SUBJECT: APPROVE VEHICLE OUTFITTING FOR POLICE DEPARTMENT

SUMMARY
On October 3, 2007 City Council approved the purchase of 14 new Ford vehicles for
use by the Police Department. These vehicles have arrived at the dealer, and will be
delivered to Fleet Operations soon. Once received the vehicles require outfitting to
furnish and install a variety of equipment and electronic components in order to make
the vehicle ready for police operations. The Police Department desires to have the
vehicles outfitted by Woodcrest Vehicle Center of Riverside. The cost of the equipment
and integration services is: $8,830.19 per vehicle for 6 patrol vehicles; $11,300.54 per
vehicle for two K-9 Vehicles; and $3,250,71 per vehicle for four Detective/Admin
Vehicles. The total expenditure required for the vehicles is $91,875.04.
RECOMMENDATION:
1. Waive the competitive requirements of the Municipal Code and approve the
purchase of equipment and integration services for 14 police vehicles from
Woodcrest Vehicle Center in the amount of$91,875.04.
STAFF ANALYSIS:
Once received from the manufacturer, police patrol vehicles require a considerable
amount of outfitting in order to place the vehicle in service. The outfitting consists of
acquiring and installing a variety of equipment and devices required for police
operations. Examples of such equipment include light bars, sirens, push bars, prisoner
cages, gun mounts, and computer mounting devices.
On February 15, 2006 via Minute Order 7819, and on October 18, 2006 via Minute
Order 7937 City Council authorized Woodcrest Vehicle Center to begin outfitting Palm
Springs patrol vehicles. Woodcrest satisfactorily completed 24 that year. Their
equipment, workmanship, and support have been monitored by department staff and
the fleet operations division with approval.

Police Patrol Vehicle Outfitting Services
The ability of a firm to integrate the variety of equipment utilized in police patrol vehicles
is critical to the vehicle's ability to perform on the street. Woodcrest Vehicle Center also
outfits police vehicles for other agencies including the San Bernardino County Sheriffs
Department (SBSD) and the Riverside County Sheriff's Department (RCSD).
