport assets/leases in addition to managing airport financial functions. Moreover, with the addition of a financial analyst position, our capacity to increase grant funding applications will be enhanced. FISCAL IMPACT: The net fiscal impact after the reclassification changes is estimated to be an additional $49,000, However, this cost will be offset through the reduction of a consultant contract which will produce a $60,000 to $60,000 savings annually; which has been made possible with the recent hire of the previously vacant Deputy Director of Marketing position. Finally, the new financial analyst position will significantly eliminate the requirement of overtime costs in that Division, which were $6,000 over the previous 12 month period.
