O�pALM SA4 U + w • C'g41 01, P CITY COUNCIL STAFF REPORT DATE: December 19, 2007 Consent Agenda SUBJECT: MODIFICATIONS TO AIRPORT ROADWAY SIGNAGE BY SIGN INDUSTRIES, INC. IN THE AMOUNT OF $68,759.36 FROM: David H. Ready, City Manager BY: Department of Aviation SUMMARY It is requested that City Council approve this expenditure for the purpose of improving the way-finding signage on the airport terminal roadways. RECOMMENDATION: 1. Approve the acquisition and installation of such signage, as outlined on Exhibit "A" attached, with Sign Industries, Inc. in the amount of$68,759.36. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The current Airport roadway signage was installed in November 2003 and the verbiage was designed for high threat levels that are now applicable only a fraction of the time. During those periods of lower threat levels, which are prevalent the vast majority of the time, the existing signage verbiage is simply not user friendly and it generates confusion to airport customers. This procurement shall allow for the manufacture and installation of secondary signage panels with user-friendly verbiage over about half of the existing signs. This way-finding modification will result in better service to the customer. Should the security threat levels escalate, then these secondary signs can be removed by airport staff and allow the underlying high-security sign verbiage to do its job. Exhibit A attached illustrates each sign that will be modified with the secondary panels and the new verbiage being used Sign Industries is the signage contractor who designed, manufactured and installed the original Airport Roadway signage. This company is the preferred vendor to ensures that Item No. n .J . City Council Staff Report December 19, 2007 -- Page 2 Modifications to Airport Roadway Signage the sign modifications are a compatible match to the structural integrity of the existing signage and also maintain aesthetic continuity with the colors and lettering of the existing signage. By using the original manufacturer, the warranty on the original sign structures will be preserved and remain the sole responsibility of Sign Industries. Subsequently, pursuant to Section 7.04.030 of the Municipal Code, a contract may be awarded by Council without competition when it is determined that an unusual or unique situation exists, in that due to experience and expertise demonstrated in prior contracts with the city a particular contractor is uniquely qualified for a particular task, that makes the application of all requirements of competitive sealed bidding or competitive sealed proposals contrary to the public interest. These new sign panels will be identical in shape, color, size and font as the existing signage as seen on the attached photo. FISCAL IMPACT: Funds for the purchase and installation of three ground based removable panels, 17 overhead removable panels and modification to three existing signs is available in Roadway Signage Enhancement Account 415-6500-56078 in the amount of $68,739.36.
