Ready, City Manager BY: Public Works & Engineering Department SUMMARY This Change Order allows for an increase to the contract with Steiny & Company, Inc., as a part of City Project No. 05-07 (Protected Permissive Signal Conversion Project), for the the re-wiring of the traffic signal at the intersection of Tahquitz Canyon Way and Farrell Drive. RECOMMENDATION: 1) "APPROVE CONSTRUCTION CHANGE ORDER NO. 2 TO AGREEMENT NO. 5401 WITH STEINY & COMPANY, INCORPORATED, IN THE AMOUNT OF$20,500 FORATOTAL REVISED CONTRACTAMOUNT OF $335,567.14 FOR THE PROTECTED PERMISSIVE SIGNAL CONVERSION PROJECT, CITY PROJECT NO. 05-07." 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The Public Works Department oversees the maintenance and construction of the City's traffic signals. In an effort to reduce congestion and enhance public convenience,the Protective Permissive Signal Conversion Project was awarded to Steiny&Company and construction began on July 11, 2007. The project consisted of the removal of existing protected left turn arrow equipment from various intersections, and replacing them with new signal heads that would allow protected/permissive for left turning when traffic allowed. These conversions took place at six intersections including Ramon Rd_ at Paseo Dorotea, Sunrise Way at Tachevah Dr., Sunrise Way at Amado Rd., East Palm Canyon at Cherokee Way, Ramon Rd. at Crossley Rd. and Tahquitz Canyon Way atFpWII r'v h • . Order No. 1 in the amount of$19,512.14, was approved b t er City Council Staff Report December 12,2007-Page 2 CCO#2 for CP#05-07 Steiny&Co June 29, 2007, and consisted of the relocation of existing signal equipment and environmental testing of new signal controllers. The relocation involved moving the existing signal equipment from the Southwest comer to the Southeast comer at the intersection of East Palm Canyon and Cherokee Way, and was performed at the request of VIP Motors in order to accommodate their future expansion. This relocation work totaled $16,234.64 and funds were provided by VIP motors in that amount. The remaining $3,377.60, was required to perform environmental/ functional testing on new signal controller equipment. While performing the conversion at Tahquitz Canyon Way and Farrell Drive, it was discovered that the existing wiring and conductors are in a severely dilapidated condition. Currently,the signal is operating in a limited capacity and it is necessary that all conductors and cables within the signal be removed and replaced. The approval of this change order allows this work to be completed on a time and materials basis in accordance with procedures established in the Standard Specifications. Staff will monitor the actual time, labor, materials and equipment required to complete the work and modify this change order accordingly at completion. FISCAL IMPACT: The recommended Construction Change Order No-2 amount is$20,500- Sufficient funds are available in Account No_ 133-4298-50204 (Traffic Signal Flow Improvements). David J. ESTIMATED CHANGE ORDER/INCREASE AMOUNT S20,500.00 REASONS FOR CHANGES: While perfonning recent upgrades to the traffic signal at Farrell Drive and Tahquitz Canyon Way,it became evident that the existing cables and conductors are in a severely dilapidated condition due to age. Currently the signal is operating in a limited capacity, and it is necessary that all conductors and cables within the traffic signal be removed and replaced. The price above represents an estimate to complete this work on a 'time and materials'basis and is inclusive of all work necessary to completely re-wire the signal and all the systems within it, including Video Detection and Emergency Vehicle Pre-Emption. Staff will monitor the actual time, labor, materials and equipment required to complete the work and modify this change order accordingly. The final change order amount will be determined in accordance with section 9-1.03 of the Standard Specifications of the California Depar raent of Transportation, dated May 2006 Note: Estimated costs include all applicable mark ups. Final Change Order casts will be determined at the completion of the work. D.
