FROM: David H_ Ready, City Manager BY: Department of Aviation SUMMARY Each year the Palm Springs International Airport (PSP) receives federal grants under the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP). The Airport expects to receive two AIP grants in the near future. RECOMMENDATION: 1. Authorize the City Manager to accept Federal Aviation Administration (FAA) Grant Nos. 3-06-0181-43 and 3-06-0181-44 in an amount not to exceed $4,000,000 to improve / modify/ rehab Terminal Complex (multi-year grant) and in an amount not to exceed $6,000,000 to rehabilitate Runway 13L-31 R, Taxiway E and Cross Connectors: B, D, F, H and J. 2, Adopt Resolution No. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR FISCAL YEAR 2007-08. 3. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The FAA has indicated that a grant in an amount not to exceed $4,000,000 is anticipated to be offered to PSP in the near future and the City will be required to accept the grant within five (5) days of the offer. It will also include a Pavement Condition Index Study update. It is expected this grant will be titled AIP 43. The FAA has indicated that a grant in an amount not to exceed $6,000,000 is anticipated to be offered to PSP in the near future and the City will be required to accept the grant within five (5) days of the offer. This discretionary grant will be used to rehabilitate Runway 13L-31 R, Taxiway E and cross connectors B, D, F, H and J. It is expected this grant will be titled AIP 44, These AIP grants for airport development and improvement projects are consistent with PSP's current Airport Master Plan and Airport Capital Improvement Program (ACID). Both grants are anticipated to be offered at approximately the same time and the AIP grant numbering may be reversed by the FAA. FISCAL IMPACT: The FAA grants will fund 95% of eligible project costs, the remaining 5% plus all ineligible costs will be funded from the Airport's fund balance. The grant for the airfield rehabilitation was not expected until next fiscal year and therefore a Budget Resolution for the 5% City share of the grant is included. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR FISCAL YEAR 2007-2008 WHEREAS, Resolution 21901 approving the budget for the fiscal year 2007-08 was adopted on June 6, 2007; and WHEREAS the City Manager has recommended, and the City Council desires to approve, certain amendments to said budget. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. ADDITIONS Fund Activity Account Amount 415 Airport Rehab RW 13L - 6400-XXX)CX $315,789 31R & TWs Purpose: To amend the FY 2007-08 budget to provide funds for the 5% City portion of an AIP grant to rehabilitate RW 13L-31 R and TWs. SECTION 2. SOURCE Fund Activity Account Amount 415 Airport Retained Earnings 29302 $315,789. ADOPTED THIS 5th day of March 2008. David H.
