SUBJECT: Request for Fee Waiver—The Desert Classic Contours d'Elegance

SUMMARY
The City has received correspondence from a local event promoter requesting that the
City provide a partial waiver of greens fees at the Tahquitz Creek Golf Course on
Saturday, March I st to accommodate 40 to 60 members of The O'Donnell Golf Club that
will be displaced as a result of The Desert Classic Contours d'Elegance Auto Shaw.
RECOMMENDATION:
1. Receive and file request for fee waiver or direct staff as appropriate.
STAFF ANALYSIS:
A local event promoter is producing a classic car show known as "The Desert Classic
Contours d'Elegance" at the O'Donnell Golf Course from February 29 through March 1,
2008_ A Contours d'Elegance, which in French means a competition of elegance, is a
competition between automobile owners to be judged on the appearance of their
automobiles. Notable Contours d'Elegances include: Pebble Beach Contours
d'Elegance, Hillsborough Contours d'Elegance, and the Meadow Brook Contours
d'Elegance.
The promoter is estimating that the event will draw as many as 4,000 attendees.
Proceeds from the event will go to aid significant institutions in the Coachella Valley,
including Animal Samaritans, The Lucy Curci Cancer Center and the College of the
Desert.
Since the golf course at the O'Donnell Golf Club will have to be closed to accommodate
the auto show, the promoter has requested use of the Tahquitz Creek Resort on

Request for Event Sponsorship—The Desert Classic Concours d'Elegance
Saturday, March 1st. A copy of the promoter's correspondence requesting the waiver is
attached. During season, the golf resort would normally charge Palm Springs residents
a rate of $50.00 a round to play on Saturday. Non-residents are charged a slightly
higher rate of $99.00 a round. According to the promoter, the O'Donnell members are
willing to pay $20.00 per round. Based on the resident's rate, this leaves a difference of
$30.00 per round that would have to be subsidized by the City. If all 60 members or the
O'Donnell Golf Club play the golf resort, the financial impact would be $1,800 at the
resident's rate. At the nonresidents rate, the total financial impact would be $4,740.
During the weekend of the proposed classic car show the Tahquitz Creek Golf Resort
normally experiences a high volume of play. Last year, the Resort Course had
approximately 228 rounds of golf on the first Saturday in March. The maximum number
of rounds the Resort course can support on any given day is 250. Although the financial
impact to the City's golf course is nominal, the City has had to use the General Fund to
subsidize the golf course fund over the years. In Fiscal Year 2006-07, the City
transferred $700,000 from the General Fund to the Golf Course Fund to cover expenses
over revenues. Therefore, consistent with past practice, staff does not recommend
approval of the fee waiver.
FISCAL. IMPACT
The promoter is seeking a waiver of fees at the Tahquitz Creek Golf Course. The
estimated loss in revenues to the City is estimated around $1,800.
