I )City Council Staff Report DATE: February 6, 2008 Consent Calendar SUBJECT: Amendment No. 6 to Allocated Positions and Compensation Plan FROM: David H. Ready, City Manager BY: Department of Parks and Recreation SUMMARY Maintenance of the City's downtown area is currently handled by the Parks and Recreation Department. A reevaluation of the level and frequency of the maintenance schedule has prompted staff to explore various changes in equipment and staffing to better address those requirements. Hence, the Parks and Recreation Director is recommending a restructuring of three positions to enhance supervisory capacity of the downtown maintenance functions, provide greater oversight of the City's golf course and park maintenance contracts, as well as more accurately reflect the organizational structure of the department. RECOMMENDATION: 1. Adopt Resolution No. f "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 6 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN FOR FISCAL YEAR 2007-08, ADOPTED BY RESOLUTION 21907" and; 2. Authorize the City Manager to execute all documents necessary to effectuate this action. STAFF ANALYSIS: The Parks and Recreation Department is responsible for the maintenance of the downtown area. This includes trash and debris removal, painting of benches and trash receptacles, general maintenance, banner installation, maintenance of the landscaped areas and steam cleaning of the sidewalks. A four person crew currently handles these maintenance responsibilities. This crew, which begins their duties in the early A.M. ITEivi VO. rTu City Council Staff Report February 6, 2008- Page 2 Amendment No. 6 to Allocated Positions Plan hours, is currently supervised by the Parks Maintenance Superintendent. However, this supervisory position, which is also responsible for supervising the parks maintenance staff and overseeing the City's landscape contractor, is not always available during the same hours as the downtown maintenance crew, due to other management obligations. Over the past several months, staff has been researching various options to enhance supervision and increase the maintenance levels in the downtown area, as well increased oversight of the parks and golf course contractors. As a result, the Parks Director has nominated the following recommendations; 1. Reclassification of the existing "Maintenance Mechanic" position to "Downtown Maintenance Supervisor." This position will provide consistent and direct on-sight supervision of the downtown maintenance crew, ensuring a higher level of oversight and efficiency. In conjunction with the purchase of two large integrated sweeper-scrubbers and two small scrubbers that the City Council approved in December, this new supervisory position will allow for the following maintenance enhancements: • Increased cleaning of the pavers to once-per-week rather than the current once- per-month schedule. • Increased intervals of painting and maintenance from every four months to every two months. • Regular cleaning of the pedestrian entry areas at the parking structure, pedestrian alley, and trash enclosure. • Better compliance with current NPDES (National Pollution and Discharge Elimination System) by ensuring no chemicals or pollutants are discharged into the storm sewer system by cleaning operations. 2. Reclassification of the existing "Parks Maintenance Supervisor" position to "Downtown, Parks, & Golf Operations Manager." This position will be responsible for coordinating the overall downtown maintenance effort; certain capital projects as required; heightened oversight of the management contracts with Arnold Palmer Golf Management and the parks maintenance contractor, in addition to supervision of the City parks maintenance crews. Reclassification of the "Parks and Recreation Manager" to "Assistant Director of Parks and Recreation." The current position has broad responsibilities within the department as a result of supervisory position reductions in prior years. Hence, this recommended reclassification reflects a proposed greater role for an Assistant Director position, including the capacity for enhanced department oversight in addition to providing senior management supervision during periods when the Director may be absent. FISCAL IMPACT: The recommended changes are reclassifications only of existing authorized positions. The estimated cost impact in the current fiscal year will be approximately $31,000. The annual cost of these changes is estimated at $68,000 with placement of the Downtown Maintenance Supervisor at the "step 2" salary range. Although this is not a budgeted expense, there are sufficient salary savings due to existing vacancies and personnel who are presently not filling these positions due to workers' compensation claims and a recent retirement Additionally, the full-time supervisory position for the downtown area will reduce the use of overtime currently paid to install street and light pole banners. This particular modification is anticipated to result in approximately $7,000 savings annually. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year 2007-2008 is hereby amended, as follows. SECTION 2.
