HomeMy WebLinkAbout6/9/2004 - STAFF REPORTS (3) DATE: June 9, 2004 TO: City Council FROM: City Manager SUBJECT: ALLOCATED POSITIONS AND COMPENSATION PLAN FOR POSITIONS IN THE CITY SERVICE FOR THE 2004-05 FISCAL YEAR RECOMMENDATION: It is recommended that City Council approve the Allocated Positions and Compensation Plan for fiscal year 2004-05, on file in the Office of the City Clerk. SUMMARY: This requested action would establish the City's Allocated Positions and Compensation Plan for fiscal year 2004-05. BACKGROUND: The attached Allocated Positions and Compensation Plan implements the Council's approval of the 2004-05 budget. The major changes include: the elimination of one department head position at the end of the four (4) month transition period (Director of Procurement & Contracting); the reorganization of Reprographics into Document Management moving into the City Manager's Department; the reorganization of staffing at the Airport resulting in a net loss of four (4) positions; the elimination of one position in the City Clerk's Department; and the elimination of one position in Fleet Operations. In addition, positions in the Building & Safety Department have been reclassified to better reflect the operations of the department. The attached plan represents the total positions allocated under the adopted budget for the next fiscal year. Any additional positions and/or changes that may result from labor negotiations will be brought back to Council for separate action. DAVID H. They are, in summary: General Unit ("SEIU") positions — G Exempt employees (department heads) - EX Fire Safety Unit "PSFSU"(safety employees)— F Fire Management Unit "PSFMA" (safety management) - FMX Police Safety Unit "PSPOK (safety employees) — P Police Management Unit "PSPMK (safety management) - PMX Management Unit positions "MAPS' — M Professional and/or Supervisory positions "MAPS' — PS If you have any additional questions, please feel free to contact me. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ADOPTING THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2004-2005. WHEREAS an Allocated Positions and Compensation Plan was adopted June 18, 2003, for the 2003-04 fiscal year by Resolution 20641; and WHEREAS the City Council adopted a budget for fiscal year 2004-05 on June 9, 2004; and WHEREAS the City Council desires to establish an Allocated Positions and Compensation Plan for fiscal year 2004-05. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Palm Springs, as follows: Section 1. That the following Allocated Positions for positions in the City service for fiscal year 2004- 05, until further modified, are hereby approved and adopted; and that the following Compensation Plans for positions in the City service for fiscal year 2004-05, until further modified, are hereby approved. Section 2. The Allocated Positions Plan for positions in the City service for fiscal year 2004-05 is effective July 1, 2004; and the Compensation Plans for positions in the City service for fiscal year 2004-05 are effective July 1, 2004, per approved recognized Units' Memoranda of Understanding.
