A RESOLUTION OF THE BOARD OF LIBRARY
TRUSTEES OF THE CITY OF PALM SPRINGS,
CALIFORNIA, RECOMMENDING THE CITY COUNCIL
DESIGNATE REMAINING FUNDS OF THE AGENCY TAX
ALLOCATION BONDS FOR THE REMODEL AND
EXPANSION OF THE PALM SPRINGS PUBLIC LIBRARY,
WHEREAS, the Palm Springs Public Library was constructed in 1975, and is
over thirty-years old; and
WHEREAS, the Library's infrastructure including wiring, plumbing, roof, as well
as heating and air-conditioning systems need to be updated to current building codes
and standards; and
WHEREAS, the Library's current facility is lacking storage space, sufficient staff
work areas, and requires substantial upgrades to the public and staff areas for ADA
compliance and ergonomic safety;
WHEREAS, both the Board of Library Trustees and the City Council believe that
a 21st Century Library is an important and necessary cultural resource for the City of
Palm Springs to provide a community gathering place, information commons, early
literacy and basic literacy programs, lifelong learning and recreational opportunities; and
WHEREAS, the City Council and the Board of Trustees of the Palm Springs
Library conducted a Joint Meeting on January 30, 2008 to present 5 options to renovate
andlor expand the existing library facilities; and
WHEREAS, the Board of Library Trustees recommended to the City Council, and
the City Council desired to pursue Option No. 5, entailing the renovation and expansion
of the existing Library for a cost of approximately$18 million;
WHEREAS, the Library Board and City Council are aware of the 8 cities in the
Coachella Valley that have committed millions in local funds to renovate, expand or
build new libraries in their communities within the last 3 years;
NOW THEREFORE, THE BOARD OF LIBRARY TRUSTEES OF THE CITY OF PALM
SPRINGS, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Board of Library Trustees recommends the Palm Springs City Council
"earmark" the remaining funds of the City of Palm Springs, Community Redevelopment
Agencies Tax Allocation Bonds [approximately $4 million] for the remodel and
expansion of the Palm Springs Library.

SECTION 2. The Board of Library Trustees recommends the Palm Springs City Council
develop a phased approach to the ultimate goal of Option No. 5 and develop a funding
plan for the project.
SECTION 3. The Library Beard will commit all funds from the Library's Endowment
Trust Fund and all funds from the Measure Y Fund to the project.
SECTION 4. The Friends of the Palm Springs Library will commit their endowment
funds to the Library project.
