RECOMMENDATION That the City Council receive and file the attached Citywide Historic Resources Survey presented to the Historic Site Preservation Board (HSPB) at their regular meeting on July 13, 2004. SUMMARY The attached Citywide Historic Resources Survey represents the first formal survey of 200 historic resources in the city and will assist staff and community in understanding the geographic dispersion of resources and aid in future planning efforts for the City. The HSPB, at its July 13, 2004 meeting, by a 6-0-1 vote, approved the survey. The survey was a cooperative effort between Architectural Resources Group, HSPB, staff, the community, and interested parties. The survey is intended to be a database of historical resources in the city and will be used for informational purposes only. Staff will continue to work with the Historic Site Preservation Board in developing recommendations from the survey results. Recommendations may include formal approval of the survey, a work program, and public information program. BACKGROUND The scope of work for the survey was developed by staff with input from the Palm Springs Modern Committee and the Historic Site Preservation Board (HSPB) with subsequent approval by City Council. City Council approved the Request For Proposals (RFP) on November 6, 2002 and awarded the contract to Architectural Resources Group on July 16, 2003. A subsequent contract amendment was approved by City Council on February 4, 2004, in the amount of $7,040 for a second reconnaissance survey of obscured properties. The survey will serve as a long range planning tool in terms of identifying historic resources for potential listing on local, State, and National Registers and the possible establishment of historic districts, if warranted. The survey meets the Secretary of the Interior's Standards for Preservation Planning, Identification, Evaluation, and Registration. The survey was conducted using California Department of Parks and Recreation (DPR) Form 523A (Primary Record) and 523B (Building, Structure, Object Record). The Primary Record lists basic information about a historic property including a description of the resource and its major elements including design, materials, condition, and alterations. The Building, Structure, and Object (BSO) Record is more detailed and includes items such as other related features, a construction history, and a statement of significance to analyze the integrity of the resource. Executive Summary Palm Springs, the quintessential desert retreat known for abundant sunshine, swimming pools, and golf courses, is home to a wide variety of building types, residential, civic, commercial, and the ubiquitous motel. All these building types are found in the Palm Springs Historical Resources Survey commissioned in 2003 by the City of Palm Springs. Incorporated in 1938, the City of Palm Springs has evolved from an early twentieth-century spa town, to an exclusive enclave for the wealthy, a winter resort for movie stars, a desert playland, and home to stylized subdivisions. Now strongly identified with a distinct style based largely on Modernist architecture in a leisure setting, Palm Springs is a vibrant urban desert community comprised of many architectural styles and building types. Located within Riverside County, the City of Palm Springs currently has an approximate population of 48,000. Palm Springs has a rich and diverse history. Evidence of early settlement of the late 19th and early 20th century is still visible in the historic homes moved to the Village Green and in properties on the outskirts of town and in some of the City's oldest neighborhoods. Palm Springs' historic and cultural resources are a diverse collection of predominantly 201h century historic buildings, including a unique collection of mid-century Modernist buildings by prolific locally and nationally recognized architects. Several Palm Springs resources are of statewide and national importance, as well as resources of primarily local significance, some of which have been previously identified as historically significant in the Riverside County Preliminary Historic Resources Inventory of the early 1980s. The purpose of the Palm Springs Historical Resources Survey has been to formally survey 200 of Palm Springs most historically and architecturally significant buildings. All kinds of properties, within city limits, were surveyed at the reconnaissance level. Building types included: Spanish and Mediterranean style residences in exclusive older neighborhoods, mid-century Modern homes, full- scale hotels, smaller inns, restaurants, shops, schools, hospitals, an airport, commercial buildings, condominiums, and large multi-unit complexes. The main goal of the Palm Springs Historical Resources Survey has been to establish a foundation for future research, documentation, and preservation of the City's history through the identification of important buildings, events, groups, and individuals that reflect the history of Palm Springs. As an insular enclave where progressive architecture flourished, Palm Springs is unique in its concentration of significant mid-century Modern residences and commercial buildings and as the location of innovative work by prolific local architects. II. Introduction In July 2003 the City of Palm Springs contracted Architectural Resources Group (ARG) to conduct a citywide historical resources survey that entailed the identification and documentation of approximately 200 historic resources in Palm Springs. This project has been carried out in accordance with The Secretary of the Interior's Standards for Preservation Planning, Identification, Evaluation, and Registration, and under the guidelines established in National Register Bulletin 24: Guidelines for Local Surveys:A Basis for Preparation Planning. ARG has made recommendations for future historic resource survey work within the City of Palm Springs. The ARG project team consisted of M. Bridget Maley, Senior Associate &Architectural Historian; Katherine Petrin, Associate &Architectural Historian; Wendy L. Tinsley, Historian & Historic Preservation Planner; and Shayne Watson, Research Assistant. The principal team members meet the Secretary of the Interior's Professional Qualification Standards in the disciplines of history and architectural history. A resume for each team member is included in the Appendices of this report. The purpose of this project was to produce a final survey report that could be used as a tool in both current and long range planning efforts and provide a strong foundation for the City's historic preservation program and activities. The City sought to involve the general public in the survey and provide citizens of Palm Springs the opportunity to comment on the project. The final survey will be presented for adoption by the Palm Springs City Council. III. Methodology The methodological approach for the project consisted of ongoing citizen participation and public outreach, reviewing previous historic resource survey information for Palm Springs, conducting a citywide reconnaissance-level historic site survey, conducting limited archival research, and documenting the resources identified as part of the current survey effort. Citizen Participation and Public Outreach Citizen participation is an essential part of an historic preservation project. When conducting survey activities in a city and formulating historic themes, citizen input is extremely valuable in order to glean historical information that is part of local history but not formally documented. In order to inform the public and to create opportunities for feedback about the historic survey, several public workshops ARCHITECTURAL RESOURCES GROUP Architects, Planners & Cunservamrs, In, City of Palm Springs Historic Resources Survey Final Draft Summary Report Palm Springs, California June 2004 Page 4 were held during the course of the project during regularly scheduled meetings of the Historic Site Preservation Board. Ongoing communication between the ARG survey team, Planning Staff and owners of surveyed properties occurred throughout the entire survey effort. The first public workshop was held on September 16, 2003 at Palm Springs City Hall. The purpose of the workshop was to introduce both the scope and initial findings of the field survey work to Palm Springs residents, property owners, and any other interested individuals. The workshop provided an opportunity for stakeholders to express their opinions about the project, contribute ideas regarding potentially significant properties in the city, and to specifically express concerns or support for historic preservation activities in Palm Springs. A second public workshop was held on April 23, 2004. The purpose of the workshop was to provide an update on the progress of the survey and related research activities. Stakeholders and other interested individuals were encouraged to attend in order to provide feedback on the project findings and to learn about the final phases of the survey project. Approximately 200 Palm Springs property owners received a mailed notice of the workshop by the City of Palm Springs Planning Staff. Planning Staff also provided all property owners with a copy of the draft Department of Parks and Recreation (DPR) 523 Series form(s) completed for their respective properties. The purpose of providing the draft DPR forms to each property owner was to allow the property owner the opportunity to review and comment on the information prepared by ARG for their property. Providing the forms in advance of the public meeting allowed attendees to be more informed about the goals and scope of the survey project, which in turn, created greater discussion at the workshop. Fieldwork The ARG project team conducted field survey work throughout Palm Springs the week of July 28- August 1, 2004. At this time properties thought to be potentially significant in Palm Springs history were photographed. The survey team used the Secretary of the Interior's Standards and Guidelines for Identification(Identification Guidelines) as a framework for the reconnaissance survey effort. The National Park Service defines a reconnaissance survey as a `light inspection of an area'that is most useful for characterizing its general resources in order to develop a basis for deciding how to organize and orient more detailed survey efforts.1 The Identification Guidelines specify the kinds of information that should be collected as a result of a reconnaissance-level field survey including: 1 United States Department of the Interior. ARCHITECTURAL RESOURCES GROUP 1 (/ m Architects, Planners & Conscnatnrs, inc City of Palm Springs Historic Resources Survey Final Draft Summary Report Palm Springs, California June 2004 Page 5 1) The kinds of properties looked for; 2) The boundaries of the area surveyed; 3) The method of the survey, including the extent of the survey coverage; 4) The kinds of historic properties present in the survey area; 5) Specific properties that were identified, and the categories of information collected 6) Places examined that did not contain historic properties.2 Initial field survey efforts were focused on visiting properties that had been previously documented in historic site survey activities. The City of Palm Springs Planning Department provided a list titled Inventory of Historic Structures(IHS) to ARG for use as a starting point for field survey work. Dated September 20, 2001, the IHS is a list of approximately 230 properties considered historically significant in Palm Springs. Some of these properties are locally designated as Class I and Class II historic properties by the City of Palm Springs. A majority of the properties on the IHS were documented in the 1980s as part of several Riverside County Historic Survey projects. Historic Resource Inventory forms and notations from the 1980s Riverside County Historic Survey projects are on file with the HSPB at the Palm Springs Planning Department. Using the City's IHS list as a baseline document, ARG conducted the survey work by walking and driving throughout all parts of the city. The survey area is roughly bordered by San Rafael Drive to the north, the Gene Autry Trail (Hwy. 111) to the east, the foothills to the west and along the southern border, East Palm Canyon Drive, excepting Smoketree Ranch, the Southridge development and the Twin Palms neighborhood, all of which are south of East Palm Canyon Drive. After visiting those previously identified properties, special efforts were made to visit lesser-known sections of the city in order to identify new resources. Additionally, brief architectural descriptions were prepared in the field for some of the obscured properties that were not discernible from the public- right-of-way, and a list of obscured properties was provided to Planning Staff. Properties photographed during the week of fieldwork were selected to illustrate the greatest range of building types, eras, styles and uses. It was a goal of the project to select and document obscure or overlooked buildings as well as better-known structures. Properties were selected that illustrate specific themes in Palm Springs history such as: • historical development related to the desert climate and building techniques; 21bid, 13. Through the field survey phase of the project and while conducting research, ARG augmented the number of potentially significant buildings and created a Draft Palm Springs Citywide Reconnaissance Survey Master List(Master List) (see Appendix C). Approximately 350 properties were identified and cataloged on the Master List. In accordance with the scope of the project, 200 historic resources were selected for documentation. Many good examples were not selected for documentation due to the scope of the project but were included on the Master List. A number of properties identified during the reconnaissance survey are not yet 50 years of age. The National Register Criteria for Evaluation generally excludes properties that have achieved significance within the last fifty years in order to avoid the listing of properties that are of`passing contemporary interest,'3 Palm Springs contains a concentration of resources associated with the Modern Movement (c.1 933-c.1 970). Because these resources are so closely aligned with the identity of the city, and because Palm Springs is considered one of the only American towns that fostered progressive Modern architecture, a case for exceptional significance can be made. Documentation Phase 2 of the project entailed documenting approximately 200 properties on California Department of Parks and Recreation (DPR) 523 A, B and L forms. DPR forms are the standard documentation method for historical resource surveys throughout California. The information to be included on a DPR 523A - Primary Record is a description of the resource including architectural style and design features, setting, building materials employed, and current condition. A current photograph of the resource, original construction date, location data, and owner information is also included on the Primary Record. 3 United States Department of the Interior. A statement of significance about the resource is also included on the BSO Record. A statement of significance is a discussion of a resource's importance and level of integrity within a broader historical or architectural context. Approximately 200 Primary Records were completed for properties in Palm Springs, and approximately 50 of those properties were further documented on BSO Records. The DPR forms are found at Appendix E of this document. Research Historical research was conducted at the City of Palm Springs Planning Department, the City of Palm Springs Public Library, the Palm Springs Desert Museum, and the Palm Springs Historical Society. Additional research was conducted on-line, using ARGs in-house reference library, and the California State Office of Historic Preservation's Historic Property Date File for Riverside County obtained from the SHPO/C.H.R.I.S Eastern Information Center located at the University of California at Riverside. Information obtained from the Palm Springs Planning Department includes Riverside County Metroscan Datasheets, previous historic site survey lists, and miscellaneous documents relating to privately sponsored preservation activities in the city. Many of the construction dates for properties documented as part of the current survey effort were obtained from the Riverside County Metroscan Datasheets; previous historic site surveys, which are cited as utilizing original gas/electric connection records for construction dates; and from privately initiated research efforts and architectural tours. The City of Palm Springs Public Library maintains a separate local history collection containing vertical files, published and unpublished works specific to Palm Springs history, and an incomplete holding of Palm Springs City Directories. In July-August 2003 the Palm Springs Desert Museum sponsored an exhibit of the work of noted Palm Springs architect E. Stewart Williams. The exhibit featured many local examples of Williams'work and provided the ARG project team with background information on the architect. The Palm Springs Historical Society contains a collection of historic photographs, documents, and artifacts related to the history of Palm Springs. Additionally, historic Sanborn Maps for Palm Springs from 1929 and 1962 (obtained on-line) were used to compare historic structures with present day building locations. IV. Historical Overview For centuries the locale of the Agua Caliente Band of Cahuilla Indians, Palm Springs, site of natural hot springs and sunny desert climate, drew its first non-Indian visitors in the late 19th century. For reasons of improved health and recuperation, the first settlers established early hotels and inns. Not until 1938 did the village of Palm Springs incorporate, setting out a gridded street plan and zoning controls. By then Palm Springs had already acquired an identity as a winter retreat for Hollywood stars and the wealthy, as evidenced by the fashionable older neighborhoods of Old Las Palmas, the Movie Colony, Little Tuscany, and the Tennis Club quarter, initially built for winter residents. Defined by elegant, grand architecture in predominantly Spanish and Mediterranean styles, these and other neighborhoods were later filled in with mid-century Modern homes by the end of the 1960s. During the post-WWII era, the City of Palm Springs prospered, relying on tourism, resorts, and the appeal of golf, tennis, polo, and other sports to fuel the economy. During the Palm Springs heyday, tourists and Hollywood discovered the desert oasis and full-scale hotels, smaller inns, nightclubs and restaurants prospered. Concurrently, from the 1940s through the 1960s, Palm Springs was transformed into an increasingly urban environment, building schools, hospitals and an airport and other civic amenities. The commercial core of the City, long concentrated along the main thoroughfares of Palm Canyon Drive and Indian Canyon Drive, flourished. Expanding residential development began in the early 1960s when large tracts of popular, reasonably priced, Modernist- style homes were constructed by Jack Meiselman and later, George and Robert Alexander throughout Palm Springs. Tract subdivision development was followed by the establishment of condominiums, initially as second-homes in the 1960s. Represented in Palm Springs is the work of the following prolific Modernist architects, most of whom were based in Palm Springs: Albert Frey, John Porter Clark, William F. Cody, E. Stewart Williams, Donald Wexler, Craig Ellwood, and Ric Harrison, among others. ARCHITECTURAL RESOURCES GROUP A,6,um, Planners & Can secvawrs, Inc. These groupings correspond to the Period of Significance entry on the significance section of the Building Structure and Object Records of the DPR Forms. 1920s—1930s The Palm Springs residences of this era, both grand and modest, rely on the predominantly Spanish and Mediterranean inspired architectural styles. The larger, impressive residences are generally found in the older residential neighborhoods of Old Las Palmas, the Movie Colony, Little Tuscany, and the Tennis Club quarter, and were initially built for winter residents. Not all massively built, some of these early homes could be quite intimately scaled. Some more modest residences of the early period also incorporated Spanish and Mediterranean influences or were built in ranch styles befitting a desert locale. Native rock or adobe materials were common and enhanced the rusticity of early residences. • 1940— 1960 (postwar era) In the post-WWII era, Palm Springs continued to build residences in the historicist styles, but it was at this time that modern architecture took hold. Emphasizing geometric forms and textures, strong linear qualities, spare ornamentation, outdoor living, and usually of a single story, the homes of this era are readily identifiable. From the 1940s through the 1960s, the residential architecture in the modernist idiom flourished and became integral to the character now strongly identified with Palm Springs. • 1960s— 1970s The dominant residential style in this area from the 1960s through the 1970s relied on the influences of modernism. Residential development expanded to larger scale building projects as tracts of popular, reasonably priced, Modernist-style homes were constructed on a large-scale beginning in the early 1960s. Subdivision development was followed by the establishment of condominium complexes, initially as second-homes in the 1960s. Palm Springs Preservation Framework Within the municipal boundaries, the City of Palm Springs currently contains no properties listed on the National Register of Historic Places, the California State Historic Landmarks, or the California State Points of Historical Interest. The Frances S. Stevens School on North Palm Canyon Drive is listed on the California Register of Historical Resources. The City of Palm Springs maintains a local register of designated sites. National Register of Historic Places The National Register of Historic Places is the Nation's official list of cultural resources worthy of preservation. Authorized under the National Historic Preservation Act of 1966, the National Register is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect our historic and archeological resources. Properties listed in the Register include districts, sites, buildings, structures, and objects that are significant in American history, architecture, archeology, engineering, and culture. The National Park Service administers the National Register program, which is part of the United States Department of the Interior. There are no sites currently listed on National Register of Historic Places within the city boundaries of Palm Springs. National Register Criteria The four criteria under which a structure, site, building, district or object can be considered significant for listing on the National Register are listed below. These include resources that: A) are associated with events that have made a significant contribution to the broad patterns of history (such as the Kaiser Shipyards in Richmond, California and the NASA Research Center in Mountain View, California); B) are associated with the lives of persons significant in our past (such as Sacramento cattle king August Heilbron's Heilbron House in Sacramento, California); C) embody the distinctive characteristics of a type, period, or method of construction, or that represent the work of a master, or that possess high artistic values, or that represent a significant and distinguishable entity whose components may lack individual distinction (such as the Gamble House in Pasadena); qlqk� ARCHITECTURAL RESOURCES GROUP Ardute¢s, Planners C� Conscrvamrs, Inc City of Palm Springs Historic Resources Survey Final Draft Summary Report Palm Springs, California June 2004 Page 11 D) have yielded or may likely yield information important in prehistory or history(such as prehistoric sites in Palm Springs or the archaeological sites at the Presidia of San Francisco). A resource can be considered significant in American history, architecture, archaeology, engineering, and culture. Once a resource has been identified as significant and potentially eligible for the National Register, its historic integrity must be evaluated. Integrity involves seven aspects: location, design, setting, materials,workmanship, feeling and association. These aspects closely relate to the resource's significance and must be intact for National Register eligibility. California Register of Historical Resources The California Register of Historical Resources was created by the State Historical Resources Commission as an authoritative guide to the state's significant historical and archaeological resources. The California Register criterion parallels that of the National Register. The California Register includes: • All resources formally determined eligible for, or listed in, the National Register of Historic Places; • State Historic Landmarks #770 and higher; • Designated Points of Historical Interest; • Resources identified and documented in a historic survey that meets the criteria set forth in § 5024.1 (g) in the California Code of Public Resources; • Individual resources and historic districts determined eligible under the California Register criteria and procedures adopted by the State Historical Resources Commission; and lastly, • .Individual resources and historic districts designated as city or county landmarks pursuant to a city or county ordinance when the designation criteria are consistent with the California Register criteria. California Historic Landmarks The California Historic Landmarks program began in 1931 as a result of legislation enacted that required the Department of Natural Resources to register and mark buildings of historical interest. The Director of the Natural Resources Department delegated the program's administration to the California State Chamber of Commerce. The early criterion for designation to the landmarks register was vague and required minimal documentation, with some properties registered on local legend or hearsay. There are no sites currently designated as a State Historic Landmark within the city boundaries of Palm Springs. The California State Office of Preservation dictates that no historical resource may be designated as both a California Historical Landmark and a California Point of Historical Interest. If a point is subsequently granted status as a landmark, the point designation will be retired. There are no sites currently designated as a Point of Historical Interest for Riverside County located within the City of Palm Springs. City of Palm Springs Historic Site Register The Palm Springs Municipal Code, Chapter 8,05 Historic Preservation sets forth the information about the Historic Site Register which designate historic resources as Class 1 or 2. Class 1 Historic Designation is intended for qualified structures that remain at present as during their period of significance. Class 2 Historic Designation is intended for sites no longer occupied by a modern structure or for structures which no longer retain the same use as during the period of significance. Recommendations As previously stated, the main goal of the Palm Springs Historical Resources Survey has been to establish a foundation for future research, documentation, and preservation of the City's history through the identification of important buildings, events, groups, and individuals that reflect the history of Palm Springs. For future preservation efforts in Palm Springs, ARG recommends the following: • continue historic preservation program • further research to be conducted on sites beyond the initial 200 documented; refer to the Master List for additional properties of historic and architectural significance • complete DPR Primary Records for additional properties, followed by BSO if appropriate • complete DPR BSOs for 150 properties with completed Primary Records • conduct historic district evaluation • develop a citywide context statement • establish Certified Local Government (CLG) status VII. Survey Findings and Conclusions Based on ARG's survey and research for the Palm Springs Historical Resources Survey, it has become apparent that there are a number of conditions, resources, and patterns of development that are unique to Palm Springs and that imbue the City with a distinct and rich sense of place. Survey findings include: • concentrated number of nationally significant mid-century Modern residences • enclaves of concentrated numbers of locally significant: • mid-century Modern commercial buildings, restaurants and shopping complexes • neighborhoods defined by smaller historic inns and bungalows • intact residential neighborhoods, both Spanish and Mediterranean style residences in earliest established neighborhoods and mid-century Modern tract residences • innovative progressive architecture by prolific, local Modernist architects, Palm Springs-based architects who did innovative work: Albert Frey, John Porter Clark, William F. Cody, E. The project team consists of 4 qualified architectural historians who conducted a windshield survey and preliminary research in early August 2003 in order to determine properties to be surveyed. City Hall Large Conference Room 3200 E. Tahquitz Canyon Way A special meeting of the Historic Site Preservation Board (RSPB) was held on Sept. 16, 2003 in the large conference room at City Hall. The meeting was attended by approximately 40 property owners and interested parties. The purpose of the meeting was to provide information to the RSPB, property owners, and interested parties regarding the survey and provide the opportunity to ask questions of the consultant and staff. The City's consultant, Architectural Resources Group, gave an overview of the survey process, an updated of work completed to date, and explained what it means to have a property surveyed. A draft list of historic resources to be surveyed was handed out' along with a copy of the Department of Parks and Recreation (DPR) forms that the consultants will use to document the 200 resources. Please contact Jing Yee or Kathy Marx, Associate Planners at (760) 323-8245 for copies of the meeting handouts. A salient theme of the meeting was that there may be more resources in the city worthy of being surveyed that the project team may not be aware of. All property owners were encouraged to submit resources, outside of the recommended list, that they thought were worthy of being included in the survey. What will the information gathered from the survey be used for? The information from the survey will be used for informational purposes only. The survey is a planning tool to help staff understand the pattern of urban development, relationships between historic properties, and level of community interest in historic preservation. 2. What involvement is required of each property owner? Property owners are welcome to submit any information including archival records, photographs, architect/builder of record, construction history, or family names that were associated with the property. If the property is visible from the public right of way, the project team has already completed the majority of the site work during the course of the reconnaissance survey. The resources that are selected for the survey will have property owner involvement in that the draft of each DPR form will be mailed to the property owner for verification of information before the form is finalized. Otherwise, property owners will not be required to commit any time to the survey. 3. What can property owners or interested parties do if they would like to submit additional resources for consideration in the survey? What are the financial benefits of owning a historic property? There are many potential financial benefits of owning a historic property. Many incentives can be enacted at the local level to provide relief for property owners of historic properties. This can come in the form of relief from building codes to 2 / chi- ? financial incentives. Currently, the City participates in the Mills Act property tax abatement program. The program essentially provides property tax relief to owners of historic properties (must be a designated site) in exchange for the owner agreeing to continue to preserve and restore the property to its historic condition. How will the survey restrict the ability of property owners to make alterations to their property or subdivide their property? The survey will not restrict property owners from making alterations to their property if they choose to do so, subject to the usual process and City codes and ordinances. The designation will not restrict property owners from subdividing their property, subject to City codes and ordinances. The only properties that may be restricted are Class 3 sites, which are eligible for 6 month stays of demolition. Class 3 sites are defined as resources constructed prior to 1945. 6. One property owner noticed that no historic districts had been identified on the draft list of properties evaluated from the reconnaissance survey, why is that? The National Register defines a historic district as, "possessing a significant concentration, linkage, or continuity of sites, buildings, structures, or objects united historically or aesthetically by plan or physical development." Properties included in a district typically contribute to an area or group of resources that are worth protecting due to their historic importance or architectural quality. The project is in the early stages and therefore, the identification of potential historic districts may come later as a result of the project. 7. How can the survey contribute towards the establishment of a historic district? The survey will show the location of 200 historic resources in the City. The results of the reconnaissance survey already show some geographic pattern, which may be of interest in the consideration of historic districts. Districts could be organized by geographical location, theme, era, or other criteria. While the scope of the project does not allow for creation of a historic district, this may be a recommendation of the project team. The team could provide suggestions on how to go about forming a historic district, if a pattern clearly emerges from the list of 200 surveyed properties. 8. What process will be used to access obscured properties? This has not been entirely worked out yet. All property owners of obscured properties are encouraged to contact the Planning Department or the consulting team. The project team will not trespass on any property and will need the permission of the property owner in order to view properties screened by walls and landscaping. 9. Is there any special notation for properties that are being surveyed but are in danger of being demolished? No. I q4-7 3 3 10. One attendee noticed that the Biltmore Hotel was listed as "demolished', is this correct? At the time of the meeting, this was a mistake due to the fact that the property is currently obscured by a fence. Subsequent to the meeting, the structures on the property were demolished. The City Council ordered the repair or demolition of this property over 2 years ago and the current property owner complied with the City Council's direction. 11. How will the $50,000 budget for the survey be allocated? How is the budget being tracked? The consulting team has a contract with the City that allocates money to the completion of 9 tasks. The entire $50,000 budget has been allocated towards the completion of each task. 12. Are officially designated Class 2 historic sites exempt from inclusion in the survey? Yes, Class 2 historic sites are exempt because most of the information that would be included on a DPR form was already gathered during the course of the designation process. Therefore, to include locally designated historic sites on the survey would not be consistent with the survey's purpose. 13. How will the consultant deal with historic resources that are tied to important persons? Places deemed significant due to the persons who occupied the property or who frequented the property are difficult to verify. Typically, designations based on such criteria are persons who made significant contributions at the local, state, or national level. This may be a future recommendation of the project based on research that there are other properties which are tied to significant individuals, but may not have architectural merit. 14. Comment from attendee that all potentially historic properties should be surveyed, regardless of whether the number exceeds 200 resources. The consulting team explained that the survey is a constantly evolving informational document and planning tool that is meant to be expanded and reviewed over time. However, the scope of the current project (contract) allows for only 200 properties to be surveyed. This does not preclude the City from undertaking future surveys based on the findings of the current survey. Box 4738 Palm Springs, CA 99963 July 28, 2004 Mr. Mayor and Councilmembers, As you might recall,the Palm Springs Modern Committee was directly involved in obtaining the funds for the excellent citywide historic resources survey that has almost been finalized. Further, we were involved in establishing the scope of services under which the consultants have been operating. The scope of services clearly states, "The final survey will be approved by the Palm Springs City Council and submitted to the State Historic Preservation Officer," According to the city's Historic Site Preservation Board,there are stilt a few corrections and additional outstanding items remaining to be completed. however, HSPB members believe that it will be. only a month or two before corrections have been made and a complete survey will be ready for submission to the City Council for your approval. In the cover letter for this item from Mr. Doug Evans he states that"Staff will continue to work with the HSPB in developing recommendations from the survey results. Recommendations may include formal approval of the survey." The phrase "may include formal approval" directly conflicts with the agreement between our committee,the scope of work signed by the consultant, and the City. Given how close the survey is to being finalized, it would be much better for the council to wait a few months and approve the completed survey than to take action this evening and "receive and file" the document. By voting to "receive and file" the survey, there is the very real possibility that priority will not be given to formal approval once the few remaining corrections have been made and, instead,the approval vote will be postponed into the distant future. Therefore, the Palm Springs Modern Committee strongly recommends that the council not take action on this item and, instead,vote on approval of the survey when it is fully completed in the next few months.
