Ready, City Manager BY: Assistant City Manager-- Administrative Services SUMMARY Annually, the City's fleet is reviewed and staff prepares a list of vehicles that are eligible to be replaced due to their age, mileage and other factors. This action would award the purchase of seven (7) new 2008 Ford trucks for use by various Departments. Six (6) are replacements for existing vehicles and one (1) is an addition to the fleet. RECOMMENDATION: Approve the purchase of seven (7) new 2008 Ford Trucks from Fiesta Ford of Indio, California in an amount not-to-exceed $172,228.09. STAFF ANALYSIS: The City's inventory of vehicles and equipment is examined annually in conjunction with the budget process to determine which units meet criteria established by the City Council in Resolution Number 18834 for replacement. City vehicles and equipment are replaced based on a number of factors, including vehicle mileage, age; maintenance costs, operating costs, and the resale value of the vehicle and/or equipment to be replaced. All vehicles recommended for replacement in this report have been reviewed by the Fleet Review Committee (FRC) and meet the established criteria for replacement. Six (6) of the vehicles recommended for purchase replace existing vehicles in the fleet. These vehicles include: one (1) F-450 Flatbed Truck for use by the Parks & Recreation Department, one (1) Ford Expedition for use by the Fire Department, one (1) F-150 Pickup for use by the Public Works Department, two (2) F-150 Pickup trucks for use by the Airport, and one (1) F-450 Flatbed for use by the Public Works Department. The Police Department has requested a new F 250 Pickup that will be used in conjunction with the department's Community Policing Officer to remove shopping carts and other materials left behind by the homeless. J ;;� Approve Purchase of Vehicles for Various Departments December 19, 2007 Page 2 of 2 In keeping with the City's established commitment to improving air quality in the Coachella Valley, all fleet replacements are evaluated for their operational suitability for alternative fuels. Two (2) of the seven (7) vehicles recommended for purchase are designated for public safety use. Generally, police and emergency response vehicle are not operationally suited for alternative fuels based on their utilization. Of the remaining five (5) vehicles (flatbed and medium duty trucks) included in this package, staff has been unable to find suitable vehicles meeting the required specifications that have been equipped by the manufacturer for alternative fuel use. Apparently, Ford Motor Corporation is no longer manufacturing CNG fueled trucks. Although there is some speculation that Ford may release a CNG fueled truck in 2009, they are only producing ethanol and rlex-fuel vehicles at this time. Ethanol, which is currently only used as an additive in various fuel products, cannot be purchased as a separate fuel in California. Staff has also determined that at the present time the California Air Resource Board (CARB) has not approved any after market CNG conversion kits. Based on this information, staff finds that there are no suitable alternative fueled vehicles available for purchase at this time and recommends the acquisition of standard gasoline fueled vehicles. It is worth noting that the engines currently being installed in the vehicles recommended for purchase are certified as Low Emission Vehicles (LEV), generating about 50 percent fewer smog-forming emissions than traditional non-LEV vehicles. The Procurement and Contracting Division conducted a formal Invitation for Bid (IFB 08- 02) that was publicly advertised, posted to the City's website, and notices mailed to fifteen dealerships. Seven (7) dealerships responded to our invitation to bid. The results of the bid are tabulated below: Fiesta Ford $172,228.09 Redlands Ford $173,230.85 Fairview Ford $173,404.33 Fritts Ford $173,555.80 Raceway Ford $175,495.76 Villa Ford $177,658.97 Pearson Ford $179,975.63 Fiesta Ford, located in Indio, California, was the lowest, responsive, responsible bidder. Staff is recommending that the City Council approve the purchase of these vehicles from Fiesta Ford in an amount not-to-exceed $172,228.09. FISCAL IMPACT: This is a budgeted expense. Funds have been appropriated in the current fiscal year budget (Account 510-5475-50020 Motor Vehicles and 510-5475-50015 Specialized Equipment) for this purchase. oy .
