THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE: To endorse the United States Conference of Mayors Climate Protection Agreement as amended by the 73rd annual United States Conference of Mayors (attached). The Palm Springs City Council directs the City's Resource Conservation Commission to develop and make recommendations to the City Council on the implementation of specific policies and procedures, and target goals that will enable the City of Palm Springs and its residents to reduce energy consumption, reduce emissions that adversely affect air quality, and recommend policies and or programs that promote water conservation. We urge the federal government and state governments to enact policies and programs to meet or beat the target of reducing global warming pollution levels to 7 percent below 1990 levels by 2012,including efforts to: reduce the United States'dependence on fossil fuels and accelerate the development of clean,economical energy resources and fuel-efficient technologies such as conservation,methane recovery for energy generation,waste to energy,wind and solar energy, fuel cells,efficient motor vehicles, and biofuels, B. We urgethe U.S.Congressto pass bipartisan greenhouse gas reduction legislation that 1)includes clear timetables and emissions limits and 2)a flexible,market-based system of tradable allowances among emitting industries;and C. Make energy efficiency a priority through building code improvements, retrofitting city facilities with energy efficient lighting and urging employees to conserve energy and save money; 6. Purchase only Energy Star equipment and appliances for City use; 7. Practice and promote sustainable building practices using the U.S.Green Building Council's LEEO program or a similar system; 8. Increase the average fuel efficiency of municipal fleet vehicles;reduce the number of vehicles; launch an employee education program including anti- idling messages;convert diesel vehicles to bio-diesel; 9. Evaluate opportunities to increase pump efficiency in water and wastewater systems; recover wastewater treatment methane for energy production; 10. Calhoun — Staff Liaison, Resource Conservation Commission SUMMARY Mayor Pougnet requested that the Resource Conservation Commission place on its agenda a discussion of the U.S. Conference of Mayors' Climate Protection Agreement (2005). Hence, on January 15, 2008, the Commission unanimously voted to recommend that the Palm Springs City Council adopt a Resolution endorsing that agreement. Moreover, this action directs the Resource Conservation Commission to develop recommendations for Council consideration related to policies, procedures and target goals that the City might implement to reduce emissions which adversely affect air quality; reduce energy consumption; and promote water conservation. RECOMMENDATION: 1. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, ENDORSING THE UNITED STATES CONFERENCE OF MAYORS' CLIMATE PROTECTION AGREEMENT AND DIRECTING THE CITY'S RESOURCE CONSERVATION COMMISSION TO RECOMMEND POLICIES, PROCEDURES AND TARGET GOALS THAT THE CITY MIGHT IMPLEMENT TO REDUCE ENERGY CONSUMPTION,- REDUCE EMISSIONS THAT ADVERSELY AFFECT AIR QUALITY, AND PROMOTE WATER CONSERVATION." 2. Authorize the City Manager to execute all documents necessary. FISCAL IMPACT: Adoption of this resolution has no immediate fiscal impact. If adopted, the Resource Conservation Commission will develop recommendations for policies, programs and target goals that the City Council might implement.
