Ready, City Manager BY: Department of Aviation SUMMARY This action would result in the City Council concurrence with the Airport design team's Architectural Advisory Committee and Planning Commission submittal package representing the Phase II Refurbishing/Expansion of the passenger terminal building. RECOMMENDATION: That City Council determine that the design of this Phase II Airport Terminal Refurbishing/Expansion Project, as submitted to the Architectural Advisory Committee and the Planning Commission for their February 11 and 13 meetings, satisfies the previous City Council direction which intended to unify the architecture on the east exterior of the building; finish the re-landscaping of the large courtyard as a welcoming oasis; provide optional shade for passengers walking between the new south concourse; allow for more effective passenger way-finding; replace the unsightly terminal-front K-rail ; improve ADA access at the main entry; and accommodate new food and beverage concession in the courtyard and southerly hold-room areas. STAFF ANALYSIS: Following the completion of the south concourse and the security checkpoint relocation projects, the City Council recognized the need to complete additional elements that would further enhance the image of the airport, elevate comfort to the passenger, and improve efficiency to the airlines. Council directed that the next phase of the terminal improvement project commence in 2008 and attempt completion prior to the upcoming peak season. Item 2 . A . The remodeling of the main courtyard into a welcoming oasis with water feature; and 2. A more impressionable, efficient and comfortable entry/lobby area for passengers that offers a unifying architectural theme beginning from the east entry side of the building; and 3. Enhanced way-finding features for passengers; and 4. Additional shade and shelter for passengers walking between the new south concourse, and 5. New additional concession space in the large courtyard and the south concourse; and 6. Additional passenger queuing space and enhanced security at the checkpoint to relieve peak hour congestion; and 7. A more appealing, yet security capable feature that replaces the unsightly k-rail in the front of the terminal. The airport design team has worked now for several months on this architecturally unified plan that addresses the City Council directives. The attached overall floor plan of the terminal complex shows in broad terms the areas of the Phase 11 project. A full array of colored renderings will be provided and thoroughly presented at this meeting. FISCAL IMPACT: The project has evolved from its early estimates and is currently projected to cost approximately $8 million. The airport expects that entitlement funding from the FAA, AIP 43, will fund the vast majority of this project and that the airport funding apportionment would come from existing and projected airport revenues from land sales. ,A Thomas Nolan, A.A.E, Executive Director Allen Smoot, Owner's R resentative David H.
