GEORGE MIERS & ASSOCIATES FOR ANIMAL SHELTER
ARCHITECTURAL DESIGN TEAM SERVICES

SUMMARY
Staff is seeking authorization from Council to enter contract negotiations with George
Miers & Associates for the new Animal Shelter Architectural Design Team Services,
based on the results of SOO 06-08 and recommendation of the Evaluation Committee.
If Council grants this authorization to enter into negotiations, a contract services
agreement will be brought back to the Council for action at a future date.
RECOMMENDATION:
1. Authorize staff to enter contract negotiations with George Miers & Associates for
Architectural Design Team Services for the new Animal Shelter project.
STAFF ANALYSIS:
For many years the City, Friends of the Animal Shelter and the Animal Shelter staff
have longed to replace the current old and seriously undersized Palm Springs Animal
Shelter. Recently the City Council took action to allocate $5m of Redevelopment Bond
proceeds for the development of a new shelter. This funding along with planned fund
raising by the Friends should provide the dollars needed for this facility.
The Procurement and Contracting Manager and Owners Representative worked
together to develop Statement of Qualifications (SOO) 06-08 for the professional
Architectural Design Team Services for the new Animal Shelter project. The SOO was
posted to the City's website on November 20th, advertised in The Desert Sun November
24'h and December 15t, and sent electronically to 36 firms that had registered in the
ITEM NO.

City's on-line vendor database as providing professional licensed architectural design
services. Nineteen (19) submittals were received by the January 3`d deadline,
An Evaluation Committee consisting of two City Council members, a local veterinarian,
the Owners Representative, and staff from Animal Control, Public Works, Planning and
the Airport short-listed four (4) firms and invited them to interview and do a presentation
for the Evaluation Committee. From the initial interviews held on January 25th, the
Evaluation Committee elected to invite three (3) firms back for a final interview and
presentation. The three finalists were Architects Collaborative (AC-6), Urrutia
Architects, and George Miers & Associates.
On March 4th the Evaluation Committee attended the final presentations/interviews that
were based upon specific criteria established by the committee. After a full day of
presentations and thoughtful evaluation, the Evaluation Committee ranked George
Miers & Associates as the highest ranked firm, and awarded them the highest overall
total evaluation score.
George Miers & Associates (GMA) is an Architecture, Planning and Interior Design Firm
with special expertise in the programming and design of Animal Care Facilities and
other Public Service Buildings. Founded in 1982 in Moraga, CA. the firm is committed
to the development of user responsive buildings which are carefully planned to enhance
the animal's life while minimizing maintenance and providing for future adaptability and
expansion, GMA's Animal Care facilities have been the recipients of numerous awards
and national attention as they created a new standard for animal shelters seeking to
establish people-oriented, adoption/education spaces and humane animal habitats.
GMA has designed animal control facilities across the United States and Canada. Their
extensive client list includes the San Diego Humane Society, San Diego County Animal
Services, City of Oakland Animal Control Facility and SPCA, Antioch Animal Shelter,
Contra Costa County Animal Control, Winnipeg Humane Society, Edmonton SPCA,
Wisconsin Humane Society, and Humane Society of Rochester & Monroe County (NY),
just to name a few. The firm's experience with designing multiple animal shelter
projects across the nation in different climates, each with their own unique architectural
style, specific knowledge and understanding of the importance of operational
functionality and animal health, and experience with LEED certified public buildings
were all key factors in the selection.
Since animal shelters are by their very nature unique projects, they lend themselves to
the architectural design "team" concept, as requested in the SOQ document. While
George Miers would be the architect of record and project designer, the other key
members of his team include James Cioffi of Palm Springs based Cioffi Architects as
Project Manager; Andrew Laule as Job Captain (with Cioffi Architects), and Randy
Purnel of Rancho Mirage based RPLA Inc., as Landscape Architect.

Animal Shelter Architectural Design Services
The Evaluation Committee has recommended George Miers & Associates as the
architect for the new Animal Shelter project and staff is seeking Council's authorization
to enter into contract negotiations.
FISCAL IMPACT.-
There is no fiscal impact at this time, as this action is not awarding a contract. If Council
authorizes staff to enter into contract negotiations, a contract services agreement will be
brought before the Council for action at a future date.
