A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM
SPRINGS, CALIFORNIA DECLARING FRIDAY, JUNE 11, 2004 A
DAY OF REMEMBERANCE FOR THE LIFE OF PRESIDENT RONALD
REAGAN
WHEREAS, President Ronald Wilson Reagan, fortieth President of the United
States, and thirty-third Governor of California, died the fifth day of June
2004; and
WHEREAS, as a man of principle, President Reagan changed the course of
America and the world forever by reviving our economy, by renewing our
national confidence, and by tearing down barriers to freedom throughout the
globe; and
WHEREAS, as a man of vision, the Cold War was won, Soviet communism
was defeated, and the future was secured because President Reagan refused
to abandon the moral high ground by negotiating from a position of strength;
and
WHEREAS, as a man of gentleness, his humor reassured us, his optimism
inspired us, and his strong principles propelled us into a future that is
stronger, freer, and more secure; and
WHEREAS, the President of the United States, George W. Bush, has by
executive order directed that executive departments, independent
establishments, and other federal governmental agencies by closed on
Friday, June 11, 2004, as a mark of respect for former President Reagan;
and
WHEREAS, the Governor of the State of California, Arnold Schwarzenegger,
has declared Friday, June 11, 2004, as a day of remembrance of the
extraordinary life of President Reagan and has ordered the closure of all state
agencies and departments to allow their employees to observe this day in an
appropriate way of their choosing.

WHEREAS it seems fitting to publicly set aside a day in reverence to the
memory of President Reagan so all people can properly reflect upon his life
and service to both California and the Nation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Palm Springs as follows:
Section 1. That the City Council hereby declares Friday, June 11, 2004, as
an official Day of Remembrance. The people of Palm Springs are encouraged
to gather, assemble, and pay their respects to the memory of Ronald Reagan
through appropriate ceremonies in homes, businesses, public buildings,
schools, places of worship, or other appropriate places for public expression
of grief and remembrance.
Section 2. That the City Council hereby authorizes the City Manager to
grant eight (8) hours of informal time off on June 11, 2004 to all city
employees, except those employees who are required to respond to
emergencies and maintain necessary services to the public, to allow these
employees to attend such observances.
Section 3. That in accordance with a proclamation issued by the President
of the United States the flags of the United States of America, the State of
California and the City of Palm Springs in front of City Hall and upon all city
buildings, grounds, and facilities shall be flown at half-staff for a period of 30
days from the date of his death. Individuals, businesses, and other public
agencies within the City of Palm Springs are encouraged to fly these flags at
half-staff for the same length of time as a sign of respect and honor. Flags
should be returned to full staff on Monday, July 5, 2004.
