HomeMy WebLinkAbout7/21/2004 - STAFF REPORTS (2) DATE: July 21, 2004 TO: City Council FROM: Director of Aviation BRANDSTRATEGY RECOMMENDATION: That the City Council approve the contract with "BrandStrategy" and allow the City Manager to enter into a contract with Duane Knapp to provide training under the "One of a Kind" Experience Program in an amount not to exceed $30,000. BACKGROUND: For the last year, Airport Management and the Airport Commission have been working together to further expand the Commission's PSP Customer Care Program. Duane Knapp has been actively working with many valley-wide agencies and cities under the Palm Springs Desert Resorts Convention & Visitors Authority's BrandStrategy for local communities. Palm Springs International Airport is faced with a unique challenge in integrating itself into the fabric of this valley-wide BrandStrategy. With the challenges of security regulations and increased passenger enplanements, the Airport plays a key role in maintaining and improving upon the overall experience of passengers utilizing our facilities. That experience must be a positive and worthwhile one, otherwise, that passenger may choose to utilize the services of another Airport in the future. In a rapidly growing and popular market such as ours, one passenger may, in fact, represent several as visitors and residents may have the occasion to use the Airport multiple times annually. The Airport plays a very vital role in this valley-wide approach to our customers as we often constitute, for many, the first and last impression of our resort area. The Airport looks forward to a very unique opportunity to develop an effective and unique "One of a Kind" Experience Program for all passengers traveling through our facilities. This program will entail the training of both Department of Aviation staff as well as those of our tenants, especially those front line employees interacting with the traveling public and meeters & greeters on a regular basis. The Airport Commission heard this item on April 7, 2004, and unanimously endorsed working with Mr. Duane Knapp on the BrandStrategy program here at Palm Springs International Airport. Director of Aviation APPROVED. r DP Ci'F anag �tl Attachments: Minute Order Contract Services Agreement CITY OF PALM SPRINGS CONTRACT SERVICES AGREEMENT FOR BRANDSTRATEGY - "ONE OF A KIND" EXPERIENCE PROGRAM TRAINING THIS CONTRACT SERVICES AGREEMENT (herein "Agreement') is made and entered into this day of 1 , by and between the CITY OF PALM SPRINGS, a municipal corporation (hereon "City") and (herein "Contractor"). NOW, THEREFORE, the parties hereto agree as follows: 1.0 SERVICES OF CONTRACTOR 1.1 Scope of Services. In compliance with all of the terms and conditions of this Agreement, the Contractor shall perform the work or services set forth in the "Scope of Services" attached hereto as Exhibit "A" and incorporated herein by reference. Contractor warrants that all work and services set forth in the Scope of Services will be performed in a competent, professional and satisfactory manner. 1.2 Compliance With Caw. All work and services rendered hereunder shall be provided in accordance with all ordinances, resolutions, statutes, rules, and regulations of the City and any Federal, State or local governmental agency of competent jurisdiction. 1.3 Licenses, Permits. Fees and Assessments. Contractor shall obtain at its sole cost and expense such licenses, permits and approvals as may be required by law for the performance of the services required by this Agreement. 2.0 COMPENSATION 2.1 Contract Sum. For the services rendered pursuant to this Agreement, Contractor shall be compensated in accordance with the "Schedule of Compensation" attached hereto as Exhibit "B" and incorporated herein by this reference, but not exceeding the maximum contract amount of Dollars ($ ) ("Contract Sum"). 2.2 Method of Payment. Provided that Contractor is not in default under the terms of this Agreement, Contractor shall be paid as outlined Exhibit "B" Schedule of Compensation. In partnership with the Palm Springs International Airport, will define and develop a promise that will deliver a "One of a Kind" Experience. II. Culturalization-Creates a customized Culturalization training guide to train all of the Palm Springs International Airport employees and associates on how to deliver a "One of a Kind" Experience. III. Tenant Strategy - BrandStrategy, Inc., in partnership with the Palm Springs International Airport, will develop an "experience" audit for all airport tenants (airlines, retail, and food service organizations) to deliver exceptional products and service for all visitors. EXHIBIT "A" EXHIBIT "B" SCHEDULE OF COMPENSATION For the services to be rendered by BrandStrategy, Inc. hereunder, Palm Springs International Airport shall pay fees including the following: I. Development of a BrandPromise $6,000 II. Culturalization Training Guide $12,000 III. Development of an "experience" audit for Airport Tenants $9,000 Expenses including, but not limited to, travel and related expenses incurred while performing these services must receive prior approval from PSIA. BrandStrategy, Inc. agrees that the total fees for professional services will not exceed $30,000, including reimbursables, for execution of the scope of services entailed in this agreement. J EXHIBIT "B" MINUTE ORDER NO. ! AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH DUANE KNAPP TO PROVIDE TRAINING UNDER THE "ONE OFA KIND"EXPERIENCE PROGRAM IN AN AMOUNT NOT TO EXCEED $30,000. I HEREBY CERTIFY that this Minute Order, authorizing the City Manager to enter into a contract with Duane Knapp to provide training under the "One of a Kind" Experience Program, in an amount not to exceed $30,000 was approved by the City Council of the City of Palm Springs, California, in a meeting thereof held on the 21" day of July, 2004.
