It is unique in occupying an entire block and being in an architectural style reflecting the Mexican heritage of California. Ready, City Manager BY: The Planning Department SUMMARY Under Section 8.05 of the Palm Springs Municipal Code (Historic Resources), the City Council may designate properties as "Class 1" historic sites. The City's Historic Site Preservation Board (HSPB) has recommended such a designation for the single-family residence at 657 Via Miraleste titled "Invernada". The Council will conduct a public hearing and determine if the site should be designated. Class 1 designation would place the building under the guidance of Municipal Code Section 8.05 "Historic Preservation". RECOMMENDATION Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA DESIGNATING "INVERNADA" AT 657 VIA MIRALESTE, A CLASS ONE HISTORIC SITE." PROJECT DESCRIPTION The City of Palm Springs, via the Historic Site Preservation Board has filed an application requesting the structure at the subject property be designated a Class I historic site. Such designation would: 1. Place the subject property under the guidance of Municipal Code Section 8.05 2. Require present and subsequent owners to maintain the site consistent with that ordinance, and 3. Grant possible property tax reduction opportunities to the owner under the State of California Mills Act. ITEM NO. D City Council Staff Report February 6, 2006 Case: HSPB No.56; 675 Via Miraleste, "Invernada" Page 2 of 5 A full project description, historic assessment report, findings and recommendations can be found in the attached staff report to the Historic Site Preservation Board dated August 21, 2007. RECENT PRIOR ACTIONS In 2004, The single-family residence known as "Invernada", was one of 200 properties identified by a professional historic resources consultant, The Architectural Resources Group (ARG) in a Citywide Historic Resources Survey. It noted "Invernada" possesses sufficient historic importance to deem it eligible for individual listing on the National Register of Historic Places, or the California Register of Historical Resources at a local level. ARG also noted that in 1981, "Invernada" was listed on a Riverside County Historic Resources Survey, and in 2001, "Invernada" was identified in the City's Inventory of Historic Structures. On January 8, 2007 the HSPB initiated the study and investigation of this site for possible recommendation to City Council for Class 1 designation. On June 28, 2007 the City received correspondence from the owner supporting the designation recommendation of the property (attached). On August 21, 2007, the Historic Site Preservation Board voted unanimously to recommend that City Council designate "Invernada", a residence at 657 Via Miraleste, a Class I Historic Site in accordance with Municipal Code Section 8.05. HSPB Resolution #56 is attached. HISTORIC SIGNIFICANCE In 1930, the residence at 657 North Via Miraleste known as "Invernada" (meaning never winter), was constructed for George Heigho, a prominent industrialist from Detroit, Michigan. It was designed and furnished in the Spanish Revival architectural style. Detailed findings relative to the City Municipal Code Section 8.06 Historic Preservation in support of the designation recommendation can be found in the HSPB staff report (attached) and are summarized below: Based on the Board's analysis, it concluded that 657 Via Miraleste, known as "Invernada", is unique and significant because of its location, design, setting, materials, workmanship and aesthetic effect. It is one of the most prominent 'estates' in the Movie Colony neighborhood and one of the finest examples of the Spanish Revival style in Palm Springs. The location and setting of "Invernada" is significant in that the neighborhood retains much of its character, open space, and physical built form as it did during the historic 000002 City Council Staff Report February 6,2008 Case; HSPS No.56;675 Via Miraleste,"Invernada" Page 3 of 5 period of the 1930's and 1940's. During this period of time, this neighborhood developed as a resort enclave of wealthy socialites associated with the movie industry in Hollywood. The design, materials, workmanship and aesthetic effect of this site are significant because collectively they serve as an outstanding example of the Spanish Colonial Revival home typically built in Palm Springs during the city's first "golden era LANDSCAPE FEATURES The Board in its recommendation to Council has identified the entry gate, fountain and gardens, as well as the main structures as possessing historic significance. Under Ordinance section 8.05.020 "Definitions", the Board is required to evaluate among other criteria, the condition of "setting". The Ordinance provides no definition of setting. "Setting" is defined in Title 36 Part 60 of the National Code of Federal Regulations, which is the basis of the City's Preservation ordinance.' "Setting" is one of seven conditions that define a site's "integrity". Integrity is the ability of a property to convey its historic significance. Setting is defined as a structure's relationship to surrounding features and open space. "Setting" can include such elements as the relationship between buildings and open space, vegetation, paths, garden features, fences and so on. "Invernada" is set on a sprawling lot with mature cypress and olive trees, small gardens, as well as rows of manicured hedges along winding walkways located around the building and grounds. The fountain is a prominent feature located in the rear yard garden. The entry gate is comprised of scrolled wrought iron in a masonry portal with insets of handmade ceramic tile spelling out "Invernada".z The Board has recommended the entry gate, fountain, and gardens on the "Invernada" site to be included in the defining historic characteristics of the "setting" of this site. Future Board's authority to review alterations to a Class 1 site, including the noted landscape features, is limited to those defined in 8.05.180. Ordinance 8.05.180 "Approval Required" outlines the type of alteration activities that require Board Review. It denotes the following actions are the only ones that require Board review: (1) Construction of a new structure; (2) The moving, demolition or alteration of an existing structure in any manner which affects the exterior appearance of the structure; (3) A change in land use which affects the exterior appearance of a structure or the interior arrangement of public buildings; (4) The erection, remodeling or replacing of a sign which affects the exterior appearance of a structure. It is also the adopted criteria standard for the National Park Service/National Trust for Historic Preservation. HSPB No.56; 675 Via Miraleste, "Invernada" Page 4 of 5 In this case, change of land use, alteration to the fountain, the entry gate structure, or a proposal to add or modify structures in the area of the gardens are the only types of modifications of the open space that would necessitate future Board review and approval. Change of landscaping or routine maintenance would not be subject to HSPB or staff review. The Board further noted that the few 'modern' modifications to "Invernada" (air conditioning units, front portico wood screens, solar panels on guest house) are all removable and thus do not adversely affect the historic integrity of the site. OWNER PARTICIPATION In an e-mail received June 28, 2007, the owner of "Invernada", Dr. Ivor Nazareth wrote that he supports the Class 1 historical designation of his house. Staff sent Dr. Nazareth all pertinent information related to Class 1 historical designation and has been available for any questions regarding the designation-3 RECOMMENDATION In evaluating the Board's recommendations, the Council may choose one of the following actions. Please note that the HSPB recommends Action No. 3: 1. Not designate the site at this time. 2. Designate the site denoting the structures as the only historic elements. 3. Designate the site denoting the structures and other elements including the entry gate structure, the fountain and the gardens; or 4. Designate some other combination of structures and/or elements. NOTIFICATION Pursuant to section 8.05.140 of the Municipal Code of Palm Springs, All property owners within three hundred (300) feet of the subject property have been notified, and notice was published in a newspaper of general circulation. WHEREAS, Chapter 8.05 of the Palm Springs Municipal Code allows for the designation of historic sites; and WHEREAS, on January 9, 2007, the Historic Site Preservation Board initiated an application for historic site designation of 657 Via Miraleste; and WHEREAS, notice of a public hearing of the Historic Site Preservation Board of the City of Palm Springs to consider designation of 657 Via Miraleste as a Class 1 historic site was issued in accordance with applicable law; and WHEREAS, on August 21, 2007, the Historic Site Preservation Board conducted a public hearing in accordance with applicable law to consider designation of 657 Via Miraleste as a Class 1 historic site; and WHEREAS, at said hearing, the HSPB adopted Resolution #56 to recommend to City Council designation of 657 Via Miraleste as a Class 1 historic site; and WHEREAS, notice of a public hearing of the City Council of the City of Palm Springs to consider designation of 657 Via Miraleste, as a Class 1 historic site was issued in accordance with applicable law; and WHEREAS, on February 6, 2008, the City Council conducted a public hearing in accordance with applicable law to consider designation of 657 Via Miraleste as a Class 1 historic site; and WHEREAS, the designation of 657 Via Miraleste shall further the purpose and intent of Chapter 8.05; and WHEREAS, the designation of 657 Via Miraleste promotes the sensitive preservation of said site; and WHEREAS, in accordance with the California Environmental Quality Act (CEQA), the designation of a historic site is categorically exempt from environmental review pursuant to Section 15331 for the preservation of historical resources; and WHEREAS, the City Council has carefully reviewed and considered all of the evidence in connection with the designation, including but not limited to the staff report, application and historical research, all written and oral testimony presented and notes the following! 060006 City Council Resolution February 6, 2008 Case: HSP8 NO 56: 657 Via Miraleste Page 3 of 4 1. In 1930, Mr. George Heigho of Detroit, Michigan had the home at 675 Via Miraleste in Palm Springs constructed for his use. The second owners of "Invernada", Mrs. Meyer Lewis was a successful businesswoman and was credited with popularizing the Pear Tomato through the United States. 2. "Invernada" reflects the first "golden era" (from the 1920's through the 1940's), of Palm Springs growth and development as a world renowned desert resort community. "Invernada" is historically significant because it exemplifies the typical large vacation / retirement homes built by wealthy individuals and celebrities during this period. 3. This site presents an example of a period of architectural history because it is one of the finest examples of the Spanish Revival style in Palm Springs. 4. The setting, which defines the site's historical integrity, relates to the structure, it's features and open space with the existing fountain, the surrounding gardens, and the entryway gate. THE CITY COUNCIL DOES HEREBY RESOLVE: SECTION 1: Pursuant to CEQA, the City Council finds that the designation of 675 Via Miraleste as a Class 1 historic site is categorically exempt from environmental review pursuant to Section 15331 whereby this designation is for the preservation of a historical resource. SECTION 2: The Council does hereby make the following findings; "Invernada" at 675 Via Miraleste reflects or exemplifies a particular period of the national, state or local history; "Invernada" reflects the first "golden era" of Palm Springs growth and development as a world renowned desert resort community. From the 1920's through the 1940's, celebrities and prominent individuals built vacation homes, retirement homes and developed social and community institutions in Palm Springs. "Invernada" is historically significant because it exemplifies the typical large vacation / retirement homes built by wealthy individuals and celebrities during this period. "Invernada"is associated with lives of persons who made meaningful contribution to national, state or local history as follows: The property at 675 Via Miraleste is historically significant because it was associated with several people who made meaningful contributions to national, state and local history. Mr. George Heigho, for whom "Invernada" was built, was a successful businessman, owning one of the largest lithography companies in the country in 000007 City Council Resolution February 6, 2008 Case: HSPB NO 66, 657 Via Miraleste Page 4 of 4 Detroit, Michigan. Mr. Heigho also made meaningful contributions at the local level because he was instrumental in the formation and establishment of the Palm Springs Episcopal Church. The second owners of "Invernada", Mr. and Mrs. Meyer Lewis also were significant. Mrs. Myrtle "Tillie" Lewis, was a successful businesswoman and was credited with popularizing the Pear Tomato through the United States. Her company, Flotill Foods, was the largest supplier of military food supplies during the Korean War. Mrs. Lewis was a person who made a meaningful contribution to national history. "Invernada" at 675 Via Miraleste embodies the distinctive characteristics of a type, period or method of construction; This site presents an example of a period of architectural history and the defining historic characteristics and elements are: • It is one of the finest examples of the Spanish Revival style in Palm Springs. • The defining historic characteristics of this building and site are a low, sweeping east- facing portico with a massive arched entrance portico supported by a pair of short squat columns at the base of the deep low arch wing that serves as the main entryway and separates the fagade into two wings. • The roofs are side gabled with a low pitch and covered by arched red clay tile. The eaves are slightly projected over exposed rafter beams. Two chimneys pierce the side gabled rooflines and the east chimney contains scrolled ironwork ornamentation. Windows are flanked by board and batten shutters painted blue. • The exterior walls are covered with stucco and painted white- The fountain and gardens on the site are part of the setting of the historic property and recommended by the RSPB as a defining historic characteristic. • The iron entry gate at the sidewalk is set between two tall piers and bears the name "Invernada'". SECTION 3: Based upon the foregoing, the City Council does hereby designate "Invernada" at 657 Via Miraleste, Palm Springs, California as a Class 1 Historic Site subject to the following conditions; 1. The property owner shall permit the City to demark the building as a historic site with a marker of the City's choosing. The historic marker shall be placed in a location visible from the public right-of-way. The owner shall maintain the marker in the location installed and pay for the replacement cost if the marker is lost, stolen, or otherwise removed from the property. 000008 City Council Resolution February 6, 2008 Case: HSPB NO 56; 657 Via Miraleste Page 5 of 4 2. All future exterior modifications including but not limited to buildings, the gardens, fountain, signage and entry gate, shall require a Certificate of Approval by the Historic Site Preservation Board pursuant Municipal Cade Ordinance 8.05.180. 3. No permit for the alteration of the exterior, including signage and any and all of the defining elements and characteristics shall be issued without prior approval by the Historic Site Preservation Board. 4. That the City Clerk submits the Council Resolution to the County recorder for recordation within 90 days of the effective date of this resolution. 5. All existing or previously approved alterations shall be considered acceptable. ADOPTED THIS 6th day of February, 2008. David H. REPORT FROM THE CHAIR: (1) The Architectural Advisory Committee denied approval of the Wessman Baristo Lofts project (300 South Palm Canyon Drive—Santa Fe Federal Building) at their meeting August 20, 2007. (2) The AAC also advised Washington Mutual not to have a shade structure over the ATM -- they would like to see it removed and nothing put in its place. (3) The California Preservation Foundation will hold a conference here in Palm Springs in late April or early May 2009. There will be a planning meeting here in November 2007. Board will be kept apprised. 7. PUBLIC HEARINGS: A. Case No. HSPB #55— Class 1 Designation of the Oasis Office Building 101-121 South Palm Canyon Drive, Palm Springs, CA Continued from July 10, 2007 Meeting Possible Action: Class 1 Designation recommendation Staff explained the staff report and the new historic assessment report from the applicant—all provided in Board packets. PUBLIC COMMENTS — Oasis Office Building at 101-121 South Palm Canyon Drive: Steve Lyle, one of the owners of the Oasis building, urged the Board not to recommend the Oasis Office Building for Class 1 Historic Designation. Tony Merchell, P.S. Modern Committee, stated that the Modern Committee supports designating the Oasis Commercial Building for Class 1 Historic Site designation. William Kopelk, President, of the P.S. Preservation Foundation, spoke in favor of designation to a Class 1 Historic Site. Robert Imber, P.S. Modern Tours, spoke in favor of designation to a Class 1 Historic Site- DISCUSSION- Staff explained that this is a private building, so the Board can only evaluate the exterior of this building. Board member S. Saunders suggested the Oasis Building be designated Class 2. After Board discussion, (B. Strahl/J. Nelson) moved that the Oasis Office Building at 101- 121 South Palm Canyon Drive, Palm Springs, CA be recommended to Council for Class 1 Historic Site designation (5 Yes, 1 No, 1 Absent, 0 Abstentions). 7. B. HSPB#56 — Class 1 Designation of Invernada, a private residence at 657 North Via Miraleste, Palm Springs, CA Possible Action. Class 1 Historic Site Designation Recommendation This residence was identified in the 2004 Historic Resources Survey, and owner is supportive of designation of"Invernada" (approx. 2 acres) to a Class 1 Historic Site. Staff also received a letter from Kenneth & Mary Lou Feenstra supporting designation of Invernada. 000011. Grattan) moved to recommend "Invernada" as a Class 1 Historic Site #56 at 657 North Via Miraleste, Palm Springs, CA to the City Council for Class 1 Historic Site designation including the house, gardens, pool, fountain, and the entry gates (6 Yes, 0 No, 1 Absent, 0 Abstentions). 7, C. RSPB #53 — Class 1 Designation of Washington Mutual Bank (formerly Coachella Valley Bank) at 499 South Palm Canyon Drive, Palm Springs, CA Possible Action: Class 1 Designation Recommendation Staff explained the Staff Report, Survey, and answered various Board questions. After Board discussion, Board member B. Strahl moved to recommend to Council that Washington Mutual Bank building at 499 South Palm Canyon Drive, Palm Springs, be designated Class 1 Historic Site #53, including. (1) the long, uninterrupted roof canopy along the east and south facades; (2) the linear, uninterrupted cantilevered concrete base or "floating" floor slab; (3) the free- standing inverted parabolic pre-cast concrete columns which narrow at the top; (4) the long continuous expanse strip of windows on the north and south elevations; (5) the pure box-like volume of the building; (6) the moat-like water feature; and (7) the wide gentle-rising stairs on the main fagade as shown on page 5 of the Staff Report dated August 21,2007 and all the characteristics be included in the Resolution for City Council to see and consider. DISCUSSION: Board member Jade Nelson expressed concern that the parking structure is an integral part of the building's design by E. Stewart Williams. Chair S. Williams agreed that the parking structure should be included in the designation. Board member S. Saunders does not want to see the parking structure included in this motion. Vote: M/S/C (B. Strahl / S. Grattan) restated his motion ... "moved that this Board recommend to the City Council the designation of Washington Mutual Bank Building at 499 South Palm Canyon Drive, Palm Springs, as Class 1 Historic Site #53 and that all the defining characteristics as identified in the Staff Report, Page 5, paragraph 1.g , sub-paragraph 1 thru 7 be included in the Resolution as stated above (6 Yes, 0 No, 1 Absent, 0 Abstentions). NOTE: Motion did not include the parking structure. 8. CERTIFICATE OF APPROVAL REQUESTS.- A- Case SP-06-025, GTE Building, 369 North Palm Canyon Drive, Class 1 Site #26 Azul Restaurant's Signage Application Re-submittal Possible Action: Grant Certificate of Approval Staff explained that this application conforms to the City's current Sign Ordinance and the defining historic characteristics of this Class 1 Site. Two illuminated signs are proposed that would be mounted near the rear of the building on an existing dumbwaiter tower. It is staffs recommendation that the RSPB grant a Certificate of Approval for the proposed signage. Case 3.1277, GTE Building, 369 North Palm Canyon Drive, Class 1 Site #26 Azul Restaurant's Application for construction of a prefabricated enclosed exterior ADA lift. Possible Action: Grant Certificate of Approval Staff described the application request and staff report of August 21, 2007 in which staff recommends that HSPB grant a Certificate of Approval for the addition of an ADA approved handicapped lift at 369 North Palm Canyon Drive known as the GTE Building, Historic Class 1 Site#26. Mr. Irmanger, General Manager at Azul, stated that the ADA lift is designed so that it will blend in with the building so as not to be obtrusive. Staff reminded members that the Art Council wanted to coordinate with HSPB for a combined map. This is included in the Budget—Work Program memo. The recommended "Checklist' would help get the owner through a more streamlined process with the City. Nelson asked for an update on the Premier Apartment Building fire and if there is a report from the Fire Department (Orchid Tree Inn project). He called attention to "The Little Red School House" story on the front page of the Desert Sun today (8.21.07) - a relocate and/or save the structure meeting is being held if any member wants to attend. Parcel on North Palm Canyon Drive (second building south of Vista Chino and NPCD — behind the liquor store) two-story Spanish eclectic building appeared to be built before 1945. Staff advised build date was 1946, the building burned and was then taken down. Board member S. Saunders commented on an article from the Desert Sun on July 13, 2007 entitled "The Preservation of Architecture" and how Modernism is being threatened around the globe; however, there are some local contractors preserving architectural qualities on their new projects. Board member Strahl asked about the Santa Fe Federal Savings Bank status which was tied to the Baristo Lofts and when will it come up again to the Council? Staff advised that it will first come to the Planning Commission who will make their recommendation to the City Council. Staff will notify the Board as that moves forward. Board member J. Nelson asked about the Stay of Demolition on the Dr. Scholl residence and if Council will be hearing the designation recommendation before the Stay expires? In 1931, Mr. and Mrs. George Heigho constructed the home at 657 Via Miraleste which they named "Invernada 2. The Heigho's were a family of notable significance because Mr. Heigho owned and operated one of the largest lithography companies in the United States at the time, and was active in the formation of the Episcopal Church in Palm Springs. 3. The character-defining features of the home are its Spanish Colonial Revival architecture; which includes the two piece clay barrel tile roof, the heavy wood timbers, the smooth stucco walls, the steel casement windows, the decorative elements such as wrought iron window guards and gates, canales, arches, 600016 covered loggia, the entry gate with hand painted ceramic tiles with "Invernada" inscribed on them, the fountain and surrounding gardens. 4. The building stands as one of the finest examples of Spanish Colonial Revival architecture in Palm Springs and is also an excellent example of the large estate style homes built by celebrities and wealthy families during the first "golden era" of Palm Springs from the 1920's through the 1940's. THE HISTORIC SITE PRESERVATION BOARD HEREBY FINDS AS FOLLOWS: Criterion 1: A historic site is any real property such as: a building; a structure, including but not limited to archways, tiled areas and similar architectural elements; an archaeological excavation or object that is unique or significant because of its location, design, setting, materials, workmanship or aesthetic effect. The home at 675 Via Miraleste, known as "Invernada" is unique and significant because of its location, design, setting, materials, workmanship and aesthetic effect. The home is one of the most prominent 'estates' in the Movie Colony neighborhood. The location and setting of Invernada is significant in that the neighborhood retains much of its character and physical built form as it did during the historic period of the 1930's and 1940's when this neighborhood developed as a resort enclave of wealthy socialites associated with the movie industry in Hollywood (thus its name). The design, materials, workmanship and aesthetic effect of this site are significant because collectively they serve as an outstanding example of the Spanish Colonial Revival home typical built in Palm Springs during the City's first "golden era". Criterion 2: That is associated with lives of persons who made meaningful contribution to national, state or local history as follows: The property at 675 Via Miraleste is historically significant because it was associated with several people who made meaningful contributions to national, state and local history. Mr. George Heigho, For whom Invernada was built, was a successful businessman, owning one of the largest lithography companies in the country in Detroit, Michigan. Mr. Heigho also made meaningful contribution at the local level because he was instrumental in the formation and establishment of the Palm Springs Episcopal Church. The second owners of Invernada, Mr. and Mrs. Meyer Lewis also were significant. Mrs. Myrtle "Tillie" Lewis, was a successful businesswoman and was credited with popularizing the Pear Tomato through the United States. Her company, Flotill Foods, was the largest supplier of military food supplies during the Korean War. Mrs. Lewis was a person who made a meaningful contribution to national history. 000017 Criterion 3: That reflects or exemplifies a particular e� riod of the national, state or local history as follows,- Invernada reflects the first "golden era" of Palm Springs growth and development as a world renowned desert resort community. The HSPB makes recommendations to the City Council that certain sites be designated as Historic Sites in accordance with Section 8.05.135 of the Municipal Code. The HSPB may initiate studies, surveys and investigations it deems necessary to adequately gather information in consideration of a recommendation. Conditions that ap2ly to Class 1 Historic Sites. According to Section 8.05 of the Municipal Code, the following shall apply to a Class 1 Historic Site: 1. It shall meet the definition of an historic site as outlined in Municipal Code Section 8.05.020. 2. The City shall maintain an archival file on the property. 3, It may be qualified as `historic' at the federal, state, and/or county level. 4. The structure/site may not be modified nor objects removed without the approval of the City Council. 5. The use may be limited by the City Council to the extent that it may impair the integrity of the site. E. A marker explaining the historic nature of the site will be installed at the site. 7, Compliance with all rules and regulations for Historic Sites and Historic Districts under Article IV of Chapter 8.05 of the Municipal Code shall be required. DESCRIPTION AND ANALYSIS The site is approximately a 2-acre parcel located north of the Central Business District in a neighborhood known as "The Movie Colony Invernada is three blocks north of Alejo and three blocks east of Indian Canyon and is situated in a residential neighborhood comprised mostly of custom built homes of varying age. Invernada, (which roughly translates as "never winter") was constructed in 1931 for the George Heigho family, and has been described as the finest example of Spanish Colonial Revival architecture in Palm Springs. A large stucco portico with short squat columns and a clay tile roof marks the main entrance to the house and separates the lower wing of bedrooms from the upper wing of living, dining and kitchen areas. The 7,500 square foot home is configured as a wide "U"-shaped plan with a pool and fountain set in the center courtyard. Several accessory structures of similar design and vintage as the primary structure exist on the site including a guest house, garage, and servant's quarters. The landscape at Invernada is heavily planted with mature trees, manicured lawns and extensive shrubs and hedges. The attached primary record and historic resource report describe in further detail the physical condition and significant characteristics of the site. The original owner, Mr. George Heigho was a successful businessman from Detroit where he owned one of the largest lithography companies in the nation. The Heighos first came to Palm Springs in the 1920's and were active in the development of the Palm Springs Episcopal Church. The Heighos had filled Invernada with furniture, rugs, art and other collectables from an extensive tour they did of Europe in the late 1920's. Both the Heigho's died in the 1940's and in 1946, Meyer and Myrtle "Tillie" Lewis bought the home. Mrs. Lewis is credited for popularizing the Italian Pomodoro (pear) tomato in the United States. Affectionately known as "the Tomato Queen", Mrs. Lewis' company, Flotill Foods Corporation produced successful lines of diet foods and was the largest supplier of C- rations to the military in the Korean War. The home, pool, gardens, fountain, driveway entry portal are all notable components of the Invernada site. Interiors of privately-owned sites do not fall under the jurisdiction of the Historic Site Preservation Board; however this home has significant interior elements worthy of note. A large two-story tall living room in the center wing of the home has hand carved wood beams across the ceiling. The bathrooms of the home also contain original ornately colored ceramic tile, with each bathroom's colors and tile patterns unique from the others. The building has undergone minimal physical changes and retains a high degree of architectural and historical integrity. Those items that have been added which do not contribute to the historic integrity of the site include mechanical equipment for air conditioning, solar collectors mounted on the roof of the guest house, and a wood trellis- like screen wall across the front of the portico. All these components could be removed or modified and thus are not considered detrimental to the overall defining characteristics or historic integrity of the site. The current owner, Mr. Ivar Nazereth has submitted a letter expressing his support of the proposed designation. The Invernada estate is distinguished by a law, sweeping east-[acing fagade with a massive arched entrance portico that serves as the main entryway rind separates the ragade into two wings. The portico stands proud of the principal wall plane and is supported by a pair of short, squat columns at the base Of the deep, low arch. The massive double-height portico also serves as a transition between the lower south wing and the higher spaces on the north wing. Roofs are side-gabled with a low-pitch and covered by arched red clay tile; eaves are slightly projected over exposed rafter beams, two chimneys pierce[he roofline: a small tower like chirrmey to the south and a taller narrow chimney set in front of the wall plane, both chimneys have elaborated hoods. Exterior walls are covered with stucco and painted white. Scrolled ironwork ornament is affixed to the entrance portico and the large chimney to the east. Windows of various sizes puncluate the elevations and are flanked by board and batten shutters painted blue. The main entrance door is obscured behind a wood lattice screen. The grounds of Invernada are equally as distinguished eis the house. Set on a sprawling lot with mature cypress and olive trees as well bushes and narrow lawns, the landscaping evokes a stately air. Rows of manicured hedges line a pathway leading from the sidewalk to the entrance tower: an iron gate with the ward Invernada is sot between two [all piers P3b. For centuries the habitat of the Ague CaliontQ band of Cahuilla Indians, Palm Springs, slip of natural hot springs and sunny desert climate, drew its first non-Indian visitors in the late 19th century For reasons of improved health and recuperation, the first settlers established early hotels and inns. Not until 1938 did the village of Palm Springs incorporate, setting out a gridded street plan and zoning controls By then Palm Springs had already acquired an identity as a winter retreat for Hollywood stars and the wealthy, as evidenced by the exclusive older neighborhoods of Old Las Palmas, the Movie Colony Little Tuscany, and the Tennis Club quarter, initially built for winter residents. Concurrently from the 1940s through the 1960s, Palm Springs was transformed into an increasingly urban environment, building schools, hospitals and an airport and other civic amenities. The commercial core of the City, long concentrated along the main thoroughfares of Palm Canyon Drive and Indian Canyon Drive, flourished. Expanding residential development began in the early 1960s when large tracts of popular, reasonably priced, Modernist-style homes were constructed by Jack Moisolman and later, George and Robert Alexander throughout Palm Springs. The house was built in approximately 1930 and does not appear 10 be significantly modified on the exterior. The residence retains a high degree of integrity; the location, setting, design materials, workmanship,feeling, and association appear to remain unchanged since the building was constructed. In addition, because moss of the residential buildings surrounding the property are older, the setting 01 the residence is intact The estate known as Invernada appears to meet the level of significance necessary for individual National Register of Historic Places or California Register of Historical Resources eligibility al the local level. As one of the best examples of Spanish Revival residences in Palm Springs, Invernada maintains an elevated level of significance. This residence is typical of the pattern of development that occurred in the City of Palm Springs and the house is an excellent example of residential buildings of its type, period, or method of construction.
