RE: Establishment of new fund: Indian Gaming Special Distribution Fund
RECOMMENDATION:
It is recommended that the City Council establish a new fund, the Indian Gaming Special Distribution
Fund, for the purposes of accounting for the total of$897,062 allocated to the City of Palm Springs
for Fiscal Year 2004-05, and authorize the Director of Finance and Treasurer to do the necessary
transfers of revenue and expense between the various funds involved.
SUMMARY:
The Indian Gaming Special Distribution Fund (IGSDF) is being established to track the expenditures
of nearly $900,000 of Police and Fire Safety costs. The IGSDF is funded by payments by the Indian
casinos into a statewide fund, a portion of which is distributed to the counties, and eventually to local
governments.
BACKGROUND:
The County of Riverside was allocated about $10 million for distribution to local governments to
mitigate the impacts on services from Indian casinos. The money is distributed to local governments
via a fairly complex formula that for the most part boils down to how close an Indian casino is to the
city or other local entity.
Obviously, in the case of the Agua Caliente's downtown casino, the question of nexus is easily
answered. Via the allocation process, the City is to receive $897,062 for several specific purposes
The breakdown of the allocation is:
Funding for 3 Firefighter/Paramedics $317,540
Funding for replacement of Fire Engine 225,294
2 new Police Officers for Casino Patrol 190,000
Downtown Experience Office 61,808
Drug Prevention Officer 51,210

Another part of the transaction is the transfer of$22,482 from the Safety Augmentation Fund to the
new IGSDF. This is money that was donated directly by the Tribe in April, 2004 to fund a portion of
the Drug Prevention and DARE officers, and had not been fully expended as of June 30, 2004

The total appropriation in the new IGSDF would be $927,893 The City's allocation of $897,062, plus
the transfer of$22,482 total $919,544. The balance of approximately $9,300 would be covered by
either interest earnings in the IGSDF, from savings in expenditures, or a combination of both.
The establishment of the new fund will provide a much better tracking mechanism for the revenues
and expenditures generated by the Special Distribution Fund. The net impact on the General Fund
for Fiscal Year 2004-05 is to improve fund balance by $3,575

WHEREAS an Allocation Positions and Compensation Plan was adopted June 9, 2004, for the 2004-05
fiscal year by Resolution 20974; and
WHEREAS the City Council desires to amend said Allocated Positions and Compensation Plan for 2004-
05 to properly allocate and correct the Secretarial Position in Planning Services and Senior Secretary in
Strategic Planning which were incorrectly placed, and to move seven (7) positions into the Indian Gaming
