CITY COUNCIL STAFF REPORT DATE.: April 2, 2008 PUBLIC HEARING SUBJECT: CASE HSPB #53: APPLICATION FOR DESIGNATION OF THE PROPERTY "COACHELLA VALLEY SAVINGS BANK" KNOWN AS THE "WASHINGTON MUTUAL BANK" BUILDING, A CLASS 1 HISTORIC SITE. Ready, City Manager BY: The Planning Department SUMMARY Under Section 8.05 of the Palm Springs Municipal Code (Historic Resources), the City Council may designate properties as "Class 1" historic sites. The City's Historic Site Preservation Board (HSPB) has recommended such a designation for the property at 499 South Palm Canyon Drive "Coachella Valley Savings Bank - Washington Mutual Bank The Council will conduct a public hearing and determine if the site and building should be designated. Class 1 designation would place the building under the guidance of Municipal Code Section 8.05 "Historic Preservation". RECOMMENDATION Adopt Resolution No. : "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA DESIGNATING THE BUILDING AT 499 SOUTH PALM CANYON DRIVE, "COACHELLA VALLEY SAVINGS BANK - WASHINGTON MUTUAL BANK", A CLASS ONE HISTORIC SITE." PROJECT DESCRIPTION The City of Palm Springs, via the Historic Site Preservation Board has filed an application requesting the structure at the subject property be designated a Class I historic site. Such designation would: 1. Place the subject property under the guidance of Municipal Code Section 8.05. 2. Require present and subsequent owners to maintain the site consistent with that ordinance. Grant possible property tax reduction opportunities to the owner under the State of California Mills Act. A full project description, historic assessment report and Staff's findings and recommendations can be found in the attached staff report to the Historic Site Preservation Board dated August 21, 2007. RECENT PRIOR ACTIONS In 2004, the City conducted a citywide historic resource survey at which time the building at 499 South Palm Canyon Drive was identified as possessing sufficient historic significance to meet the qualifications for National Register of Historic Places, California Register of Historic Resources or local designation. On August 21, 2007, the Historic Site Preservation Board voted 6-0-1 (Harold Riley absent), to recommend that City Council designate the Coachella Valley Savings Bank - Washington Mutual Bank at 499 South Palm Canyon Drive a Class I Historic Site in accordance with Municipal Code Section 8.05. Board Resolution #53 is included in the attachments. The motion stated that all the defining characteristics as identified in the HSPB staff report, page 5, paragraph 1.g, sub-paragraph 1-7 be included in the recommendation to Council. The Board's recommendation excluded the parking garage. ANALYSIS Completed in 1960, the Coachella Valley Savings Bank at 499 South Palm Canyon Drive was designed by local architect E. Stewart Williams as a branch office for The Coachella Valley Savings Bank. The two-story building, designed in the International Modern style, is a dramatic visual statement whose inspiration can clearly be linked to the landmark 1956 Palace of the Dawn by the world-renown Brazilian architect, Oscar Niemeyer. Detailed findings relative to the City Municipal Code Section 8.05 Historic Preservation in support of the designation recommendation are identified and explained in the HSPB staff report and are summarized as follows: 1. The building is significant because of its International Modern style, and its use of glass, aluminum steel and concrete in a minimalist way. It is free of applied ornamentation and decorative motifs, and utilizes a rigorous standard structural module for its overall dimensional order and scale. 2. The building reflects or exemplifies the past-war 'mid-century' period of the national, state, and local history in which distinctive "modern" architecture reflected society's optimism in the future and confidence in the ability of new technologies to improve life. 3. The building embodies distinctive characteristics of a type, or period of architecture that was prevalent in the 1950's and 1960's. It is a dramatic visual statement whose inspiration can be clearly linked to the 1956 Palace of the Dawn by world-renown Brazilian architect, Oscar Niemeyer. 6d00t82 City Council Staff Report April 2,2008 Case: HSPB No. 53 1499 S. Palm Canyon Drive Page 3 of 5 4. The building presents the work of a local architect of national prominence, AIA Fellow, E. Stewart Williams, whose efforts influenced his age, and whose work possesses high artistic value. REQUIRED FINDINGS Section 8.05.020 of the Municipal Code provides the definition of an historic site: "An historic site is any real property such as: a building, a structure, including but not limited to archways, tiled areas and similar architectural elements; an archaeological excavation or object that is unique or significant because of its location, design, setting, materials, workmanship or aesthetic effect'. Seven other qualities are listed therein and Staff notes that in addition to the finding of the basic definition of a historic site, three of the seven qualities, #3, #4, and #5, can also be found in the Coachella Valley Savings Bank. Based on the analysis and research report, the HSPB determined that the Coachella Valley Savings Bank / Washington Mutual Bank Building at 499 South Palm Canyon Drive meets the definition of a historic site because of its location, design, setting, materials, workmanship and aesthetic. The building was also determined to possess qualities defined in items 3, 4 and 5 from Municipal Code Section 8.05.020 as follows; 3. That reflects or exemplifies a particular period of the national, state or local history; or The Coachella Valley Savings Bank / Washington Mutual Bank Building is an outstanding example of the post World War II period in Unites States history because it embodies the optimism for the future, and the possibilities of modern architecture, materials and technology to provide solutions to the complexities of contemporary life that were widely embraced in the American culture following World War II. The Coachella Valley Savings Bank / Washington Mutual Bank Building further embodies this era in that it represents a radical departure from the heavy, classical revival style of architecture typically used prior to this period for banks and financial institutions. The image of a financial institution as a classical yet contemporary structure was revolutionary. 4. That embodies the distinctive characteristics of a type, period or method of construction; The Coachella Valley Savings Bank / Washington Mutual Bank Building exemplifies the mid-century modern period of architecture because: a. It uses glass, aluminum steel and concrete in a minimalist aesthetic way. b. It is free of applied ornamentation and decorative motifs. c. It uses a rigorous standard structural module for its overall dimensional order and scale. City Council Staff Report April 2, 2008 Case: HSPB No 53/499 S. Palm Canyon Drive Page 4 of 5 5. That presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age; or that possesses high artistic value; The Coachella Valley Savings Bank Building presents the work of one of Palm Springs' most prolific and accomplished architects, E. Stewart Williams. Williams' skill as an architect and artist is reflected in the sophisticated design of this building. His attention to detail, the innovative use of new materials and technology, the careful response to the harsh desert environment using long overhanging roof structures to shelter glass areas from the heat of the sun, and the beautiful proportion and scale of the building are specific examples. Williams' contribution to the profession of architecture was recognized by being granted the title of"Fellow" of the American Institute of Architects. The exterior of the structure is largely intact and in excellent condition. An automatic teller machine station was installed on the east far;ade and later a glass shade structure added. The Bank has indicated that it will submit a building permit application to revise the shade structure to an approved design that is more sympathetic to the architecture of the building. There also have been modifications made to the building in the form of railings and ramp to satisfy ADA access requirements. These additions do not contribute to the historic integrity of the site; however, they are not serious enough to disqualify the site's historic significance. ENVIRONMENTAL ASSESSMENT In accordance with Section 15331 (Historical Resources Restoration/Rehabilitation) of the California Environmental Quality Act (CEQA), the proposed designation is categorically exempt from environmental review as the proposed designation meets the conditions outlined for preservation of a historic resource_ OWNER PARTICIPATION A representative of the Washington Mutual Bank supported the nomination at the HSPB hearing of August 21, 2007, but the individual no longer works for the bank. Subsequent to the HSPB hearing, based on a telephone conversation with staff, the owner is neutral about the designation — neither in favor nor opposed. RECOMMENDATION Staff recommends that the City Council designate HSPB #53 Coachella Valley Bank - now Washington Mutual Bank at 499 South Palm Canyon Drive, Palm Springs, as Class 1 Historic Site #53. In 1960, the Coachella Valley Savings Bank commissioned architect E. Stewart Williams to design a branch bank at 499 South Palm Canyon Drive in Palm Springs. 2. The defining historic characteristics of this building are its mid-century modern architecture. The building stands as a very good example of revolutionary thinking in commercial banking of its time, in which the typical heavy, temple-like traditional style of banks was cast aside in favor of unconventional and dramatic new concepts in architecture. THE CITY COUNCIL DOES HEREBY RESOLVE: SECTION 1: Pursuant to CEQA, the City Council finds that the designation of the building at 499 South Palm Canyon Drive as a Class 1 historic site is categorically exempt from environmental review pursuant to Section 15331 whereby this designation is for the preservation of a historical resource. SECTION 2: Pursuant to Section 8.05.020 of the Palm Springs Municipal Code nos. 3-5, The City Council does hereby make the following findings; 3. The Coachella Valley Savings Bank / Washington Mutual reflects or exemplifies a particular period of the national, state or local history; The Coachella Valley Savings Bank / Washington Mutual Building is an excellent example of mid-century modern architecture in applied to a commercial bank building. It embodies the optimism and faith in technology and the future that was prevalent in the country during the period following World War II. It is a bank building with the formality and elements of a classical temple-like structure (with an equally spaced colonnade of columns, a monumental scale and proportions) so often used for banking institutions, however it is carried out in a thoroughly modern design, without the usual formal detailing, heavy ornamentation or classical column styles. It is an important member of a collection of buildings in this vicinity that developed in the fifties and sixties as Palm Springs "financial district'; including the Santa Fe Federal Savings Bank, City National Bank (Bank of America), Coachella Savings & Loan (Prudential), Union Bank of California, Guaranty Bank, and Wells Fargo. This collection of financial institutions are all located on or near Palm Canyon Drive which was, at the time, the hub of commercial activity in the Coachella Valley. Each bank sought to capture customers by creating a significant presence by using outstanding architecture. This notion of `advertising through architecture' is evident in this collection of buildings, including the Coachella Valley Savings Bank / Washington Mutual Building. 00000 CC Resolution April 2, 2008 HSPB#53 Page 3 of 4 4. The Coachella Valley Savings Bank / Washington Mutual Building embodies the distinctive characteristics of a type, period or method of construction,- The building, excluding the parking garage, presents an excellent example of the principals of modern architecture because: a) It makes use of a rigorously defined dimensional module around which all aspects of the building are scaled. b) It is reflective of its own time, not a copy of earlier styles or cultures. c) It is devoid of applied decoration or ornamentation. d) It makes sophisticated use of technologically new materials (anodized aluminum curtain-wall panels, pre-cast concrete) e) The columns and the walls are disengaged from each other, allowing the wall plane to 'continue past' in an uninterrupted manner from the structural columns. f) It reflects the optimism in the future that was prevalent at the time, noting the possibility of modern architecture, materials and technology to provide solutions to the complexities of contemporary life. g) The defining characteristics or elements include: 1) The long, uninterrupted roof canopy along the east and south facades, 2) The linear, uninterrupted cantilevered concrete base or 'floating' floor slab, 3) The free-standing inverted parabolic pre-cast concrete columns which narrow at the top, 4) The long continuous expanse strip of windows on the north and south elevations, 5) The pure box-like volume of the building 6) The moat-like water feature 7) The wide gentle-rising stairs on the main facade 5. The Coachella Valley Savings Bank / Washington Mutual Building presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age; or that possesses high artistic value; The Coachella Valley Savings Bank / Washington Mutual Building was designed by E Stewart Williams, a local architect of national prominence. Williams was a master architect, and is recognized for greatness in his field. Upon his death, an editorial in "The Desert Sun" stated: "If any single man can be cited for giving Palm Springs its place in architectural history, it's E. Stewart Williams." Williams' Coachella Valley Savings Bank Building possesses high artistic value as expressed in its design, proportions, details and engineering. The building is among the finest examples of E. Stewart Williams' mastery as an architect and designer. 000068 CC Resolution April 2,2008 HSPB#53 Page 4 of 4 SECTION 3: Based upon the foregoing, the City Council does hereby designate the Coachella Valley Savings Bank / Washington Mutual Building, excluding the parking garage, at 499 South Palm Canyon Drive, Palm Springs, California as a Class 1 Historic Site subject to the following conditions,- 1. The property owner shall permit the City to demark the building as a historic site with a marker of the City's choosing. The historic marker shall be placed in a location visible from the public right-of-way. The owner shall maintain the marker in the location installed and pay for the replacement cost if the marker is lost, stolen, or otherwise removed from the property. 2. All future exterior modifications including but not limited to building, site, landscaping, lighting, walls, and fences shall require Architectural Approval pursuant to Section 94.04.00 of the Palm Springs Zoning Ordinance and Historic Site Preservation Board review pursuant Municipal Code Ordinance 8.05.180. 3. No permit for the alteration of the exterior, including signage and any and all of the defining elements and characteristics shall be issued without prior approval by the Historic Site Preservation Board. 4. That the City Clerk submits the Council Resolution to the County recorder for recordation within 90 days of the effective date of this resolution_ 5. All existing or previously approved alterations shall be considered acceptable. 6. The parking garage is not included in the Class 1 designation. ADOPTED THIS 2nd day of April, 2008. ❑avid H. On December 12, 2006 the Board initiated the study and investigation of this site for possible recommendation to City Council for Class 1 designation. At that public hearing Mr. Steve Bashe representing Washington Mutual stated the Bank supports the nomination of the bank's exterior for Class 1 historic designation. BACKGROUND AND SETTING Definition of an Historic Site. Section 8,05.020 of the Municipal Code provides the definition of an historic site as follows; (a) Historic Site. An historic site is any real property such as: a building; a structure, including but not limited to archways, tiled areas and similar architectural elements; an archaeological excavation or object that is unique or significant because of its location, design, setting, materials, workmanship or aesthetic effect and: 1. That is associated with events that have made a meaningful contribution to the nation, state or community; or 2. That is associated with lives of persons who made meaningful contribution to national, state or local history; or 3. That reflects or exemplifies a particular period of the national, state or local history, or 4. That embodies the distinctive characteristics of a type, period or method of construction; or 5. That presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age, or that possesses high artistic value; or 6. That represents a significant and distinguishable entity whose components may lack individual distinction, or 7. Designation of Historic Sites. The City Council is authorized to designate Historic Sites. The Historic Site Preservation Board makes recommendations to the City Council that certain sites be designated as Historic Sites in accordance with Section 8.05.135 of the Municipal Code. The Board may initiate studies, surveys and investigations it deems necessary to adequately gather information in consideration of a recommendation. Conditions that aooly to Class 1 Historic Sites. According to Section 8.05 of the Municipal Code, the following shall apply to a Class 1 Historic Site; 1. It shall meet the definition of an historic site as outlined in Municipal Code Section 8.05.020. 2. An archival file shall be maintained on the property by the City. 3. It may be qualified as 'historic' at the federal, state, and/or county level- 4- The structure/site may not be modified nor objects removed without the approval of the City Council. 5. The use may be limited by the City Council to the extent that it may impair the integrity of the site. 6. A plaque explaining the historic nature of the site will be installed at the site. 7. Compliance with all rules and regulations for Historic Sites and Historic Districts under Article IV of Chapter 8.05 of the Municipal Code shall be required. DESCRIPTION AND ANALYSIS The site is approximately a 0.84-acre (36,485 square foot) parcel in the Central Business District located at the northwest corner of South Palm Canyon Drive and Ramon Road at the southern end of the downtown district of Palm Springs. The building is located in an area with several financial institutions and commercial buildings at the southern end of the downtown core of Palm Springs. They rest upon an elevated concrete base that is cantilevered out from a foundation wall. The foundation wall mirrors the parabolic arches with an arched pattern of its own set off by a reflecting pool of water. The columns support a wide roof overhang at the top of the building. Although thoroughly modern in its appearance, the combination of regularly spaced columns and the roof overhang give the building a classic temple-like appearance. A curtain-wall of vertical anodized aluminum ribbed panels sits back from the colonnade and wraps the building on all four sides. A horizontal strip of clerestory windows are placed above the aluminum panels just beneath the overhanging roof. The composition of the exterior materials gives a layered, three-dimensional effect to the exterior surfaces of the building. The clerestory windows accentuate the roof plane resting on the pre-cast beams and columns and separate the roof from the aluminum curtain-wall. The building's main entrance is several feet above the street level and is accessed by a wide set of white terrazzo steps- A water feature or "moat" flanks the entry stair and creates lively reflective light patterns on the cantilevered concrete terrace along the front of the building. The building presents an excellent example of the principals of modern architecture because: a) It makes use of a rigorously defined dimensional module around which all aspects of the building are scaled. b) It is reflective of its own time, not a copy of earlier styles or cultures. c) It is devoid of applied decoration or ornamentation. d) It makes sophisticated use of technologically new materials (anodized aluminum curtain-wall panels, pre-cast concrete) e) The columns and the walls are disengaged from each other, allowing the wall plane to 'continue past' in an uninterrupted manner from the structural columns. f) It reflects the optimism in the future that was prevalent at the time, noting the possibility of modern architecture, materials and technology to provide solutions to the complexities of contemporary life. g) The defining characteristics or elements include: 1) The long, uninterrupted roof canopy along the east and south facades, 2) The linear, uninterrupted cantilevered concrete base or `floating' floor slab, 3) The free-standing inverted parabolic pre-cast concrete columns which narrow at the top, 4) The long continuous expanse strip of windows on the north and south elevations, 5) The pure box-like volume of the building 6) The moat-like water feature 7) The wide gentle-rising stairs on the main facade 2) It is a contemporary building yet has classical "temple-like" proportions and imagery with the east side colonnade and wide roof overhang 3) It represents the mature architectural style of one of Palm Springs' most notable architects. 4) It is an important member of a collection of buildings in this vicinity that comprise Palm Springs "financial district" including the City National Bank (Bank of America),Santa Fe Federal Savings Bank, Coachella Valley Savings & Loan (Prudential), Union Bank of California, Guaranty Bank, and Wells Fargo. This collection of financial institutions are all located on or near Palm Canyon Drive which was, at the time, the hub of commercial activity in the Coachella Valley. Each bank sought to capture customers by creating a significant presence through the use of outstanding architecture. E. Stewart Williams (1909 — 2005) was a local architect of national prominence- Williams began his architectural career in 1934 and spent time early in his career in the office of noted industrial designer Raymond Loewy. In 1999, The American Institute of Architects granted the title 'Fellow" to Mr. Williams in recognition of his significant contribution to the profession of Architecture. REQUIRED FINDINGS As noted above in Background and Setting, Section 8.05.020 of the Municipal Code provides the definition of an historic site: "An historic site is any real property such as: a building; a structure, including but not limited to archways, tiled areas and similar architectural elements; an archaeological excavation or object that is unique or significant because of its location, design, setting, materials, workmanship or aesthetic effect". Seven other qualities are listed therein and Staff notes that in addition to the finding of the basic definition of a historic site, three of the seven qualities, #3, #4, and #5, can also be found in the Santa Fe Federal Building. Based on the above analysis and research report, Staff has concluded that the Coachella Valley Savings Bank / Washington Mutual Building at 499 South Palm Canyon Drive meets the definition of a historic site because of its location, design, setting, materials, workmanship and aesthetic and because the building possesses qualities defined in items 3, 4 and 5 from Municipal Code Section 8.05.020 as follows; 3. That reflects or exemplifies a particular period of the national, state or local history; or The Coachella Valley Savings Bank / Washington Mutual Building is an outstanding example of the post World War II period in Unites States history because it embodies the optimism for the future, the possibilities of modern architecture, materials and technology to provide solutions to the complexities of contemporary life that was widely embraced in the American culture following World War II, The Coachella Valley Savings Bank Building further embodies this era in that it represents a radical departure from the heavy, classical revival style of architecture typically used prior to this period for banks and financial institutions. It uses a rigorous standard structural module for its overall dimensional order and scale, 5. That presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age; or that possesses high artistic value,- The Coachella Valley Savings Bank Building presents the work of one of Palm Springs' most prolific and accomplished architects, E. Stewart Williams. Williams' skill as an architect and artist is clearly reflected in the sophisticated design of this building, the attention to detail, the innovative use of new materials and technology, the careful response to the harsh desert environment through the use of long overhanging roof structures to shelter glass areas from the heat of the sun, and the beautiful proportion and scale of the building. Williams' contribution to the profession of architecture was recognized by his peers by their bestowing upon him the title of "Fellow" of the American Institute of Architects. The exterior of the structure is largely intact and in excellent condition. An automatic teller machine station was installed on the east facade and later a glass shade structure added. The Bank has submitted a building permit application to revise the shade structure to one more sympathetic to the architecture of the building. There also have been accessibility modifications made to the building in the form of railings and an accessible ramp. These additions to the structure do not contribute to the historic integrity of the site; however they are not serious enough to disqualify the site's historic Significance. ENVIRONMENTAL_ ASSESSMENT In accordance with Section 15331 (Historical Resources Restoration/Rehabilitation) of the California Environmental Quality Act (CEQA), the proposed designation is categorically exempt from environmental review as the proposed designation meets the conditions outlined for preservation of a historic resource. NOTIFICATION Pursuant to section 8.05.140 of the Municipal Code of Palm Springs, All property owners within three hundred (300) feet of the subject property have been notified and notice was made in a newspaper of general circulation.
