HomeMy WebLinkAbout9/1/2004 - STAFF REPORTS (7) DATE: September 1, 2004 TO: City Council FROM: Director of Aviation U.S. CUSTOMS AND BORDER PROTECTION - GENERAL AVIATION PROCESSING FACILITY - CHANGE ORDER #1 RECOMMENDATION: It is recommended that the City Council approve Change Order#1 to B.E. McMurray Construction, Inc (agreement A4891), for the United States Customs & Border Protection (USCBP) General Aviation Processing (GAP) facility at the Palm Springs International Airport(City Project 2004-02), in the amount of$51,289.25, for a revised contract amount of $447,289.25. SUMMARY: This project is remodeling approximately 3,000 s.f. of interior space in the Signature Flight Support Facility into a General Aviation Processing (GAP)facility. This Change Order accounts for Heating,Ventilation and Air Conditioning(HVAC),underground and security equipment changes. BACKGROUND: In 1994, the Airport applied for and was granted status as a "User Fee" airport by the United States Customs & Border Protection (USCBP), which allowed overseas business flights to enter the United States at Palm Springs. USCBP also provides landing rights to commercial service operators serving Palm Springs International Airport (PSP). In response to the events of September 111", the Airport undertook a modification to the entrance roadway system and constructed a centralized Vehicle Inspection Plaza (VIP). As a result of this project, the USCBP office, which was housed in a highly modified trailer, was temporarily relocated. The items in this change order were necessary due to unforseen conditions within the Signature Flight Support facility, changes from U.S. Customs &Border Protection and maintaining access in regards to aviation security. This project is eligible for a future Airport Improvement Program (AIP) grant from the Federal Aviation Administration(FAA),which would reimburse 95%of the construction cost. Staff is programming this project in accordance with other high priority projects, but does anticipate receiving reimbursement within the next 18-24 months. Addition: Add 28"round HVAC supply duct for a total addition of$8,648.55; 2. Addition: Relocation of sewer and water lines for an additional cost of$12,322.71; 3. Addition: Add gypsum board for revised enhance location,resulting in an additional cost of$555 75; 4. Addition: Replacement of HVAC unit for a total additional cost of$26,766,24; 5. Addition: Add ceiling demolition and replacement not forseen prior to construction commencing, for an addition of$2,996.00 Justification: 1. An existing fibreglass HVAC supply duct was damaged during demolition and subsequently not reusable. A replacement supply duct was required to provide heating and cooling for the facility (see Attachment 1); 2. The sewer and water lines were shown being served via a location inside the restricted portion of the Ail-port, which created conflicts with security and existing underground utilities. There is a credit for the specified routing within this additional cost item(see Attachment 2); 3. In order to maintain access during construction, the construction of the new entrance was expided to minimize disruptions (see Attachment 3); 4. The project specifications called for this existing unit to be inspected, cleaned and a report on it's condition provided by the contractor. The unit was determined to be in extremely poor condition and due for replacement(see Attachment 4); 5. The existing ceiling in an interior office consisted of a T-bar installed over a hard lid, which does not allow the code required new ceiling to be installed (see Attachment 5); CHANGE TO CONTRACT PRICE Original Contract Price: $396,000.00 Current Contract Price,as adjusted by previous change orders: $396.000 The Contract Price due to this Change Order will be decreased by $5 2289.25 The new Contract Price due to this Change Order will be: $447,289.25 CHANGE TO CONTRACT TIME The Contract Time will be increased by 0 calendar days. End of Contract date is October 6,2004.
