A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, IN OPPOSITION TO THE
PROPOSAL FOR THE EARLY RELEASE OF INMATES
FROM THE STATE'S PRISONS.
WHEREAS, the California prison system is the second-biggest in the United
States, after the Federal prison system; and
WHEREAS, California has approximately 172,000 inmates incarcerated in 33
institutions; and
WHEREAS, in an effort to save millions of dollars, Gov. Schwarzenegger is
considering the early release of approximately 22,000 low risk inmates, those
considered nonviolent, not sex offenders that had less that two-years left on their
sentences, and
WHEREAS, if such a plan were put into action, it would constitute one of the
biggest early releases of prisoners in U.S. history; and
WHEREAS, an early release program may put thousands of criminals back on
the street without any assurances that they are able to successfully rebuild their lives or
that the community would be safe from increased crime; and
WHEREAS, an early release program may immediately decrease the prison
population, but may jeopardize public safety and provide for serious and repeat
criminals to be turned loose in our "backyards;" and
WHEREAS, if counties and cities have to commit additional resources and spend
more money patrolling the streets, the State will not save any money by releasing
inmates early.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Palm Springs City Council expresses its opposition to the early
release of approximately 22,000 inmates prior to the expiration of their sentences.
